    DEVELOPING COMPETENCE FOR INNOVATION IN KNOWLEDGE PRACTICE: an exploration of the sustainability science-policy interface

    This thesis is motivated by institutional claims for a “new type of knowledge” in the sustainability science-policy interface. It thus explores the thinking and practice of experts in the field about professional competencies necessary to induce required innovations in their knowledge practice. The thesis proposes a novel conceptual framework, synthesising (1) five key features informing claimed innovations in knowledge practice of science-policy sustainability ‘boundary organisations’, (2) a set of ten differentiating individual competencies deemed critical to induce such type of innovations and (3) required approaches to effective development of such competencies. In doing so, this thesis suggests an operative framework to engage with a competence-based approach in response to the need for innovations in knowledge practice within boundary organisations. Under the conceptual framework above, the thesis engages in an empirical work exploring the thinking and praxis of experts in the field, around three key questions: (1) How do practitioners in the field perceive the need for and the pertinence of such type of innovations, (2) How do they relate to the notion of individual competence and the need for different types of competencies to induce innovations in their own knowledge practice and (3) How can professionals working in the science-policy interface most effectively learn and develop such new set of competences, given their specific organisational / institutional contexts? Methodologically, this thesis engaged a combined set of empirical research instruments, mostly including semi-structured interviews with professionals operating in the sustainability sciencepolicy interface, three focus-groups in The Netherlands, Portugal and the UK, with actors operating within the remit of sustainability boundary organizations, and participatory observation within the European Environment Agency. Outcomes of this research indicate that, while the need for a new type of knowledge is clearly acknowledged by practitioners in ‘boundary organisations’, notions associated with required innovations in knowledge practice – such as co-creation, systems thinking, transdisciplinarity, reflexivity and action-orientated knowledge – are still subject to ambiguity and controversy within the institutional context they operate. As practitioners struggle to engage the notion of individual competence in this debate, the type of competencies deemed critical to induce required innovations in their knowledge practice resonates with their own experience. Experts in boundary organisations identify though a lack of institutional frameworks to support their efforts to generate innovations in knowledge practice. While this research synthetises and presents existing examples of learning programmes and approaches to help develop such type of competencies, practitioners in the field manifest scepticism on the extent to which such learning approaches are feasible in their given institutional settings

    In his dissertation, Mr. Goilo developed a cutting-edge theoretical framework for an Anthropology of Information. This study compares information in the context of modernity in Amsterdam and coloniality in Curaçao through the making process of monitors and develops five ways to understand how information can act towards sustainable futures. The research also discusses how the two contexts, that is modernity and coloniality, have been in informational symbiosis for centuries which is producing negative informational side effects within the age of the Anthropocene. By exploring the modernity-coloniality symbiosis of information, the author explains how scholars, policymakers, and data-analysts can act through historical and structural roots of contemporary global inequities related to the production and distribution of information. Ultimately, the five theses propose conditions towards the collective production of knowledge towards a more sustainable planet

AI technology has come to play a central role in the modern data economy. Through a combination of increased computing power, the growing availability of data and the advancement of algorithms, AI has now become an umbrella term for some of the most transformational technological breakthroughs of this age. The importance of AI stems from both the opportunities that it offers and the challenges that it entails. While AI applications hold the promise of economic growth and efficiency gains, they also create significant risks and uncertainty. Natural hazards are physical phenomena active in geological times, whereas technological hazards result from actions or facilities created by humans. In our time, combined natural and man-made hazards have been induced. Overpopulation and urban development in areas prone to natural hazards increase the impact of natural disasters worldwide. Additionally, urban areas are frequently characterized by intense industrial activity and rapid, poorly planned growth that threatens the environment and degrades the quality of life.     Enabling Deep Neural Network Inferences on Resource-constraint Devices

