    USDA's Healthy Eating Index and Nutrition Information

    A comprehensive model is developed to measure the extent that nutrition knowledge and diet-health awareness, among other factors, influence an individual's Healthy Eating Index (HEI), USDA's measure of overall diet quality. This is the first study that rigorously attempts to examine variation in the index across population groups by controlling for personal and household characteristics and nutrition information levels, as well as test for the endogeneity of nutrition information. Results indicate that one's level of nutrition information has an important influence on one's HEI and that nutrition information and the HEI are simultaneously determined. Other factors explaining variations in HEI's across individuals are income and education levels, race, ethnicity, and age.     A GHG Metric Methodology to Assess Onsite Buildings Non-Potable Water System for Outdoor Landscape Use

    This paper documents a water:energy greenhouse gas (GHG) metric methodology for a decentralized non-potable water system that was developed as part of a Professional Doctorate in Engineering (DEng) research project by the first author. The project identified the need to investigate the challenges in changing the use of potable water to recycled water for landscape irrigation (LI) and for water features (WFs) at a medical facility case study (MFCS) in Abu Dhabi (AD) (the capital city of the United Arab Emirates (UAE). The drivers for the research project were based on the need for AD to decrease desalinated potable water as well as reduce the environmental impact and operational costs associated with the processing and use of desalinated water. Thus, the aim of the research discussed and presented in this paper was to measure the impact of using recycled and onsite non-potable water sources at the MFCS to alleviate the use of desalinated potable water and reduce associated energy consumption, operational costs, and GHG emissions (latterly in terms of carbon dioxide equivalent (CO2e), for LI and WFs. The analysis of three case scenarios at the MFCS compared different approaches to alleviate energy use, costs, and GHG impacts for the use of recycled water in LI and WFs against a baseline. The findings led to a proposed sustainable water conservation and reuse (SWC) strategy, which helped save 50% desalinated potable water for LI use by soil improvement, building water system audits, and alternate non-potable water reuse. The recommendations for this paper are to develop a SWC strategy forming the basis for a water protocol by the competent authority for regional medical facilities including an assessment methodology for building decentralized non-potable water systems to measure their energy, GHG emissions and financial impact

    Modelling passenger demand for parkway rail stations

    Interest in Parkway stations emerged in the 1980s. These act as convenient out-of-town stations for inter-urban rail journeys. There were 13 so-called Parkway stations in Great Britain in 1999 and two have subsequently been opened. This paper reports the development and application of a new Parkway forecasting model which was conducted for the Association of Train Operating Companies (ATOC), undertaken as part of an extensive update to the Passenger Demand Forecasting Handbook, which recommends demand forecasting frameworks and associated parameters that are widely used in the railway industry in Great Britain. The objective was to develop a model that had more desirable properties and was more straightforward to apply than the previously recommended procedure. The focus is entirely upon inter-urban journeys of over 80 km.The model forecasts the demand for Parkway stations based solely on rail ticket sales data and its properties are illustrated with two case study applications. The nature of Parkway stations forces consideration of competition, and it is demonstrated that the inclusion of a station choice component leads to a somewhat improved explanatory power and a more plausible generalised cost elasticity.In addition to the methodological developments, the model has provided generally reasonable elasticities and forecasts and shown that Parkway users have different preferences to rail travellers in general. In a test based around a newly opened Parkway station, its forecasts are more accurate than the procedure it replaces

    Does organic school food service provide more healthy eating environments than their non organic counterparts?

    Organic food strategies are increasingly developing within European school food services at the same time as these services are being involved in measures aiming at promoting healthy eating at school and counteracting obesity. Schools have an important role to play in teaching children fundamental life skills, including good food habits according to a number of authoritative policy papers from Council of Europe, the WHO and the EU platform. Although there are great national differences, European school food culture seems to be in a transitional state in which both healthy eating as well as sustainable consumption strategies are contributing to shaping the future school food culture. It is therefore imperative to study how these changes in agendas influences each other and to study the associations between healthy eating and organic supply strategies at school. This has been the point of departure for Working Package 5 (WP5): Nutrition and Health. The WP5 study has included Denmark, Norway, Germany, Finland and Italy. The WP has been asking questions about the possible spin offs and ramification on nutrition and health that the emerging public organic food strategies might have had. The WP is a part of the project “innovative Public Organic food Procurement for Youth” (iPOPY) and the WP5 has been carried out by Aalborg University Denmark.     Organic and conventional public food procurement for youth in Finland

