Costs and benefits of superfast broadband in the UK
This paper was commissioned from LSE Enterprise by Convergys Smart Revenue Solutions to stimulate an open and constructive debate among the main stakeholders about the balance between the costs, the revenues, and the societal benefits of âsuperfastâ broadband. The intent has been to analyse the available facts and to propose wider perspectives on economic and social interactions. The paper has two parts: one concentrates on superfast broadband deployment and the associated economic and social implications (for the UK and its service providers), and the other considers alternative social science approaches to these implications. Both parts consider the potential contribution of smart solutions to superfast broadband provision and use. Ordinance on technical requirements and conditions of use of optical distribution networks of the Croatian regulatory agency - Analysis and outlook
In September 2010 the Croatian regulatory agency (HAKOM) put in force the ordinance on technical requirements and conditions of use of optical distribution networks. With this ordinance the Croatian regulatory agency is looking over the rim by proposing a rather technical approach for the rollout of optical access networks which will have significant influence on the deployment of next generation access networks (NGAN) in Croatia. The ordinance stipulates the requirements that have to be fulfilled in developing, planning, designing, building, using and maintaining optical access networks. Some of the main issues are the obligation of a point-to-point architecture, the focus on open access and the incorporation of municipalities in planning fibre distribution networks. In this way the agency is following a path which is unique in Europe and which is incorporating new players for building the optical network infrastructure. For Croatia an additional aspect is related to the expected accession to the European Union by mid 2013, putting the Government into the position of receiving financial support provided by the structural and cohesion fund of the EU in the amount of 7.6 billion Euros. --optical access networks,next generation access (NGA),regulatory framework,passive infrastructure,fibre to the home (FTTH)
Structural Separation Models and the Provision of âDark Fibreâ for Broadband Networks: The Case of CityLink
Fibre broadband networks are widely presumed to become the dominant form of fixed-line broadband access. However, the spectre of fibre firms gaining market power, such has been evidenced in legacy copper-based telecommunications networks, has led some policy-makers to suggest imposing separation mandates (either functional or structural) on the owners of fibre networks yet to be built, in order to militate against the creation of a new set of firms with market power. Whilst conceptually separation of the âdark fibre? data transportation core from network intelligence and retail functions echoes the computer technology-centric view of the internet as a âdumb core? and an âintelligent fringe?, and replicates the separation mandates currently proposed as a means of preventing integrated legacy copper-based providers from foreclosing retail competition, the ensuing structures likely exacerbate the chilling effect of access regulation on network investment observed in most markets where it has been applied. The chilling effects arise because of an investment horizon mismatch (hold-up) between infrastructure operators with large fixed and sunk costs, and retailers (and arguably even end consumers) with freedom to switch between retailers and network infrastructures. The usual resolution to such problems requires customers to make a credible commitment to purchase services via relationship-specific investments or contractual commitments. Whereas access regulation precludes the contractual resolution of the hold-up problem, separation mandates preclude their resolution by consumer-owners vertically integrating upsteam into elements of infrastructure ownership. Consequently, it appears unlikely that the level of investment in separated fibre networks providing dark fibre connections will be optimal. Indeed, under competitive circumstances and high levels of demand uncertainty, there may be no private sector investment forthcoming for dark fibre infrastructures. By examining the business model of CityLink, a firm that since 1995 has been successfully supplying dark fibre in a highly competitive broadband market segment, it is confirmed that long-term financial viability of dark fibre-producing firms is feasible when utilising a mix of both contractual and asset ownership mechanisms that bind end consumers into credible commitments sufficient to justify the firm?s deployment of new network infrastructure capacity. The institutional arrangements that led to the development of this firm?s successful business model draw their inspiration more from the flexible and collaborative commercial interaction of the information technology community rather than the adversarial and prescriptive regulatory environment of the telecommunications industry. It is concluded that if policy-makers wish to encourage the creation of a truly âdark fibre-based? fixed line broadband environment, then in the initial stages of network deployment at least, arrangements similar to those of CityLink are more likely to induce sufficient and timely private sector investments than the rigid and rigorous separation and access regulation arrangements common in the recent history of the telecommunications industry.