    Department of Computer Science and EngineeringWhile deep neural networks (DNN) are widely used on various devices, including resource-constraint devices such as IoT, AR/VR, and mobile devices, running DNN from resource-constrained devices remains challenging. There exist three approaches for DNN inferences on resource-constraint devices: 1) lightweight DNN for on-device computing, 2) offloading DNN inferences to a cloud server, and 3) split computing to utilize computation and network resources efficiently. Designing a lightweight DNN without compromising the accuracy of DNN is challenging due to a trade-off between latency and accuracy, that more computation is required to achieve higher accuracy. One solution to overcome this challenge is pre-processing to extract and transfer helpful information to achieve high accuracy of DNN. We design the pre-processing, which consists of three processes. The first process of pre-processing is finding out the best input source. The second process is the input-processing which extracts and contains important information for DNN inferences among the whole information gained from the input source. The last process is choosing or designing a suitable lightweight DNN for processed input. As an instance of how to apply the pre-processing, in Sec 2, we present a new transportation mode recognition system for smartphones called DeepVehicleSense, which aims at achieving three performance objectives: high accuracy, low latency, and low power consumption at once by exploiting sound characteristics captured from the built-in microphone while being on candidate transportations. To achieve high accuracy and low latency, DeepVehicleSense makes use of non-linear filters that can best extract the transportation sound samples. For the recognition of five different transportation modes, we design a deep learning-based sound classifier using a novel deep neural network architecture with multiple branches. Our staged inference technique can significantly reduce runtime and energy consumption while maintaining high accuracy for the majority of samples. Offloading DNN inferences to a server is a solution for DNN inferences on resource-constraint devices, but there is one concern about latency caused by data transmission. To reduce transmission latency, recent studies have tried to make this offloading process more efficient by compressing data to be offloaded. However, conventional compression techniques are designed for human beings, so they compress data to be possible to restore data, which looks like the original from the perspective of human eyes. As a result, the compressed data through the compression technique contains redundancy beyond the necessary information for DNN inference. In other words, the most fundamental question on extracting and offloading the minimal amount of necessary information that does not degrade the inference accuracy has remained unanswered. To answer the question, in Sec 3, we call such an ideal offloading semantic offloading and propose N-epitomizer, a new offloading framework that enables semantic offloading, thus achieving more reliable and timely inferences in highly-fluctuated or even low-bandwidth wireless networks. To realize N-epitomizer, we design an autoencoder-based scalable encoder trained to extract the most informative data and scale its output size to meet the latency and accuracy requirements of inferences over a network. Even though our proposed lightweight DNN and offloading framework with the essential information extractor achieve low latency while preserving DNN performance, they alone cannot realize latency-guaranteed DNN inferences. To realize latency-guaranteed DNN inferences, the computational complexity of the lightweight DNN and the compression performance of the encoder for offloading should be adaptively selected according to current computation resources and network conditions by utilizing the DNN's trade-off between computational complexity and DNN performance and the encoder's trade-off between compression performance and DNN performance. To this end, we propose a new framework for latency-guaranteed DNN inferences called LG-DI, which predicts DNN performance degradation given a latency budget in advance and utilizes the better method between the lightweight DNN and offloading with compression. As a result, our proposed framework for DNN inferences can guarantee latency regardless of changes in computation and network resources while maintaining DNN performance as much as possible.ope

    Chinese Knitwear Brands: The need for creative design to result in global business success

    Chinese cashmere knitwear companies have become suppliers of international fashion brands because of their technological excellence, advantages of raw materials and competitive prices. However, their in-house brands are steadily declining. In the past 15 years, Chinese cashmere brands have progressively lost their market share to Chinese and Western fashion brands, with a few notable exceptions. Their brands lack differentiation from other Chinese competitors, causing low price competition, which contributes to sustainability issues such as unsold stock and material/manpower waste. The decline is likely to continue as the brands serve only an ageing market, rather than attracting younger generations to their products. Chinese cashmere companies invest little in design, which is a significant limitation for improving the brands’ opportunity to become successful and sustainable businesses. This study looks for solutions from the design perspective. The research aimed to investigate what design can do to help deal with the current problems of the Chinese knitwear brands to improve their prospects for future business success. The objectives of the study were to enquire into the challenges and opportunities facing the Chinese knitwear sector, to evaluate current design practice in knitwear brands, to understand how design and brand management can be integrated to generate a sustainable brand. Research questions were developed to explore the brand and design problems, the role of design and organisational structure, what the barriers and enablers for a thriving design culture were alongside possible solutions for design improvement. A pragmatic philosophy underpinned research design, guiding the adoption of methods in response to research questions. Interviews with stakeholders from both the knitwear industry and design education were undertaken. In addition, a case study using design action research with immersive field research was developed for investigating the knitwear brand issues; furthermore, a knitwear collection was created using western design approaches to demonstrate an exemplar design process for the sector and to illustrate the differences to current Chinese design methods. The study argues the obstacles to design culture enrichment in Chinese knitwear brands was caused by their design context, lack of brand positioning, limited understanding of their consumers and business models that are not fit for purpose. An absence of experienced leadership creates unclear design direction, instead of collections centred around a theme; Chinese brands sell unconnected designs. Brands lack the distinct brand characteristics that distinguish them from their competitors. The contribution to knowledge made by this study includes the identification of the reasons for the decline in Chinese cashmere brands, an understanding of their barriers to design culture to developing good designs and it also highlights the lack of awareness of sustainability issues in the sector. The study sheds new light on the rarely acknowledged issue of how to upgrade these brands as modern business for younger consumers, and how to enrich the design culture for brand business growth within sustainable contexts. The thesis analyses in depth the causes for the decline in these brands and makes recommendations for how design can make a contribution to reversing the brands’ decline and increasing their sustainability
