    Establishing Croatia’s lifelong career guidance service

    On July 1st 2013, Croatia became the 28th member state of the European Union. One requirement for Croatia’s accession to the EU was the establishment of comprehensive life-long career guidance (LLCG) provision. In 2011, the Croatian Employment Service, the traditional provider of career guidance services to the unemployed, embarked on a programme to establish eight public facing pilot LLCG centres funded through EU transition funding. This article uses the results of an early evaluation of the new LLCG centres undertaken at the end of the pilot stage to explore the inter-relationship between this EU imperative and the policy and practice developments required to establish LLCG in a post-conflict and post command economy emerging EU country

    Virtual Mentorship as an Advanced Method of Knowledge and Experience Sharing and Network Building

    Access to advanced ideas, specific information, advanced expertise, accumulated experience and applicable knowledge are key competitive determinants of those that want to prosper in knowledge based society. In other words human capital is principal competitive advantage of knowledge based economies. Trends in today’s world are making us rethink the methods of delivering knowledge. In order to answer to those trends and as a proactive effort to foster their global competitiveness top students from two most influenced graduate schools (Faculty of Economics and Business and Faculty Electrical Engineering and Computing both within University of Zagreb) in Croatia gathered within eSTUDENT initiative and they have started project “Virtual Mentorship”. Its primary goal is to initialize and organize cooperation between senior undergraduate students from Croatian universities and acknowledged members of academic society and business world who live abroad but do have originated from Croatia. Purpose of the project is to establish mentor-protégé relationship between these two parties that will enable students to learn and improve their knowledge as well as gain new skills through quality virtual communication with respectable scientists and professionals. This project has a great potential and significance for development of Croatian system of education as well as for improvement of Croatian labor competitiveness in general.     Cardiovascular diseases, risk factors and barriers in their prevention in Croatia [Kardiovaskularne bolesti, rizični faktori i zapreke za prevenciju u Hrvatskoj]

    Cardiovascular diseases are the leading cause of death in Croatia, with significant regional differences. Despite high mortality rates, high prevalence of various cardiovascular risk factors and well organized public health network, comprehensive system for cardiovascular disease monitoring and interventions does not exist. In this study we analyzed legislation framework and responsibilities of stakeholders relevant for cardiovascular disease surveillance and prevention. According to the international experiences we analyzed characteristics of cardiovascular disease prevention in Croatia and causes of the problems appeared in the preventive programs in Croatia. Analysis showed that primary problem is not inefficiency, but the existence of barriers in preventive activities definition, responsibilities distribution and task implementation. Main cause for such situation is incompatibility of the existing practices in clinical medicine and public health with recommendations from other countries. For the successful prevention of cardiovascular disease in Croatia at least three changes need to be made--define new terms and contents of prevention, define new responsibilities distribution and provide equity in health as basic criterion for successful preventive programs

    The role of economic and political measures of the palliation of poverty in Croatia

    The paper considers measures for palliating poverty in Croatia. After an introductory account, poverty is defined, and a very brief description of the situation in Croatia is given. In the sequel, attention is devoted to the encouragement of economic growth, the creation of greater opportunities for employment, the enhancement of human capital, an effective welfare system and well-oriented targeting of benefits to groups that need assistance, decentralization, the restraining of corruption and the development of institutions.
