Hypermedia Learning Objects System - On the Way to a Semantic Educational Web
While eLearning systems become more and more popular in daily education,
available applications lack opportunities to structure, annotate and manage
their contents in a high-level fashion. General efforts to improve these
deficits are taken by initiatives to define rich meta data sets and a
semanticWeb layer. In the present paper we introduce Hylos, an online learning
system. Hylos is based on a cellular eLearning Object (ELO) information model
encapsulating meta data conforming to the LOM standard. Content management is
provisioned on this semantic meta data level and allows for variable,
dynamically adaptable access structures. Context aware multifunctional links
permit a systematic navigation depending on the learners and didactic needs,
thereby exploring the capabilities of the semantic web. Hylos is built upon the
more general Multimedia Information Repository (MIR) and the MIR adaptive
context linking environment (MIRaCLE), its linking extension. MIR is an open
system supporting the standards XML, Corba and JNDI. Hylos benefits from
manageable information structures, sophisticated access logic and high-level
authoring tools like the ELO editor responsible for the semi-manual creation of

Executive summary
When The Global Information Technology Report (GITR) and the Networked Readiness Index (NRI) were created more than 13 years ago, the attention of decision makers was focused on how to develop strategies that would allow them to benefit from what Time Magazine had described as âthe new economyâ: a new way of organizing and managing economic activity based on the new opportunities that the Internet provided for businesses.
At present, the world is slowly emerging from one of the worst financial and economic crises in decades, and policymakers, business leaders, and civil society are looking into new opportunities that can consolidate growth, generate new employment, and create business opportunities.
Information and communication technologies (ICTs) continue to rank high on the list as one of the key sources of new opportunities to foster innovation and boost economic and social prosperity, for both advanced and emerging economies.
For more than 13 years, the NRI has provided decision makers with a useful conceptual framework to evaluate the impact of ICTs at a global level and to benchmark the ICT readiness and usage of their economies
Securing personal distributed environments
The Personal Distributed Environment (PDE) is a new concept being developed by Mobile VCE allowing future mobile users flexible access to their information and services. Unlike traditional mobile communications, the PDE user no longer needs to establish his or her personal communication link solely through one subscribing network but rather a diversity of disparate devices and access technologies whenever and wherever he or she requires. Depending on the servicesâ availability and coverage in the location, the PDE communication configuration could be, for instance, via a mobile radio system and a wireless ad hoc network or a digital broadcast system and a fixed telephone network. This new form of communication configuration inherently imposes newer and higher security challenges relating to identity and authorising issues especially when the number of involved entities, accessible network nodes and service providers, builds up. These also include the issue of how the subscribed service and the userâs personal information can be securely and seamlessly handed over via multiple networks, all of which can be changing dynamically. Without such security, users and operators will not be prepared to trust their information to other networks
Oxidative stress, telomeres and cellular senescence: What non-drug interventions might break the link?
Telomeres are higher order structures that cap and protect chromosome ends. Telomeric DNA naturally shortens during somatic cell division and as a result of oxidative stress. Excessive shortening disrupts the integrity of the telomere, causing cellular senescence, one of the hallmarks of organismal ageing. The accumulation of senescent cells with ageing contributes to the loss of tissue homeostasis and the development of age-related pathologies. Hence, counteracting telomere shortening may be one relevant approach to develop strategies for healthier ageing. In this review I present the case for the existence of a link between oxidative stress, accelerated telomere shortening and cellular senescence. I also examine findings from human observational studies exploring associations between telomere length and oxidative stress-related parameters. Finally, I discuss results from randomised control trials testing the impact of non-pharmacological lifestyle interventions on the maintenance of telomere length, considering the potential mechanisms that might be involved

Smart phone has the function of installing applications, provides users with more diversified mobile value-added services and will change users' communication habits in the future. Mobile communication follows the development trend of 3G and WiMAX, make users can link with mobile software stores through internet, downloading all kinds of applications, which has provided human beings with more diversified information, and gradually changed people's living habits. With the widespread of smart phone in Taiwan and many mobile applications start to go popular in market, people are crazy about downloading mobile applications, and different applications create different types of communications. Within a trend of smart phone and massive mobile apps go popular in Taiwan, what can we do to apply these tools for disaster communications? And compare to other infrastructure-level support, is mobile app a feasible route for disaster communications? What is the possible uses and challenges. --
Knowledge Discovery in the SCADA Databases Used for the Municipal Power Supply System
This scientific paper delves into the problems related to the develop-ment of
intellectual data analysis system that could support decision making to manage
municipal power supply services. The management problems of mu-nicipal power
supply system have been specified taking into consideration modern tendencies
shown by new technologies that allow for an increase in the energy efficiency.
The analysis findings of the system problems related to the integrated
computer-aided control of the power supply for the city have been given. The
consideration was given to the hierarchy-level management decom-position model.
The objective task targeted at an increase in the energy effi-ciency to
minimize expenditures and energy losses during the generation and
transportation of energy carriers to the Consumer, the optimization of power
consumption at the prescribed level of the reliability of pipelines and
networks and the satisfaction of Consumers has been defined. To optimize the
support of the decision making a new approach to the monitoring of engineering
systems and technological processes related to the energy consumption and
transporta-tion using the technologies of geospatial analysis and Knowledge
Discovery in databases (KDD) has been proposed. The data acquisition for
analytical prob-lems is realized in the wireless heterogeneous medium, which
includes soft-touch VPN segments of ZigBee technology realizing the 6LoWPAN
standard over the IEEE 802.15.4 standard and also the segments of the networks
of cellu-lar communications. JBoss Application Server is used as a server-based
plat-form for the operation of the tools used for the retrieval of data
collected from sensor nodes, PLC and energy consumption record devices. The KDD
tools are developed using Java Enterprise Edition platform and Spring and ORM
