    Real-time image and video processing for advanced services on-board vehicles for passenger transport

    The paper exploits the video camera available on-board vehicles for public transport, such as trains, coaches, ferryboats, and so on, to implement advanced services for the passengers. The idea is implementing not only surveillance systems, but also passenger services such as: people counting, smoke and/or fire alarm, automatic climate control, e-ticketing. For each wagon, an embedded acquisition and processing unit is used, which is composed by a video multiplexer, and by an image/video signal processor that implements in real-time algorithms for advanced services such as: smoke detection, to give an early alarm in case of a fire, or people detection for people counting, or fatigue detection for the driver. The alarm is then transmitted to the train information system, to be displayed for passengers or the crew staff

    Research on the System Safety Management in Urban Railway

    Nowadays, rail transport has become one of the most widely utilised forms of transport thanks to its high safety level, large capacity, and cost-effectiveness. With the railway network's continuous development, including urban rail transit, one of the major areas of increasing attention and demand is ensuring safety or risk management in operation long-term remains for the whole life cycle by scientific tools, management of railway operation (Martani 2017), specifically in developed and developing countries like Vietnam. The situation in Vietnam demonstrates that the national mainline railway network has been built and operated entirely in a single narrow gauge (1000mm) since the previous century, with very few updates of manual operating technology. This significantly highlights that up to now, the conventional technique for managing the safety operation in general, and collision in particular, of the current Vietnamese railway system, including its subsystems, is only accident statistics which is not a scientific-based tool as the others like risk identify and analyse methods, risk mitigation…, that are already available in many countries. Accident management of Vietnam Railways is limited and responsible for accident statistics analysis to avoid and minimise the harm caused by phenomena that occur only after an accident. Statistical analysis of train accident case studies in Vietnam railway demonstrates that, because hazards and failures that could result in serious system occurrences (accidents and incidents) have not been identified, recorded, and evaluated to conduct safety-driven risk analysis using a well-suited assessment methodology, risk prevention and control cannot be achieved. Not only is it hard to forecast and avoid events, but it may also raise the chance and amount of danger, as well as the severity of the later effects. As a result, Vietnam's railway system has a high number of accidents and failure rates. For example, Vietnam Rail-ways' mainline network accounted for approximately 200 railway accidents in 2018, a 3% increase over the previous year, including 163 collisions between trains and road vehicles/persons, resulting in more than 100 fatalities and more than 150 casualties; 16 accidents, including almost derailments, the signal passed at danger… without fatality or casual-ty, but significant damage to rolling stock and track infrastructure (VR 2021). Focusing and developing a new standardised framework for safety management and availability of railway operation in Vietnam is required in view of the rapid development of rail urban transport in the country in recent years (VmoT 2016; VmoT 2018). UMRT Line HN2A in southwest Hanoi is the country's first elevated light rail transit line, which was completed and officially put into revenue service in November 2021. This greatly highlights that up to the current date, the UMRT Line HN2A is the first and only railway line in Vietnam with operational safety assessment launched for the first time and long-term remains for the whole life cycle. The fact that the UMRT Hanoi has a large capacity, more complicated rolling stock and infrastructure equipment, as well as a modern communica-tion-based train control (CBTC) signalling system and automatic train driving without the need for operator intervention (Lindqvist 2006), are all advantages. Developing a compatible and integrated safety management system (SMS) for adaption to the safety operating requirements of this UMRT is an important major point of concern, and this should be proven. In actuality, the system acceptance and safety certification phase for Metro Line HN2A prolonged up to 2.5 years owing to the identification of difficulties with noncompliance to safety requirements resulting from inadequate SMS documents and risk assessment. These faults and hazards have developed during the manufacturing and execution of the project; it is impossible to go back in time to correct them, and it is also impossible to ignore the project without assuming responsibility for its management. At the time of completion, the HN2A metro line will have required an expenditure of up to $868 million, thus it is vital to create measures to prevent system failure and assure passenger safety. This dissertation has reviewed the methods to solve the aforementioned challenges and presented a solution blueprint to attain the European standard level of system safety in three-phase as in the following: • Phase 1: applicable for lines that are currently in operation, such as Metro Line HN2A. Focused on operational and maintenance procedures, as well as a training plan for railway personnel, in order to enhance human performance. Complete and update the risk assessment framework for Metro Line HN2A. The dissertation's findings are described in these applications. • Phase 2: applicable for lines that are currently in construction and manufacturing, such as Metro Line HN3, Line HN2, HCMC Line 1 and Line 2. Continue refining and enhancing engineering management methods introduced during Phase 1. On the basis of the risk assessment by manufacturers (Line HN3, HCMC Line 2 with European manufacturers) and the risk assessment framework described in Chapter 4, a risk management plan for each line will be developed. Building Accident database for risk assessment research and development. • Phase 3: applicable for lines that are currently in planning. Enhance safety requirements and life-cycle management. Building a proactive Safety Culture step by step for the railway industry. This material is implemented gradually throughout all three phases, beginning with the creation of the concept and concluding with an improvement in the attitude of railway personnel on the HN2A line. In addition to this overview, Chapters 4 through Chapter 9 of the dissertation include particular solutions for Risk assessment, Vehicle and Infrastructure Maintenance methods, Inci-dent Management procedures, and Safety Culture installation.     Bu tez çalışmasının amacı; özellikle endüstriyel alanlarda, erken yangın algılamada kullanılacak bir yangın algılama robotu tasarlamak ve imal etmektir. Bu robot; önceden belirlenen sanal güzergâh üzerinde engel algılama fonksiyonuyla ve yeniden programlanabilir hareket ünitesiyle devriye gezebilecek ve yangın kaynağını tespit edebilmek için ortam taraması yapabilecek şekilde tasarlanmış ve imal edilmiştir. Sistem; hareket planlama ünitesine tanımlanan programlar ile değişken devriye güzergâhlarını takip edebilme yeteneğine sahiptir. Robotun tasarım ve uygulama süreçleri şu şekildedir; mekanik sistemin tasarımı ve geliştirilmesi, elektronik sistemin tasarımı ve geliştirilmesi ve gerekli yazılımların hazırlanmasıdır. Mekanik sistemin tasarım ve geliştirilme sürecinde; taslak çizimleri, ölçülendirmeler ve üç boyutlu modelleme için bilgisayar destekli tasarım ve katı modelleme programları kullanılmıştır. Robotun taşıyıcı gövdesi; ucuz, sağlam ve kolay işlenebilir malzemeler olan ahşap ve sert plastik köpük kullanılarak imal edilmiştir. Robot sürüş sisteminde diferansiyel metot kullanılmıştır. Yarı otomatik robot dört adet fırçalı doğru akım motoru ile çalışmaktadır. Elektronik sistemin tasarımı ve geliştirilmesi sürecinde; hazır kart almak yerine ihtiyaca uygun elektronik veri kazanım ve kontrol devreleri tasarlanıp üretilmiştir. Bu devrelerin şematik diyagramı ve baskı devresi Proteus elektronik tasarım programı kullanılarak hazırlanmıştır. Bu devreler; motor hareketlerini kontrol etmekte ve dizüstü bilgisayar ile algılama üniteleri arasında bir köprü kurmakta kullanılmıştır. Yazılımların hazırlanma sürecinde; engel algılamada ve güzergâh takibinde kullanılacak akıllı yazılımlar geliştirilmiştir. Ayrıca daha güvenilir yangın algılama sağlamak için; çoklu sensör algılama ve değerlendirme algoritması geliştirilmiştir. Bu tezin sonucunda; özellikle endüstriyel alanlarda kullanılabilecek, çeşitli fonksiyonlara sahip bir yangın algılama robotu tasarlanıp imal edilmiştir. Yapılan testlerle; sistemin en fazla 100 cm mesafedeki yangını, robot 0,5 m/s hızla ilerlerken tespit edebildiği sonucuna varılmıştır.The aim of this thesis is to design and manufacture a fire detection robot that especially operates in industrial areas for fire inspection and early detection. Robot is designed and implemented to track prescribed paths with obstacle avoidance function through obstacle avoidance and motion planning units and to scan the environment in order to detect fire source using fire detection unit. Robot is able to track patrolling routes using virtual lines that defined to the motion planning unit. The design and implementation processes of the robot are as follow; the design and the development of mechanical, electronic systems and software. The design and the development of mechanical system; for the sketch drawings, dimensioning and solid state modeling of the robot, computer aided design and solid modelling computer programs were used. The carrier board of the robot is produced using wooden material and rigid plastic foam which are cheap, strong enough and easy to manufacture. Differential steering method is selected for semi-autonomous robot driving system and it is powered by four brushed DC (direct current) motors. The design and the development of electronic system; electronic circuits were designed and produced, instead of buying a commercial card. Both schematic diagrams and circuits of the data acquisition and control circuits are designed using Proteus electronic design program. These circuits are used to control the motion of the motors and establish a data flow between the laptop and the other peripheral sensing components. Software development; intelligent algorithms for obstacle avoidance and path tracking have been developed. A sensor data fusion algorithm for the sensors was also developed to get more reliable fire detection information. In conclusion; a fire inspection and detection robot with various functions to especially can be used in industrial areas was designed and manufactured. The functions of the robot were tested. It can be concluded that system is able to detect the fire source maximum 100 cm distance away while robot is moving with 0.5 m/s forward speed

