    Knowledge Management As an Economic Development Strategy

    The United States is shifting to an information economy. Productive capability is no longer completely dependent on capital and equipment; information and knowledge assets are increasingly important. The result is a new challenge to the practice of local economic development. In this information economy, success comes from harnessing the information and knowledge assets of a community and from helping local businesses succeed in the new environment. Knowledge Management (KM) can provide the tools to help economic development practitioners accomplish that task. KM is a set of techniques and tools to uncover and utilize information and knowledge assets -- especially tacit knowledge. Economic development organizations can use KM tools to enhance external communications of local companies including marketing and to promote internal communications within local businesses and help companies capture tacit knowledge. More importantly, they can use those tools to uncover and develop local intellectual assets, including helping develop information products, and helping identify entrepreneurial and business opportunities. KM tools are also useful in developing local economic clusters. Finally, these tools can be used to enhance external knowledge sharing among the economic development community and to capture and share tacit knowledge within an economic development organization

    This paper was commissioned from LSE Enterprise by Convergys Smart Revenue Solutions to stimulate an open and constructive debate among the main stakeholders about the balance between the costs, the revenues, and the societal benefits of ‘superfast’ broadband. The intent has been to analyse the available facts and to propose wider perspectives on economic and social interactions. The paper has two parts: one concentrates on superfast broadband deployment and the associated economic and social implications (for the UK and its service providers), and the other considers alternative social science approaches to these implications. Both parts consider the potential contribution of smart solutions to superfast broadband provision and use. Whereas Part I takes the “national perspective” and the “service provider perspective”, which deal with the implications of superfast broadband for the UK and for service providers, Part II views matters in other ways, particularly by looking at how to realise values beyond the market economy, such as those inherent in neighbourliness, trust and democrac

Sponsored by the Ford Foundation.Alaska Natives comprise several cultural and linguistic groups including Inupiat, Yupik, Athabascan, Aleut, Tlingit and Haida, organized into some 226 tribes. Approximately two-thirds of the indigenous population live in more than 200 rural villages, most of which are remote settlements with fewer than 200 people and no road access. Since the late 1970’s, all communities with at least 25 permanent residents have had telephone service, but broadband connectivity remains limited. The major mechanism for extending Internet access to rural Alaska has been federal universal service funds, specifically the E-rate program that subsidizes Internet access for schools and libraries, and the Rural Health program that subsidizes connectivity for rural health clinics and hospitals. Under the federal Stimulus program, Alaska has also recently received funding for infrastructure to extend broadband in southwest Alaska, for improved connectivity for rural libraries, and for training and support for rural public computer centers. These initiatives primarily support improvements in Internet and broadband availability for rural Alaska. However, this paper proposes a more rigorous framework including not only availability, but more broadly access, and also adoption, and examines how these concepts apply to Alaska natives.     Network sharing and co-investments in NGN as a way to fulfill the goal with the digital agenda

    The European Commission and most European countries have set ambitious broadband targets aiming to provide up to 100 Mbits to the end-customers. On back of a declining fixed market, negative growth for operators and a slow take up of fiber while maintaining high capex levels operators will ultimately be forced to take innovative approaches towards broadband investments. This paper relates co-investments in NGA to the regulatory framework in the form of SMP regulation and competition law making the conclusion that the current regulatory framework is sufficient to avoid a distorted competition on the market. A number of examples of ongoing co-investment projects are presented underscoring a growing interest for co-investments and indicating that co-investments, at this point, are not hampering competition. The mobile industry has gradually moved towards network sharing indicating a tendency towards vertical disintegration, although so far only a tendency. The ongoing structural separation of Telecom New Zealand with the establishment of a separate network and wholesale company is an indication of this development. The paper concludes by stating that regulators have appropriate tools to handle potential competition issues regarding coinvestments, that co-investments could be a vehicle for reaching the broadband targets, that there are efficiency gains for operators to make by lower Opex and capex, and ultimately giving network companies the means to utilize their balance sheet in order to increase the return.NGA,co-investment,SMP regulation,horizontal and vertical agreements,capex,network sharing,financial gearing

    National FTTH plans in France, Italy and Portugal

    In this paper, we analyze the specific national broadband plans which have been developed by some European governments to foster the deployment of next generation access networks, namely in France, Italy, and Portugal. In particular, we discuss the strategies adopted to achieve wide fibre coverage and encourage co-investment between competing operators.
