    Strategic alignment: An approach to the harmonisation of Business and Information Systems strategies

    This thesis was submitted for the degree of Doctor of Philosophy and awarded by Brunel University.Information Systems are fundamental to both the day to day operations and competitiveness of most organisations. As the rate of change in organisations continues to increase this dependency has become more critical. However methods for determining the Information Systems that an organisation needs have not moved forward to reflect these increases in organisational turbulence and new capabilities offered by Information Technology. Strategic Alignment is proposed as a new method for Information Systems Planning which recognises the dynamic role of Information Systems as an agent of change and to enable organisations to model and determine how Information Systems can be exploited to improve and transform Business Strategies. Important innovations in the method are incorporation of feedback to ensure that analysis of the interaction of the Information Systems and Business objects within the model is bidirectional. Also that the development of an Information Systems Plan is a complex process which has to be modular. This enables it to incorporate existing results and information where applicable and to deliver its results incrementally. The Strategic Alignment Method has been developed from extensive research which used the Electricity Supply Industry as the source of information because it was facing immense change after its privatisation. As a result detailed case study material is presented as well as the Strategic Alignment Methodology. Maintenance of an Information Systems Plan is also addressed. Once an Information Systems Plan is produced, its implementation can take a number of years. During this time the changes in Business Strategy and Information Systems capability will change. Strategic Alignment proposes methods that will ensure the ongoing harmonisation of the Strategies during the implementation of the plan. The practical nature of the research is reflected in the Addendum which describes the work that has been done to incorporate Strategic Alignment into ICL's services methodology and to train ICL Consultants in its use

    Mercury: using the QuPreSS reference model to evaluate predictive services

    Nowadays, lots of service providers offer predictive services that show in advance a condition or occurrence about the future. As a consequence, it becomes necessary for service customers to select the predictive service that best satisfies their needs. The QuPreSS reference model provides a standard solution for the selection of predictive services based on the quality of their predictions. QuPreSS has been designed to be applicable in any predictive domain (e.g., weather forecasting, economics, and medicine). This paper presents Mercury, a tool based on the QuPreSS reference model and customized to the weather forecast domain. Mercury measures weather predictive services' quality, and automates the context-dependent selection of the most accurate predictive service to satisfy a customer query. To do so, candidate predictive services are monitored so that their predictions can be eventually compared to real observations obtained from a trusted source. Mercury is a proof-of-concept of QuPreSS that aims to show that the selection of predictive services can be driven by the quality of their predictions.     Human Resource Function Competencies in European Companies

    This paper presents an overview of recent empirical research on human resource competencies in Europe. The data were collected in 2002 in the global Human Resource Competence Study, an initiative of the University of Michigan. The results suggest that personal credibility and HR delivery have a positive effect on the relative ranking of the HR function and its professionals. According to non-HRM respondents strategic contribution is the competency that will lead to financial competitiveness, while HR managers consider business knowledge to be crucial for added value of the HR function

    Comprehensive Life Cycle Support for Access Rules in Information Systems: The CEOSIS Project

    The definition and management of access rules (e.g., to control access to business documents and business functions) is a fundamental task in any enterprise information system (EIS). While there exists considerable work on how to specify and represent access rules, only little research has been spent on access rule changes. Examples include the evolution of organizational models with need for subsequent adaptation of related access rules as well as direct access rule modifications (e.g., to state a previously defined rule more precisely). This paper presents a comprehensive change framework for the controlled evolution of role-based access rules in EIS. First, we consider changes of organizational models and elaborate how they affect existing access rules. Second, we define change operations which enable direct adaptations of access rules. In the latter context, we define the formal semantics of access rule changes based on operator trees. Particularly, this enables their unambiguous application; i.e., we can precisely determine which effects are caused by respective rule changes. This is important, for example, to be able to efficiently and correctly adapt user worklists in process-aware information systems. Altogether this paper contributes to comprehensive life cycle support for access rules in (adaptive) EIS

    The design of collaborative projects : Language, metaphor, conversation and the systems approach

    This thesis uses a systems approach to develop a model for Collaborative Project Design (CPD). Failure of the software process is the area of concern. The focus of the argument is, however, on the organizational environment of the software process. A central argument is that the analytic tools of standard software development methodologies are inappropriate for systems synthesis. They provide little assistance in coping with the loose complexity that is inherent in the organizational environment in which the software process is embedded. These analytic tools and the engineering language and metaphor which dominate the software process undermine collaboration and disempower business users. CPD was developed to enable viable collaboration that is necessary for the software process to succeed. The purpose of CPD is to provide a systemic model of causal influences and social process in order to guide a project designer when intervening in projects which call for acts of shared creation and/or discovery. CPD was developed through a combination of action research (in projects involving software development and organisational transformation) and theoretical readings focused on the philosophy of meaning, systems thinking, social process and the software process. CPD emphasises that a collaborative project requires careful design of its underlying languages, metaphors and conversations. It identifies three distinct types of conversation, namely communication, dialogue and collaboration. The thesis describes how these conversation types are utilised in transforming a project's network of commitments from loose complexity via shared meaning to cohesive simplicity. Associated with each conversation type is a set of project influences which are developed into a causal influence model in order to depict a collaborative project as a dynamic system of mutually interdependent influences. This causal influence model was used to synthesise the learning from action research and the theoretical readings. An appreciative systems framework was then derived in order to justify a collaborative project as a self-regulating social system and was overlaid onto the causal influence model in order to derive CPD in its final form. CPD proved beneficial when tested in practical projects as a framework to organise a project designer's mind when designing project interventions

    Open modeling for designing community ecosystems

    The paper proposes an open approach to modeling to cater for the emerging trend to complex adaptive systems. Such systems are seen as collections of people, programs, computers and other physical objects that must coexist and work towards a vision in a continually changing environment. The information system here is perceived as a network of physical, knowledge and other kinds of entities connected into a network that emerges as the environment evolves. The paper describes a community oriented approach to model such systems where each community is seen as a collection of such entities. The communities themselves are connected to create a system of systems or a community ecosystem where the communities collaborate to realize a continually emerging vision. The paper describes an open modeling approach for such ecosystems to provide designers a systematic way to design community coordination. It first uses living systems and complexity as metaphors to design community structures that ensure collaboration persists over a long time. The modeling methods provide a flexible approach to show networks of community collaborating within their context. An open approach is to provide users with a flexible method to create community networks using semantics natural to the user and emphasizing perspectives to visualize the complex relationships within such systems
