    Semantic Information Systems (IS) Standards play a critical role in the development of the networked economy. While their importance is undoubted by all stakeholders—such as businesses, policy makers, researchers, developers—the current state of research leaves a number of questions unaddressed. Terminological confusion exists around the notions of “business semantics”, “business-to-business interoperability”, and “interoperability standards” amongst others. And, moreover, a comprehensive understanding about the characteristics of Semantic IS Standards is missing. The paper addresses this gap in literature by developing a characteristics framework for Semantic IS Standards. Two case studies are used to check the applicability of the framework in a “real-life” context. The framework lays the foundation for future research in an important field of the IS discipline and supports practitioners in their efforts to analyze, compare, and evaluate Semantic IS Standard

    Compatibility promotion for standard development within shared platforms:A rising tide does not lift all boats

    Selective promotion entails the exploitation of resources offered by individual complementors to improve a proprietary platform’s competitive position. However, as governance decisions to endorse a particular complementor are made unilaterally, such promotion is less suitable for shared platforms that are ultimately owned and managed by an ecosystem of heterogeneous, autonomous complementors. We explore compatibility promotion, which involves screening a shared stock of infrastructural resources and making a choice as to which complementor to promote in light of the capabilities the platform seeks to develop. Based on a longitudinal study of a shared platform that evolved around a new technology standard in the Swedish road haulage industry, we explicate how elevating one complementor over others unsettled the governance of the platform and denied the promoted complementors the opportunity to generate the kind of value that their elevated status implicitly promised. This made the platform better off at the expense of the promoted complementor. Our surprising insight lets us theorize why compatibility promotion in shared platforms renders outcomes opposite to those of selective promotion in proprietary platforms.</p

    IS STANDARDS IN DESIGNING BUSINESS-TO-GOVERNMENT COLLABORATIONS. Elaborating the impact of standards on inter-organizational collaborations, inter-organizational studies demonstrated a standard’s positive impact on the collaboration between governmental and business partners. How and under which conditions information systems (IS) standards contribute to the effectiveness of business-to-government (B2G) collaborations in customs management is the topic of this thesis. Chapter 2 provides the theoretical and methodological background of the thesis. It illustrates how standards research emerged under institutional conditions such as actor types, linkages and social structures. With the case study in Chapter 3, the thesis introduces a reference framework that gathers different aspects in three pre-selected international business-to-government collaborations. Describing the cases that are subject to the export from EU to non-EU countries a diagnosis of B2G collaborations and relevant elements for the design of the artifact is conducted. A diagnosis of related work in the field of B2G collaborations is provided in Chapter 4. The assessment of collaboration forms revealed necessary constructs of a procedure model and institutional steps necessary to form B2G collaboration as such. Chapter 5 distils related work of IS standards research. In Chapters 6 and 7 considerations from the previous chapters lead to the core part of the thesis, the design and build of a procedure model to institutionalize B2G collaborations, the B2G Procedure Model (B2GPM). The results from the first round of design, the building blocks for B2G collaborations, are subject to Chapter 6. They conclude in a set of design principles of the B2GPM that are being introduced in the chapter. Chapter 7 covers the second round of design by refining the elements of B2G collaboration and the design principles. It continues with the design of the B2GPM. The composition, description, and documentation of the procedure model are the core part of this chapter. Chapter 8 is dedicated to the question of required organizational adoption to deploy the B2GPM. The model is seen as a procedural innovation by which B2G collaboration in customs management can be further improved. The applicability of the B2GPM is based on a series of evaluation cycles and results in the provision of influencing factors of organizational adoption.

    IT STANDARD IMPLEMENTATION AND BUSINESS PROCESS OUTCOMES - AN EMPIRICAL ANALYSIS OF XML IN THE PUBLISHING INDUSTRY

    Despite huge incentives and investments in information technology (IT) standards, many firms still fail to fully benefit from their implementations. To explain such failures, we examine why some firms benefit more from IT standard implementation than others. Specifically, we look at the implementation of the eXtensible Markup Language (XML) from a technological diffusion perspective, and investigate under what contextual conditions the extent of XML implementation has the greatest effect on business process outcomes. Using empirical data from the publishing industry (N=188), we find that the extent of XML implementation impacts business process outcomes, and both business process radicalness of XML implementation and related XML knowledge play moderating roles. For information systems (IS) practice, this study helps managers direct their attention to the most promising factors and elaborates on their differential effects on business process outcomes. For IS research, it integrates innovation diffusion theory into our current knowledge of IT implementation and provides theoretical explanations for XML implementation successes and failures

    Foundations of B2B electronic contracting

    Nowadays, flexible electronic cooperation paradigms are required for core business processes to meet the speed and flexibility requirements dictated by fast-changing markets. These paradigms should include the functionality to establish the formal business relationship required by the importance of these core processes. The business relationship should be established in an automated, electronic way in order to match the speed and flexibility requirements mentioned above. As such, it should considerably improve on the ineffectiveness and inefficiency of traditional contracting in this context. The result of the establishment should be a detailed electronic contract that contains a complete specification of the intended cooperation between organizations. Electronic contracts should contain a precise and unambiguous specification of the collaboration at both the conceptual and technological level. Existing commercial software solutions for business-to-business contracting provide low level of automation and concentrate solely on the automated management of the contract enactment. However, in the modern, dynamic, business settings, an econtracting system has to support high automation of the e-contract establishment, enactment, and management. In the thesis, the business, legal, and technological requirements for the development of a highly automated e-contracting system are investigated. Models that satisfy these requirements and that can be used as a foundation for the implementation of an electronic contracting system are defined. First, the thesis presents the business benefits introduced to companies by highly automated electronic contracting. Next, a data and process analysis of electronic contracting is presented. The specification of electronic contracts and the required process support for electronic contract establishment and enactment are investigated. The business benefits and data and process models defined in the thesis are validated on the basis of two business cases from on-line advertising, namely the cases of online advertising in "De Telegraaf" and "Google". Finally, the thesis presents a specification of the functionalities that must be provided by an e-contracting system. A conceptual reference architecture that can be used as a starting point in the design and implementation of an electronic contracting system is defined. The work in the thesis is conducted on the intersection of the scientific areas of conceptual information and process modeling and specification on the one hand and distributed information system architecture modeling on the other hand
