    Multi-agent systems and especially unmanned vehicles, are a crucial part of the solution to a lot of real world problems, making essential the improvement of task allocation techniques. In this review, we present the main techniques used for task allocation algorithms, categorising them based on the techniques used, focusing mainly on recent works. We also analyse these methods, focusing mainly on their complexity, optimality and scalability. We also refer to common communication schemes used in task allocation methods, as well as to the role of uncertainty in task allocation. Finally, we compare them based on the above criteria, trying to find gaps in the literature and to propose the most promising ones

    Network Neutrality and the False Promise of Zero-Price Regulation

    This Article examines zero-price regulation, the major distinguishing feature of many modern "network neutrality" proposals. A zero-price rule prohibits a broadband Internet access provider from charging an application or content provider (collectively, "content provider") to send information to consumers. The Article differentiates two access provider strategies thought to justify a zero-price rule. Exclusion is anticompetitive behavior that harms a content provider to favor its rival. Extraction is a toll imposed upon content providers to raise revenue. Neither strategy raises policy concerns that justify implementation of a broad zero-price rule. First, there is no economic exclusion argument that justifies the zero-price rule as a general matter, given existing legal protections against exclusion. A stronger but narrow argument for regulation exists in certain cases in which the output of social producers, such as Wikipedia, competes with ordinary market-produced content. Second, prohibiting direct extraction is undesirable and counterproductive, in part because it induces costly and unregulated indirect extraction. I conclude, therefore, that recent calls for broad-based zero-price regulation are mistaken.

    A review of task allocation methods for UAVs

    Unmanned aerial vehicles, can offer solutions to a lot of problems, making it crucial to research more and improve the task allocation methods used. In this survey, the main approaches used for task allocation in applications involving UAVs are presented as well as the most common applications of UAVs that require the application of task allocation methods. They are followed by the categories of the task allocation algorithms used, with the main focus being on more recent works. Our analysis of these methods focuses primarily on their complexity, optimality, and scalability. Additionally, the communication schemes commonly utilized are presented, as well as the impact of uncertainty on task allocation of UAVs. Finally, these methods are compared based on the aforementioned criteria, suggesting the most promising approaches

    Barriers to energy efficiency: evidence from selected sectors

    To combat climate change, it is essential to reduce the use of fossil fuels and minimise greenhouse gas emissions. To help to achieve that objective, energy must be used efficiently. However, many international studies claim that companies and other organisations are “leaving money on the floor” by neglecting highly cost-effective opportunities to invest in measures that would improve their energy efficiency. A new ESRI report, “Barriers to Energy Efficiency: Evidence from Selected Sectors”, examines these claims in the context of the Irish economy, and asks why organisations apparently ignore financially rewarding opportunities to improve their energy efficiency. The report is based on detailed case studies of organisations in the mechanical engineering, brewing and higher education sectors

    Market-Based Models for Digital Signage Network Promotion Management

    Digital signage network (DSN) is capable of delivering customized content to designated screens in a real-time or near real-time manner, which provides tremendous potential for building dynamic demand stimulation tools. However current DSN media buying process is mainly carried out through manually conducted negotiation between the DSN operator and the advertisers. This practice does not capitalize the unique technology advantage offered by the newly emerged advertising medium. We propose automated DSN media buying models which allow advertisers to customize their promotion schedules in a highly responsive manner. Specifically, we design a direct revelation mechanism and an iterative bidding model for DSN promotion scheduling. We show that the direct revelation mechanism computes optimal solutions. We evaluate the revenue performance of the iterative bidding model through a computational study. The implementation of the iterative bidding mechanism is also described
