    Government Procurement Policy: Comparative Study between Indonesia and The United States

    Public procurement is not just a process to obtain goods/services but can encourage and strengthen public policy. This study compared government procurement policies in Indonesia and the U.S. to prepare public procurement policies. This study uses a qualitative comparative method, a descriptive comparison of policies in Indonesia and the U.S. This study compares three variables: policy, organization, and human resources procurement. This study's results indicate many similarities in procurement policies in Indonesia and the U.S. Then, significant differences in the policy variables are in the details and substance of the policy in the organization. At the same time, the striking difference in the realm of the organization is the existence of a particular unit that deals with Small and/or Disadvantages businesses

    This research aims to identify the characteristics of international publications on the subject of public procurement in electronic form. The methodology applied was the Knowledge Development Process – Constructivist (ProKnow-C) to research and support the qualitative and quantitative analysis of the articles. The selection process resulted in a final Bibliographic Portfolio (BP) of 32 relevant scientific articles aligned with the research theme. As a result, the following stand out: (i) Juan Carlos Barahona and Andrey M. Elizondo as outstanding authors of the portfolio with 3 articles each; (ii) the article Can Electronic Procurement Improve Infrastructure Provision? Evidence from Public Works in India and Indonesia, by authors S. Lewis-Faupel, Y. Neggers, B. A. Olken and R. Pande is the most cited, with 254 citations; (iii) Six journals published two articles each from the PB Final; (iv) Malaysia and the United States stand out as the countries that most published articles in the area; and (v) the keywords that stood out the most were e-procurement, with 18 occurrences, public procurement with 10 occurrences and e-government with 8 occurrencesA presente pesquisa objetiva identificar as características das publicações internacionais sobre o tema compras públicas na forma eletrônica. A metodologia aplicada foi o Knowledge Development Process – Constructivist (ProKnow-C) para pesquisar e apoiar a análise qualitativa e quantitativa dos artigos. O processo de seleção resultou num Portfólio Bibliográfico (PB) final de 32 artigos científicos relevantes e alinhados à temática da pesquisa. Como resultados, destacam-se: (i) Juan Carlos Barahona e Andrey M. Elizondo como autores destaque do portfólio com 3 artigos cada; (ii) o artigo Can Electronic Procurement Improve Infrastructure Provision?     An evaluation of the NASA's Marshall Space Flight Center (MSFC) strategy to implement Total Quality Management (TQM) in the Advanced Solid Rocket Motor (ASRM) Project is presented. The evaluation of the implementation strategy reflected the Civil Service personnel perspective at the project level. The external and internal environments at MSFC were analyzed for their effects on the ASRM TQM strategy. Organizational forms, cultures, management systems, problem solving techniques, and training were assessed for their influence on the implementation strategy. The influence of ASRM's effort was assessed relative to its impact on mature projects as well as future projects at MSFC

    A European study of e-business maturity and ICT-benefits: Is there a conditional relationship?

    The present study explores the relationship between the e-business maturity and the perceived benefits from (Information and Communication Technologies) ICT at the firm level. We aim to debunk this relationship in terms of its strength and stability, and to explore the conditions which may influence it. Taking an economic approach, we hypothesise that the relation between e-business maturity and perceived benefits from ICT adoption will be influenced the costs of intra-organisational adaptations due to ICT. Using data from an European survey on ICT adoption and e-business maturity of the firms (N=7,072) we show that the correlation between the e-business maturity and the perceived benefits from ICT adoption is indeed positive, significant and stable over countries, industries, firm size and age. Further, the findings confirm the hypothesis that intra-organisational adaptations due to ICT moderate the positive correlation between a firms’ e-business maturity and perceived benefits from ICT

    The Astrophysical Information Systems Workshop was one of the three Integrated Technology Planning workshops. Its objectives were to develop an understanding of future mission requirements for information systems, the potential role of technology in meeting these requirements, and the areas in which NASA investment might have the greatest impact. Workshop participants were briefed on the astrophysical mission set with an emphasis on those missions that drive information systems technology, the existing NASA space-science operations infrastructure, and the ongoing and planned NASA information systems technology programs. Program plans and recommendations were prepared in five technical areas: Mission Planning and Operations; Space-Borne Data Processing; Space-to-Earth Communications; Science Data Systems; and Data Analysis, Integration, and Visualization

    The Earth Venture Instrument (EVI) element of the Earth Venture Program calls for developing instruments for participation on a NASA-arranged spaceflight mission of opportunity to conduct innovative, integrated, hypothesis or scientific question-driven approaches to pressing Earth system science issues. This paper discusses the EVI element and the management approach being used to manage both an instrument development activity as well as the host accommodations activity. In particular the focus will be on the approach being used for the first EVI (EVI-1) selected instrument, Tropospheric Emissions: Monitoring of Pollution (TEMPO), which will be hosted on a commercial GEO satellite and some of the challenges encountered to date and corresponding mitigations that are associated with the management structure for the TEMPO Mission and the architecture of EVI
