    E-GOVERNMENT VERSUS SMART GOVERNMENT: JORDAN VERSUS THE UNITED STATES

    The purpose of the research paper is to examine the differences between e-government and smart government and how will smart governments benefit modern public administrations and service delivery. It seeks to compare and contrast between smart government and e-government. In addition, it compares the application of smart government and e-government in the United States and Jordan. The research idea is based on the observation that the concept of e-government is relatively new in the modern world. Nevertheless, it has, in the last few decades, enabled governments to serve citizens using the internet technology. In addition, technology has allowed governments to obtain, process, manipulate, store, retrieve and report data on an efficient and reliable manner. The term ‘e-government’ refers to the development, adoption and use of information and communication technologies (ICTs) to improve the service delivery and activities of the public sector. Although there are many definitions of the term, it is generally agreed that the use of internet-enabled application to allow interactions between the government and outside groups are the key aspects of e-Government. An in-depth research method is based on the qualitative search of information from 13 credible sources. The study finds that the domain of E-Administration involves the initiatives that deal with improving internal working in the public sector. Further, it finds several differences and similarities between Jordan’s E-government model and that adopted from the US. It finds that America has a longer history of using digital systems in public service provision. Also, United States is already moving from e-government to Smart Government System. Jordan’s new system is still an e-government establishment rather than a Smart Government system, despite the fact that both systems have related objectives

    A Cross-National Comparison E-government Success Measures: A Theory-Based Empirical Research

    The continuing rapid convergence of government and e-technologies presents new opportunities for research to investigate the ways citizens interact with e-government. The literature in the area is, however, still in its infancy with little or no theoretically grounded empirical research conducted in the area. The present research investigates citizen experience with e-government in the United States and Spain by utilizing difference tests. Results of the difference tests show that the Spanish e-government citizens put more emphasis on information quality in terms of relevance, reliability, timeliness, clarity, conciseness, and currency. Results of the difference tests also show that for the system usage construct, e-government citizens on both side of the Atlantic agree that their e-government should provide superior user training, facilitate use of extranets to communicate with governmental agencies, allow automated transmitting and processing of data, and allow real time monitoring of citizen request for information in an e-government integrated with governmental agencies environment

    E-government is the use of information communication technology in delivering public service via internet.The Organisation for Economic Cooperation and Development believes that information infrastructures are expected to stimulate economic growth, increase productivity, create jobs and improve the quality of life, and that has been the focus of Malaysian government in upgrading the quality of the citizens’ lives.Sincee government at the state level is equally important to ensure the overall success of Malaysian e-government apart from the federal level, this research has been conducted in Pahang, one of the states in Malaysia, to determine the extent of e-government implemented based on the United Nation E-Government Maturity Stage Model.The study covers the aspects of e-government maturity stage, infrastructure, and website quality.A total of 340 responses were received (77.3% response rate) and the results showed that e-government maturity level in Pahang was at the minimal level of the third stage of the UN-DEPA maturity model, which was the interactive stage

    A bibliometric analysis of E-Democracy on government research

    ABSTRACTThis study aims to determine the development of research with the theme E-Democracy on Government in the last ten years from 2011 to 2020. The research method uses qualitative research with literature review or literature review. Data were collected by accessing journals on Scopus and obtaining 120 high-citation articles with ten years from 2010 to 2020. Data analysis used the Vosviewer and Nvivo 12 Plus applications. The results showed that 120 journals studied E-Democracy on Government from 2010 to 2020, with the most significant contributor being the United States. Government Information Quarterly is a popular journal with the most discussion on e-democracy. This study's limitation is that the articles reviewed were only obtained from the Scopus database, so they did not have comparable data. Consequently, future studies need to use a comparative analytical approach involving the Scopus database and the Web of Sciences (WoS). ABSTRAKAnalisis Bibliometrik E-Demokrasi pada Riset Pemerintah. Since the national disaster on September 11, 2001, the United States government has invested considerable efforts to increase homeland security and public safety. However, virtually no academic research has focused on the impact of public emergencies on e-government services. The study examines relationships between citizens’ intentions to use e-government services and factors that can influence those intentions in the context of a public emergency. The first survey was conducted in April 2003, when the second Iraq war was ongoing and the Homeland Security Advisory System’s terrorist treat level was high.     Electronic participation in a comparative perspective: institutional determinants of performance

    Electronic participation can play a crucial role in building broader public involvement in decision-making and public policy to bring about more inclusive societies. Prior empirical analyses have neglected the fact that political institutions are not only affecting the expansion of digital government, but also often interact with more structural conditions to constrain or incentivize the adoption and expansion of e-participation. This research analyses the role of institutional factors in encouraging or constraining e-participation across countries. Fractional regression models are employed to analyze panel data (2008-2018) from the United Nations Member States scores in the E-Participation Index (EPI) developed by the United Nations Department of Economic and Social Affairs (UNDESA). The results indicate that the quality of democratic institutions, freedom of the press, and government effectiveness are all relevant predictors of a higher performance in e-participation. Policy implications are drawn in line with the 2030 UN Agenda for Sustainable Development Goals

    E-Government Website Awareness and Visitation Among the Techno-Disadvantaged

    This study explores awareness and visitation of e-government websites among techno-disadvantaged citizens in the United States. Following up on on a community-based initiative, designed to stimulate computer literacy and access to information and communication technologies for residents and neighbors of an underserved public housing community, a survey of egovernment website awareness and visitation was undertaken. The results indicate that although nearly half of the respondents are neither aware of nor have visited e-government websites, the majority of respondents are partaking in egovernment services. The top categories of e-government website awareness and visitation are transportation, employment, recreation, and children’s services. The contribution of this research is to validate that benefits of e-government services can be brought to members and neighbors of a techno-disadvantaged community. We conclude by emphasizing the importance of the community-based initiative to foster awareness and visitation of e-government websites, thereby advancing egovernment inclusion
