    Educational Requirement Analysis for Information Security Professionals in Korea

    The IT industry in Korea, having recognized the importance of Information Security (IS), is in pressing need of IS Managers (ISMs) and IS System Developers (ISSDs). Many educational institutions, both universities and training organizations, are developing IS courses to meet this demand. For these educational programs to be successful, their design should address the specific knowledge required by IS professionals. In this paper, the authors first identify and rank the knowledge requirements of IS professionals using a simplified Delphi technique. They then, through refined analysis, come up with two sets of 15 specific educational requirements, one each for ISMs and ISSDs

    As the term \u27information technology\u27 has many meanings for various stakeholders and continues to evolve, this work presents a comprehensive approach for developing curriculum guidelines for rigorous, high quality, bachelor\u27s degree programs in information technology (IT) to prepare successful graduates for a future global technological society. The aim is to address three research questions in the context of IT concerning (1) the educational frameworks relevant for academics and students of IT, (2) the pathways into IT programs, and (3) graduates\u27 preparation for meeting future technologies. The analysis of current trends comes from survey data of IT faculty members and professional IT industry leaders. With these analyses, the IT Model Curricula of CC2005, IT2008, IT2017, extensive literature review, and the multinational insights of the authors into the status of IT, this paper presents a comprehensive overview and discussion of future directions of global IT education toward 2025

    International Mobility of Highly-Qualified People in APEC

    An important aspect of the global knowledge-based economy is the emergence of a new trend where certain groups of highly-qualified workers have become increasingly mobile internationally. Reaching the goal of being more innovative economy requires that the highly-qualified workforce is of sufficient quantity and quality to support the expansion of innovative activities by firms. Many industrialized countries compete strategically in attracting these workers. It is necessary that the economic policy discussion surrounding the international mobility of skilled labour must take into consideration the wide variety of ways the migration of labour affects the economy. Numerous drivers, policy and non-policy induced, are at work. Attention must now turn towards the links between these movements and the regulating institutions; the performance in the trade of goods and services, FDI, human capital formation and multinational enterprises location, and income convergence among countries. This paper focuses on four key issues: First, it examines the global trends in the international migratory flows of highly qualified persons (HQPs), focusing on APEC economies. Second, it discusses the fundamental non-policy drivers of the increased HQP flows in the new global economy. Third, it reviews the literature on the economic costs and benefits associated with cross-country movement of HQPs and the main factors conditioning these costs and benefits.     International Cooperation on Trade and Labor Issues

    The relationship between the labor market and international trade is a broad and complex subject that has been the focus of significant attention in recent years. Discussion and analysis in this area has covered a number of discrete issues, including the effect of shifting trade patterns on employment levels and earnings in domestic markets, the impact of wage levels and labor legislation on the location of production facilities, and the positive and negative aspects of the cross-border movement of workers, among others. The continuing importance of labor issues within the larger trade debate is highlighted by the inclusion of measures relating to labor standards and/or the cross-border movement of workers in recent bilateral and multilateral trade agreements such as the North American Free Trade Agreement (NAFTA), the General Agreement on Trade in Services (GATS), and the U.S.–Oman Free Trade Agreement. This paper aims to provide background for future work on trade-related labor issues by describing how labor issues such as internationally recognized labor standards and the cross-border movement of workers have been addressed by international organizations, as well as in U.S. trade legislation and recent trade agreements

    Estimating Workforce Development Needs for High-Speed Rail in California, Research Report 11-16

    This study provides an assessment of the job creation and attendant education and training needs associated with the creation of the California High-Speed Rail (CHSR) network, scheduled to begin construction in September 2012. Given the high profile of national and state commitment to the project, a comprehensive analysis that discusses the education, training, and related needs created during the build out of the CHSR network is necessary. This needs assessment is achieved by means of: 1) analyzing current high-speed rail specific challenges pertaining to 220mph trains; 2) using a more accurate and robust “bottom-up” approach to estimate the labor, education, skills, and knowledge needed to complete the CHSR network; and 3) assessing the current capacity of railroad-specific training and education in the state of California and the nation. Through these analyses, the study identifies the magnitude and attributes of the workforce development needs and challenges that lie ahead for California. The results of this research offer new insight into the training and education levels likely to be needed for the emergent high-speed rail workforce, including which types of workers and professionals are needed over the life of the project (by project phase), and their anticipated educational level. Results indicates that although the education attained by the design engineers of the system signifies the most advanced levels of education in the workforce, this group is comparatively small over the life of the project. Secondly, this report identifies vast training needs for the construction workforce and higher education needs for a managerial construction workforce. Finally, the report identifies an extremely limited existing capacity for training and educating the high-speed rail workforce in both California and in the U.S. generally
