    Efficient Coordinated Power Distribution on Private Infrastructure

    Current power distribution network design makes it attractive for agents to generate their own power (distributed generation) and to construct private infrastructure (e.g., distribution lines) to exchange power without using the main public grid. We show that such private transactions may increase overall network load because of increased transmission distances, thus increasing resistive losses. We present a coordination scheme for the centralized control of private infrastructure that satisfies participation constraints and budget balance. Experiments show that our scheme reduces distribution losses by 4-5 % when there are only a constant number of private lines and by 55%-60 % when the number of private lines is proportional to the number of agents

    The Office of Energy Independence presents Iowa’s second annual energy independence plan, which highlights accomplishments achieved thus far and makes recommendations for the coming year. This plan shows that Iowa has made significant progress in building the foundation for reaching energy independence in just the past year. Continued investment and further efforts will enable Iowa to push toward even greater advances, while creating new jobs and diversifying local economies. With those aims in mind, the state has been investing extensively in the new energy economy. One important example is the Iowa Power Fund, an annual appropriation from the Iowa General Assembly administered by the Office of Energy Independence. In less than one year, the Office has received more than 160 project applications totaling more than $308 million in requests. The projects approved thus far will help advance Iowa’s wind and solar industries, foster new energy efficiency practices, and develop the bio fuels industry for a more economically and environmentally sustainable future. Iowa’s position as a leader in the new energy economy is dependent on the success of the Power Fund, and on the success of this plan. This plan clearly states that Iowa must boldly pursue a strong position in the emerging energy economy worldwide

The operational and commercial demands of electric utilities require a high-performance data communication network that supports both existing functionalities and future operational requirements. In this respect, since such a communication network constitutes the core of the electric system automation applications, the design of a cost-effective and reliable network architecture is crucial. In this paper, the opportunities and challenges of a hybrid network architecture are discussed for electric system automation. More specifically, Internet based Virtual Private Networks, power line communications, satellite communications and wireless communications (wireless sensor networks, WiMAX and wireless mesh networks) are described in detail. The motivation of this paper is to provide a better understanding of the hybrid network architecture that can provide heterogeneous electric system automation application requirements. In this regard, our aim is to present a structured framework for electric utilities who plan to utilize new communication technologies for automation and hence, to make the decision making process more effective and direct.This work was supported by NEETRAC under Project #04-157

    Government involvement in liberalised gas markets; a welfare-economic analysis of Dutch gas-depletion policy

    This report analyses the welfare effects of two major components of the Dutch gas-depletion policy: the offtake guarantee for small-fields gas and the cap on production from the Groningen field. We conclude that the benefits of offtake guarantee currently may outweigh the costs, but a further development of the gas market would reverse this picture. The cost of the offtake guarantee is that it gives operators reduced incentives to respond optimally to short-term changes in market conditions compared to a competitive market. Regarding the cap on Groningen (42.5 bcm per year), we find that this measure is inefficient when the cap is binding, i.e. restricting the production from the Groningen field. The costs of capping Groningen production follow from shifting returns to the future. The benefits of this measures consist of slightly positive effects on small-fields production and positive benefits for security of supply.     Acknowledging that efficient development of electricity transmission infrastructure is crucial to achieving EU targets for a secure, competitive and sustainable electricity supply, this paper explores ways of strengthening the supply chain. Research for the paper was carried out in the context of the SECURE project (Security of Energy Considering its Uncertainties, Risks and Economic Implications), funded by the European Commission under the Seventh Framework Programme. The project develops appropriate tools for evaluating the vulnerability of the EU to the different energy supply risks, and for promoting the optimisation of EU energy insecurity mitigation strategies, including investment, demand side management and dialogue with producing countries
