    Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities

    This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables. It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring. ‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability

    Democratization is the determinant of technological change

    The purpose of this paper is to analyze the relationship between democracy and technological innovation. The primary findings are that most free countries, measured with liberal, participatory, and constitutional democracy index, have higher technological innovation than less free and more autocratic countries, so that the former have a higher interaction among social, economic and innovation systems with fruitful effects on economic growth and the wealth of nations. In fact “democracy richness” in these countries displays a higher rate of technological innovation. In addition, democratization is an antecedent process (cause) to technological innovation (effect), which is a major wellknown determinant of economic growth. These findings lead to the conclusion that policy makers need to be cognizant of positive association between democratization and technological innovation to sustain modern economic growth and future technological progress in view of the accelerating globalization.Democratization, Technological Innovation, Patents, Royalty Licenses Fee, Economic Grow

    Post-automation: report from an international workshop

    The purpose of this report is to share lessons from an international research workshop dedicated to post- automation. Twenty-seven researchers from eleven different countries in Africa, Asia, Latin America and Europe, met at the Science Policy Research Unit at Sussex University on 11-13 September 2019, where we discussed empirical research papers and explored post-automation in group activities. We write this report primarily for researchers, but also for activists and policy advisors looking for more imaginative approaches to governing technology, work and sustainability in society, compared to those dominant agendas adapting automatically to the interests behind automation. The report is structured as follows. Section two introduces the workshop topic and papers presented, and which leads into two related areas that became a focus for discussion. First, some challenges in the foundations of automation theory (section three). And second, post-automation as a more constructive proposition to the challenges of automation, and that is happening right now (section four). Section five summarises some key points arising from the workshop, based on empirical observations from the margins of digital technology development, and that give both a flavour of the workshop and help elaborate the post-automation proposition. Some analytical and strategic themes are discussed in section six. We conclude in section seven with proposals for a post-automation agenda

    The Effects of Technology and Innovation on Society

    Various models of the information society have been developed so far and they are so different from country to country that it would be rather unwise to look for a single, allencompassing definition. In our time a number of profound socio-economic changes are underway. The application of these theories and schools on ICT is problematic in many respects. First, as we stated above, there is not a single, widely used paradigm which has synthesised the various schools and theories dealing with technology and society. Second, these fragmented approaches do not have a fully-fledged mode of application to the relationship of ICT and (information) society. Third, SCOT, ANT, the evolutionary- or the systems approach to the history of technology when dealing with information society – does not take into account the results of approaches studying the very essence of the information age: information, communication and knowledge. The list of unnoticed or partially incorporated sciences, which focuses on the role of ICT in human information processing and other cognitive activities, is much longer

    Innovation and Dynamism: Interaction between Systems and Technical Progress

    Literature on post-socialist transformation usually deals with the political, economic and social sides of it, although there have also been important changes in the field of technical advance in the last 20 years. One of capitalism’s main virtues is the strong incentive it gives to dynamism, enterprise and the innovation process. Every revolutionary new product (for civilian use) has been brought about by the capitalist system. The socialist system was capable, at most, of developing new military products. The article analyzes how far the radical difference can be explained by the innate tendencies and basic attributes of the two systems. Our daily lives have been transformed by these new products (for instance, the sphere of information and communications by the computer, the mobile phone and the internet). While many people see all these as favorable changes, fewer discern the causal relation between the capitalist system and rapid technical progress.     Dissemination of management into politics: Michael Porter and the political uses of management consulting

    The article contributes to the literature on management dissemination by looking at how management fashions are diffused into and circulated in politics. The ideas of management have been increasingly disseminated into the realm of politics during recent decades. To illustrate how this takes place, this article examines the spread of Michael Porter’s ideas on national politics. Porter’s work is considered a management fashion that has been skilfully packaged; a new form of the 20th-century tradition of state-led social engineering which takes the form of management fashion-style packaging. For this he is seen as a global guru in national politics, and this development is regarded as a new form of consultocracy in the realm of democracies. In consultocracy, the ideas of management consulting are often adopted into politics as a common justifying rationality of power for the political elites. Thus we call for further research on the underlying dynamics of the power involved as management fashions are disseminated into the realm of politics

    Reforms, entry and productivity: Some evidence from the Indian manufacturing sector

    It is now stylized that, while the impact of ownership on firm productivity is unclear, product market competition can be expected to have a positive impact on productivity, thereby making entry (or contestability of markets) desirable. Traditional research in the context of entry has explored the strategic reactions of incumbent firms when threatened by the possibility of entry. However, following De Soto (1989), there has been increasing emphasis on regulatory and institutional factors governing entry rates, especially in the context of developing countries. Using 3-digit industry level data from India, for the 1984-97 period, we examine the phenomenon of entry in the Indian context. Our empirical results suggest that during the 1980s industry level factors largely explained variations in entry rates, but that, following the economic federalism brought about by the post-1991 reforms, variations entry rates during the 1990s were explained largely by state level institutional and legacy factors. We also find evidence to suggest that, in India, entry rates were positively associated with growth in total factor productivity
