    Financing Marine Conservation: A Menu of Options

    This guide describes over 30 mechanisms for financing the conservation of marine biodiversity, both within and outside of MPAs. Its main purpose is to familiarize conservation professionals i.e., the managers and staff of government conservation agencies, international donors, and nongovernmental organizations (NGOs) with a menu of options for financing the conservation of marine and coastal biodiversity. A number of economic incentive mechanisms for marine conservation (as contrasted with revenue-raising mechanisms) are also presented in section 5 (on Real Estate and Development Rights) and section 6 (on Fishing Industry Revenues). Each section provides a description of the financing mechanism and examples showing how the mechanism has been used to finance marine conservation. In some cases, even though a mechanism may have only been used to finance terrestrial conservation, it has been included in this guide because of its potential to also serve as a new source of funding for marine conservation. This guide is not intended to provide detailed instructions on how to establish and implement each of the different conservation financing mechanisms. Instead references are provided at the end of each section for sources of additional information about each of the mechanisms described. Citations to specific references are also included in the text in parentheses

    Comparison of Approaches to Management of Large Marine Areas

    In order to learn more about the different approaches to managing large-scale marine areas, their comparative merits, and the synergies and overlaps between them, Conservation International (CI) commissioned this independent analysis of several widely applied models. Since 2004, CI, together with a multitude of partners, has been developing the Seascapes model to manage large, multiple-use marine areas in which government authorities, private organizations, and other stakeholders cooperate to conserve the diversity and abundance of marine life and to promote human well-being. The definition of the Seascapes approach and the identification of the essential elements of a functioning Seascape were built from the ground up, informed by the extensive field experience of numerous marine management practitioners. Although the report was commissioned by CI, the views expressed in this report are those of the authors; they were charged with providing a critical examination of all the assessed approaches, including the Seascapes approach. This analysis provides a comprehensive understanding of the strengths and weaknesses of each approach. This will help us -- and, we hope, other readers -- to identify ways to work together to achieve even greater results through synergistic efforts

    Fish Habitat Utilization Patterns and Evaluation of the Efficacy of Marine Protected Areas in Hawaii: Integration of NOAA Digital Benthic Habitat Mapping and Coral Reef Ecological Studies

    Over the past four decades, the state of Hawaii has developed a system of eleven Marine Life Conservation Districts (MLCDs) to conserve and replenish marine resources around the state. Initially established to provide opportunities for public interaction with the marine environment, these MLCDs vary in size, habitat quality, and management regimes, providing an excellent opportunity to test hypotheses concerning marine protected area (MPA) design and function using multiple discreet sampling units. NOAA/NOS/NCCOS/Center for Coastal Monitoring and Assessment’s Biogeography Team developed digital benthic habitat maps for all MLCD and adjacent habitats. These maps were used to evaluate the efficacy of existing MLCDs for biodiversity conservation and fisheries replenishment, using a spatially explicit stratified random sampling design. Coupling the distribution of habitats and species habitat affinities using GIS technology elucidates species habitat utilization patterns at scales that are commensurate with ecosystem processes and is useful in defining essential fish habitat and biologically relevant boundaries for MPAs. Analysis of benthic cover validated the a priori classification of habitat types and provided justification for using these habitat strata to conduct stratified random sampling and analyses of fish habitat utilization patterns. Results showed that the abundance and distribution of species and assemblages exhibited strong correlations with habitat types. Fish assemblages in the colonized and uncolonized hardbottom habitats were found to be most similar among all of the habitat types. Much of the macroalgae habitat sampled was macroalgae growing on hard substrate, and as a result showed similarities with the other hardbottom assemblages. The fish assemblages in the sand habitats were highly variable but distinct from the other habitat types. Management regime also played an important role in the abundance and distribution of fish assemblages. MLCDs had higher values for most fish assemblage characteristics (e.g. biomass, size, diversity) compared with adjacent fished areas and Fisheries Management Areas (FMAs) across all habitat types. In addition, apex predators and other targeted resources species were more abundant and larger in the MLCDs, illustrating the effectiveness of these closures in conserving fish populations.     Institutional Change at Local Level: How Gili Indah Villagers Build an Effective Local Governance of Coral Reef Management?