    Smoking and health 2021 says that while the reduction in smoking prevalence by 75% since 1962 has been considered a national success, if the policies advocated by the RCP in 1962 had been adopted and followed through, smoking would have been eradicated from the UK years ago. Instead, modelling of current tobacco control policies shows a failure to achieve a smoking prevalence of <5% until after 2050. ‘Too many UK generations have been blighted by addiction to tobacco.     abstract: Wildfire is an inescapable feature of Canadian landscapes, burning an average of over two million hectares annually and causing significant repercussions for communities, infrastructure, and resources. Because fire is managed provincially, each jurisdiction has developed a distinctive approach to preparing for, responding to, and recovering from fire on its landscapes. Using a comparative study between seven provinces and four national agencies, this dissertation examines differences in institutional design and policy with respect to the knowledge management systems required to respond to wildfire: How do policies and procedures vary between jurisdictions, how do they affect the practices of each fire management agency, and how can they be improved through a critical analysis of the knowledge management systems in use? And, what is the role of and limits on expertise within these fire management institutions that manage high-risk, highly uncertain socio- environmental challenges? I begin by introducing the 2016 Fort McMurray/Horse River fire as a lens for exploring these questions. I then use the past one hundred years of fire history in Canada to illustrate the continual presence of fire, its human and social dimensions, and the evolution of differing fire management regimes. Drawing on extended ethnographic observation and interviewing of fire managers across Canada, I examine the varied provincial systems of response through following an active fire day in Alberta. I analyze the decision support and geospatial information systems used to guide fire agency decision-making, as well as the factors that limit their effectiveness in both response and hazard reduction modes. I begin Part Two with a discussion of mutual aid arrangements between the provinces, and critically examine the core strategy – interagency fungibility – used to allow this exchange. I analyze forecasting and predictive models used in firefighting, with an emphasis on comparing advantages and disadvantages of attempts at predicting future firefighter capacity requirements. I review organizational learning approaches, considering both fire research strategies and after action reviews.
