    Memcapacitive Devices in Logic and Crossbar Applications

    Over the last decade, memristive devices have been widely adopted in computing for various conventional and unconventional applications. While the integration density, memory property, and nonlinear characteristics have many benefits, reducing the energy consumption is limited by the resistive nature of the devices. Memcapacitors would address that limitation while still having all the benefits of memristors. Recent work has shown that with adjusted parameters during the fabrication process, a metal-oxide device can indeed exhibit a memcapacitive behavior. We introduce novel memcapacitive logic gates and memcapacitive crossbar classifiers as a proof of concept that such applications can outperform memristor-based architectures. The results illustrate that, compared to memristive logic gates, our memcapacitive gates consume about 7x less power. The memcapacitive crossbar classifier achieves similar classification performance but reduces the power consumption by a factor of about 1,500x for the MNIST dataset and a factor of about 1,000x for the CIFAR-10 dataset compared to a memristive crossbar. Our simulation results demonstrate that memcapacitive devices have great potential for both Boolean logic and analog low-power applications

    The Timing of Out-of-Court Settlements Revisited: Theory and Cross- Sectional Evidence from Texas since 1988

    Legal institutions play an important role in affecting delay in settlement. But little research has investigated the institutional causes of delay. The empirical literature is ambiguous regarding the impact of trial-court delay on settlement delay. I analyze the timing of bargaining and the causes of delay using a cross-section of insurance claims in Texas over a 20-year span. I discuss a dynamic model of pretrial negotiation to illustrate how changes in the legal systems might affect the duration of settlement. Comparative statics results are then corroborated with empirical estimates of a hazard function adjusted to account for the heterogeneity of claims and the time dependence suggested by theory. Statistical tests are consistent with the theoretic prediction that delay in trial courts expedites out-of-court settlement. I also find that alternative dispute resolution, a legal process designed to save transaction costs, reduces the rapidity of settlement. Prejudgement interest, a law introduced to reduce delay, actually causes a greater delay in settlement. The results have implications for efficiency of the judicial system and reform efforts aiming to reduce delay

    The Hungarian Unemployment Insurance Benefit System and Incentives to Return to Work

    This paper analyses the impact of the Hungarian unemployment insurance (UI) benefit system on the speed of exit from unemployment to regular employment. The duration analysis relies on unemployment spells from two inflow cohorts, which are administered under distinct UI rules. Thus, it exploits a natural experiment to identify disincentive effects. Kaplan-Meier estimates suggest that the benefit reform did not significantly change the transition rates. Moreover, a semi-parametric analysis cannot find remarkable disincentive effects but an entitlement effect. The hazards of men and women rise somewhat in the last two months before they run out of UI benefit

    LIBRA: An inexpensive geodetic network densification system

    A description is given of the Libra (Locations Interposed by Ranging Aircraft) system, by which geodesy and earth strain measurements can be performed rapidly and inexpensively to several hundred auxiliary points with respect to a few fundamental control points established by any other technique, such as radio interferometry or satellite ranging. This low-cost means of extending the accuracy of space age geodesy to local surveys provides speed and spatial resolution useful, for example, for earthquake hazards estimation. Libra may be combined with an existing system, Aries (Astronomical Radio Interferometric Earth Surveying) to provide a balanced system adequate to meet the geophysical needs, and applicable to conventional surveying. The basic hardware design was outlined and specifications were defined. Then need for network densification was described. The following activities required to implement the proposed Libra system are also described: hardware development, data reduction, tropospheric calibrations, schedule of development and estimated costs
