    Policy Response and Collaboration in Handling Covid-19 East Kutai Regency With An Adaptive Governance Approach in Disasters

    The current COVID-19 pandemic condition requires the Indonesian government to act quickly and effectively in dealing with the threat of a crisis; for this reason, the concept of adaptive governance promises a more innovative approach in an effective way to deal with a complex environment. Adaptation in governance is carried out by producing policy products that are swift, efficient, and effective in handling the COVID-19 pandemic. This research aims to find out how the local government of East Kutai Regency applies the concept of adaptive governance with the scope of policies and collaboration between parties in handling the COVID-19 Pandemic. The benefits of research will fill the space for scientific studies related to adaptive governance approaches in handling pandemics through policy products and collaboration between parties within the most basic scope, namely the East Kutai Regency level. This research is qualitative research with the descriptive method; the approach used in this research is a case study approach. For research data analysis, this study used Qualitative Data Software Analysis (QDSA) NVivo 12 Plus. The study results show that the five agencies have carried out their roles to provide adaptive governance. Of the six indicators, each agency has a different percentage level. There are tons of steps that have been taken to prevent the spread and handling of COVID-19 by the government and agencies, as well as layers of society. The involvement of Task Force Teams at all levels, the Police, Military District Commands, Community Organizations, NGOs, and Companies in assisting the prevention and handling of the COVID-19 pandemic running the East Kutai District Health Office shows a form of participation and collaboration in handling the COVID-19 pandemic health disaster.     This study explores the utilization of Extreme Programming (XP) methodology, coupled with black box testing, in developing a Web-Based Company Profile as a supportive medium for information and promotional purposes. The objective is to optimize the effectiveness and usability of the company's online profile through an adaptive and collaborative approach. However, successful implementation of XP methodology in developing Web-Based Company Profiles relies not solely on methodological approaches. Effective project management, good team communication, and support from management are equally essential to achieve optimal outcomes. In conclusion, the integration of Extreme Programming methodology, together with black box testing, enables companies to enhance their Web-Based Company Profiles as effective mediums for information and promotional purposes.     The value of theoretical multiplicity for steering transitions towards sustainability

    Transition management, as a theory of directing structural societal changes towards sustainable system innovations, has become a major topic in scientific research over the last years. In this paper we focus on the question how transitions towards sustainability can be steered, governed or managed, in particular by governmental actors. We suggest an approach of theoretical multiplicity, arguing that multiple theories will be needed simultaneously for dealing with the complex societal sustainability issues. Therefore, we address the steering question by theoretically comparing transition management theory to a number of related theories on societal change and intervention, such as multi-actor collaboration, network governance, configuration management, policy agenda setting, and adaptive management. We conclude that these related theories put the managerial assumptions of transition management into perspective, by adding other steering roles and leadership mechanisms to the picture. Finally we argue that new modes of steering inevitable have consequences for the actual governance institutions. New ways of governing change ask for change within governance systems itself and vice versa.     Synthesis of FMSP Experience and Lessons Learned for Fisheries Co-Management, Final Technical Report

    In November 2012, the UK Department for International Development (DFID) set the terms of reference for a commissioned assessment of fisheries and aquaculture science. The task was to complete a "scoping review", consisting of an in-depth assessment of the existing evidence related to fisheries and aquaculture activities in developing countries and their contribution to economic growth, food security and nutrition. For this the assessment was expected to identify the existing evidence and 'evidence in the pipeline' (i.e. to be published imminently) from the existing literature, compile it, and provide an assessment of the strength (in the sense, scientific rigor) of that evidence, and identify knowledge or evidence gaps. In addition the assessment was to be complemented by a mapping of existing relevant interventions in fisheries and aquaculture. In order to conduct this assessment, the team of consultants adopted a six step methodological protocol that allowed them to assess in a consistent manner the scientific quality of the documents included in the assessment, based on quality, size and consistency of the evidence. After scanning, 202 documents were retained.     Infrastructure transitions toward sustainability: a complex adaptive systems perspective

    To ensure infrastructure assets are procured and maintained by government on behalf of citizens, appropriate policy and institutional architecture is needed, particularly if a fundamental shift to more sustainable infrastructure is the goal. The shift in recent years from competitive and resource-intensive procurement to more collaborative and sustainable approaches to infrastructure governance is considered a major transition in infrastructure procurement systems. In order to better understand this transition in infrastructure procurement arrangements, the concept of emergence from Complex Adaptive Systems (CAS) theory is offered as a key construct. Emergence holds that micro interactions can result in emergent macro order. Applying the concept of emergence to infrastructure procurement, this research examines how interaction of agents in individual projects can result in different industry structural characteristics. The paper concludes that CAS theory, and particularly the concept of ‘emergence’, provides a useful construct to understand infrastructure procurement dynamics and progress towards sustainability

    Toward a script theory of guidance in computer-supported collaborative learning

    This article presents an outline of a script theory of guidance for computer-supported collaborative learning (CSCL). With its four types of components of internal and external scripts (play, scene, role, and scriptlet) and seven principles, this theory addresses the question how CSCL practices are shaped by dynamically re-configured internal collaboration scripts of the participating learners. Furthermore, it explains how internal collaboration scripts develop through participation in CSCL practices. It emphasizes the importance of active application of subject matter knowledge in CSCL practices, and it prioritizes transactive over non-transactive forms of knowledge application in order to facilitate learning. Further, the theory explains how external collaboration scripts modify CSCL practices and how they influence the development of internal collaboration scripts. The principles specify an optimal scaffolding level for external collaboration scripts and allow for the formulation of hypotheses about the fading of external collaboration scripts. Finally, the article points towards conceptual challenges and future research questions

    A view from the dance floor of ALICSE participants showed that the integrated children's services remain under pressure to become multi-dimensional with the rhetorical push to a joint working becoming increasingly complex and difficult to navigate. This was the view of a 360 degree questionnaire to a number of ALICSE participants and reflections from an in-depth dialogue. The main findings suggested collective professionalism requires collaborative relationships between organisations and individuals, and this collaboration poses the most significant challenge for educational leadership and management. The participants on the dance floor often reciting phrases like: letting go of control, no hierarchy, self-organising. The main conclusion being an individual needs to be self-organised and it takes a leader to be confident to manage ambiguity and complexity. Using complex adaptive systems theory and blended leadership styles theories, we will assert that distributional leadership is required to navigate the complex environment. Futures thinking suggests that we could use complex adaptive systems theory to help build an effective communication strategy for individuals, teams and services allowing them to self-organise

    Comparative Study on Agile software development methodologies

    Today-s business environment is very much dynamic, and organisations are constantly changing their software requirements to adjust with new environment. They also demand for fast delivery of software products as well as for accepting changing requirements. In this aspect, traditional plan-driven developments fail to meet up these requirements. Though traditional software development methodologies, such as life cycle-based structured and object oriented approaches, continue to dominate the systems development few decades and much research has done in traditional methodologies, Agile software development brings its own set of novel challenges that must be addressed to satisfy the customer through early and continuous delivery of the valuable software. It is a set of software development methods based on iterative and incremental development process, where requirements and development evolve through collaboration between self-organizing, cross-functional teams that allows rapid delivery of high quality software to meet customer needs and also accommodate changes in the requirements. In this paper, we significantly identify and describe the major factors, that Agile development approach improves software development process to meet the rapid changing business environments. We also provide a brief comparison of agile development methodologies with traditional systems development methodologies, and discuss current state of adopting agile methodologies. We speculate that from the need to satisfy the customer through early and continuous delivery of the valuable software, Agile software development is emerged as an alternative to traditional plan-based software development methods.