Critical market shares for investors and access seekers and competitive models in fibre networks
In this paper we consider and evaluate NGA architectures which meet the foreseeable future bandwidth demand and allow for highest bandwidth and quality for end-users and which no longer rely on copper cable elements. These are FTTH architectures only. From all available FTTH architectures we concentrate on the two most relevant architectures in Europe, Ethernet Point-to-Point and GPON. We assume the incumbent to be the investor in the NGA network infrastructure. If the NGA architecture is based on a Point-to-Point fibre plant we have modelled the competitors as using unbundled fibre loops as the wholesale access service. If the architecture is based on a Point-to-Multipoint fibre plant, we consider an active wholesale access (bitstream access) at the MPoP or at the core network node locations. Our basic modelling relies upon an engineering bottom-up cost modelling approach. We model the total cost of the services considered under efficient conditions, taking into account the cost of all network elements needed to produce these services in the specific architecture deployed. This approach is coherent with a Long Run Incremental Cost approach as applied in regulatory economics. Our modelling approach generates a broad set of results including the relative performance of the various network architectures, investment requirements and the degree of profitable coverage. Community owned fibre optic networks - a sustainable broadband future for rural areas in Croatia?
For a small rural community such as the city of Krk (6.000 inhabitants), the business model for a fibre roll-out is not very promising if it is based on the classical cost-benefit analysis where investments are covered by service revenue generated. The conducted analysis is leading to two main findings - there will be no network operator investing in the roll-out of a fibre access network in the city of Krk and the fibre net-work has to be rolled out by becoming an integral part of the utility of the city. By util-izing the existing network of empty ducts and the facilities of the city owned cable network, the city of Krk has a better starting position than other comparable cities in Croatia. Optical network technologies for future digital cinema
Digital technology has transformed the information flow and support infrastructure for numerous application domains, such as cellular communications. Cinematography, traditionally, a film based medium, has embraced digital technology leading to innovative transformations in its work flow. Digital cinema supports transmission of high resolution content enabled by the latest advancements in optical communications and video compression. In this paper we provide a survey of the optical network technologies for supporting this bandwidth intensive traffic class. We also highlight the significance and benefits of the state of the art in optical technologies that support the digital cinema work flow
Information and communication technologies in Germany : Is there a remaining role for sector-specific regulation?
In order to analyze the remaining role for sector-specific regulation the focus of this paper is on those elements of the Internet periphery and Internet service provision, which are strongly based on telecommunications, in particular Internet access and Internet backbone. Section 2 deals with the role of telecommunications for the Internet, differentiating between local network access and long distance network capacity. In section 3 the new regulatory arrangements for communications services within Europe, with particular emphasis on Germany, are explained. In order to analyze the future role of sector-specific regulation from a normative point of view, in section 4 the network economic concept of a disaggregated regulatory approach is provided. Section 5 deals with phasing-out potentials for sector-specific regulation due to increasing competition within the local loop. In section 6 the role of technology-neutral regulation is considered, which implies that in an environment of competing network infrastructures sector- specific regulation should not be extended, but removed. Finally, section 7 explains the role of competition in the markets for backbone interconnectivity. --
An Analysis of Next Generation Access Networks Deployment in rural areas
Next generation access networks (NGAN) will support a renewed electronic communication market where main opportunities lie in the provision of ubiquitous broadband connectivity, applications and content. From their deployment it is expected a wealth of innovations. Within this framework, the project reviews the variety of NGAN deployment options available for rural environments, derives a simple method for approximate cost calculations, and then discusses and compares the results obtained. Data for Spain are used for practical calculations, but the model is applicable with minor modifications to most of the rural areas of European countries. The final part of the paper is devoted to review the techno-economic implications of a network deployment in a rural environment as well as the adequacy and possible developments of the regulatory framework involve