    Public catering in Finland has strong historical roots from the 19th century, connected with the rise of the national state, industrialisation, democracy and modern times in general. The school meal system developed hand in hand with work place meal services, and inherently the aim was to offer lateral support for workers' and pupils' activities by healthy and wholesome nutrition. The public catering had initially a strong label of welfare services and implied economical use of ingredients. Later on, the character of public service of the welfare state was emphasised, as public catering was perceived as a way to promote equality between citizens. The public meal system, and school meal system as part of it, represented not a self-evident and 'natural' developmental path, but can be seen as a result of extensive political, economic and organisational efforts, even fights. Further on, the nutritional and cultural orientations were strengthened when the public school meal system was made a statutory free service for all pupils, first in basic education, and later in secondary education. Today the Finnish welfare state meets the challenge of greying societies and decreasing labour force, and the school meal system, as all public provision systems, in confronted with the trend for increased efficiency and economical operations, including food procurement. Even within these restrictive organisational environments, there is interest in environmentally friendly food and sustainable development by public caterers, municipal officials and politicians of all parties. While the conventional meal system is the prevailing one, there are also movements towards sustainable catering in hundreds of schools around Finland, connected to Education for Sustainable Development (ESD) program.     Engaging Outside Counsel in Transactional Law Clinics

    This article examines the plurality of objectives and methods by which transactional law clinics collaborate with outside attorneys to competently represent their organizational clients on a wide range of legal issues. Some transactional law clinics rely on outside counsel as informal legal advisors or consultants; others collaborate with outside counsel for the development of community projects or referral of legal work; many transactional law clinics engage outside counsel as “local counsel” when assisting a client in other jurisdictions or internationally; still others engage outside counsel more formally to assist in student supervision of client work. For some, the idea of a clinic working with outside counsel poses a credible threat to clinical pedagogy, clinical faculty status, and the permanent integration of clinics into the law school curriculum. To others, collaborating with outside counsel is a part of everyday client representation, and may be necessary for ethical and professional responsibility reasons. While identifying and discussing the import of these concerns, this article asserts the benefits of collaborating with outside attorneys for law school clinical programs and proposes a framework for deciding whether and how to collaborate with outside attorneys. Specifically, this article sets forth a deliberate and systematic decision-making process for the clinical law professor’s use. The decision-making process proposed is context-specific and dependent on the objectives of the clinical law professor. This article further recommends proactive steps that a clinical law professor can take to facilitate the clinical law professor’s objectives if she decides to engage outside counsel, such as entering into a Memorandum of Understanding to solidify roles and responsibilities of all parties involved in the collaboration. While this article examines collaboration with outside counsel primarily through the lens of transactional law based clinical programs, our discussion provides helpful guidance to law school clinical programs generally

    Assessment of Regranting Intermediaries Strategy: Exploring the Ecosystem of Support for Individual Artists & Small Arts Organizations in the San Francisco Bay Area

    In March 2014, The William and Flora Hewlett Foundation engaged consultants from Olive Grove in partnership with Informing Change to assess the effectiveness of the Foundation's approach to support regranting intermediaries as a means to resource small arts organizations, individuals artist, and communities or arts disciplines with which program staff have limited experience {for instance, folk and traditional arts). The purpose of this study was three-fold:- To forecast the fluctuating funding environment for the Performing Arts Program's (the Program) current intermediaries;- To better understand which artists, organizations, and communities benefit from the Program's current intermediary funding strategey and where gaps or overlaps lie; and- To develop a set of recommendations for how the Program's regranting approach could adapt in order to better serve the Bay Area's performing arts ecoystem, according to the goals and priorities o the Program's strategic framework.The primary audience for this assessment is the Performing Arts Program staff, who will use the findings and recommendations to inform decision-making about how to best use intermediary funding to help the Program achieve its goals. The leaders of the current intermediaries are the secondary audience, since the Program staff wants to work in a spirit of partnership with these organizations. The tertiary audience is the larger arts and culture field, which could benefit from excerpted "lessons learned" from this assessment