    This paper aims at explaining the process of institutional change in coral reef management at the village level, and mainly seeks to answer two research questions: How do the processes of local institutional change take place? What are incentives that drive local communities to participate in them? Investigations in Gili Indah village, West Lombok Indonesia show that the process of the institutional change was initiated and done by villagers whose livelihood strongly depend on coral reef ecosystems. There are also strong indications that the changes were affected by the local and external economic conditions, which inevitably force resource users and economic actors to alter their economic strategies. The entering of industrial tourism and the emergence of tourism-related livelihoods in Gili Indah has driven economic actors to adapt to the altering environmental condition. Tourism Business Operators (TBO) and fishermen, two main actors, have played important roles in the change process. TBOs, whose livelihood depends on coral reef ecosystems, have a strong interest in protecting the ecosystems from degradation. The same goes for the fishermen, who claim themselves as main beneficiaries of coral reef ecosystems, and insist on maintaining the status quo as an attempt to protect their economic interest. Two different economic interests have been incentive for an evolution process of local institutions (awig-awig) to construct a governance structure that accommodates the varied economic interest. So far, this governance structure has been effectively forcing the actors to comply with the rules that drive themselves to use the coral reef ecosystems in a sustainable way

    A review of the ecological effectiveness of subtidal marine reserves in Central California, Part I: Synopsis of scientific investigations

    Marine reserves, often referred to as no-take MPAs, are defined as areas within which human activities that can result in the removal or alteration of biotic and abiotic components of an ecosystem are prohibited or greatly restricted (NRC 2001). Activities typically curtailed within a marine reserve are extraction of organisms (e.g., commercial and recreational fishing, kelp harvesting, commercial collecting), mariculture, and those activities that can alter oceanographic or geologic attributes of the habitat (e.g., mining, shore-based industrial-related intake and discharges of seawater and effluent). Usually, marine reserves are established to conserve biodiversity or enhance nearby fishery resources. Thus, goals and objectives of marine reserves can be inferred, even if they are not specifically articulated at the time of reserve formation. In this report, we review information about the effectiveness of the three marine reserves in the Monterey Bay National Marine Sanctuary (Hopkins Marine Life Refuge, Point Lobos Ecological Reserve, Big Creek Ecological Reserve), and the one in the Channel Islands National Marine Sanctuary (the natural area on the north side of East Anacapa Island). Our efforts to objectively evaluate reserves in Central California relative to reserve theory were greatly hampered for four primary reasons; (1) few of the existing marine reserves were created with clearly articulated goals or objectives, (2) relatively few studies of the ecological consequences of existing reserves have been conducted, (3) no studies to date encompass the spatial and temporal scope needed to identify ecosystem-wide effects of reserve protection, and (4) there are almost no studies that describe the social and economic consequences of existing reserves. To overcome these obstacles, we used several methods to evaluate the effectiveness of subtidal marine reserves in Central California. We first conducted a literature review to find out what research has been conducted in all marine reserves in Central California (Appendix 1). We then reviewed the scientific literature that relates to marine reserve theory to help define criteria to use as benchmarks for evaluation. A recent National Research Council (2001) report summarized expected reserve benefits and provided the criteria we used for evaluation of effectiveness. The next step was to identify the research projects in this region that collected information in a way that enabled us to evaluate reserve theory relative to marine reserves in Central California. Chapters 1-4 in this report provide summaries of those research projects. Contained within these chapters are evaluations of reserve effectiveness for meeting specific objectives. As few studies exist that pertain to reserve theory in Central California, we reviewed studies of marine reserves in other temperate and tropical ecosystems to determine if there were lessons to be learned from other parts of the world (Chapter 5). We also included a discussion of social and economic considerations germane to the public policy decision-making processes associated with marine reserves (Chapter 6). After reviewing all of these resources, we provided a summary of the ecological benefits that could be expected from existing reserves in Central California.     The International Center for Living Aquatic Resources Management (ICLARM) presents its Medium Term Plan (MTP) for 2001-2003 for the consideration by TAC and members of the CGIAR. The Plan has been developed in a period when there is growing public discontent over the limitations of global fish catches from natural environments and the provision of adequate nutrition for the burgeoning human population, especially in developing countries. The current plan reflects five influences:|1) Continuity and an annual update of earlier plans based on a consultative development process undertaken in 1996 and 1997 which prioritized the institute's activities for the forthcoming three to five year period. Oak Foundation.Often hidden in national statistics, small-scale fisheries have been poorly measured at a global level, and in thepast often ignored in states' policy-making. Yet estimates suggest their aggregate global contribution tonutrition, food security and poverty eradication is massive. The most recent estimates available suggest thatsmall-scale fisheries account for over 90 percent of the world's commercial fishers, processors and otherpersons employed along the value chain, equivalent to over 108 million people. Roughly half areemployed in the ocean and the other half in inland fisheries—making small-scale fisheries far and awaythe ocean's largest employer (greater than oil and gas, shipping, tourism, etc.). This level of activitytranslates into a large portion of the global fish catch: an estimated 46 percent of the total, and 38 percentof the fish caught in the ocean. SSFs are also estimated to provide over half the animal protein intake inmany of the world's least developed countries, and over half of the fish for domestic consumption indeveloping countries more broadly. In sum, in many regions of the world SSFs provide both incomes tohelp reduce poverty and safety nets to help prevent it
