Axiomatic Theories and Improving the Relevance of Information Systems Research
Governments are increasingly relying on algorithmic decision-making (ADM) to deliver public services. Recent information systems literature has raised concerns regarding ADMâs negative unintended consequences, such as widespread discrimination, which in extreme cases can be destructive to society. The extant empirical literature, however, has not sufficiently examined the destructive effects of governmental ADM. In this paper, we report on a case study of the Australian governmentâs âRobodebtâ programme that was designed to automatically calculate and collect welfare overpayment debts from citizens but ended up causing severe distress to citizens and welfare agency staff. Employing perspectives from systems thinking and organisa- tional limits, we develop a research model that explains how a socially destructive government ADM programme was initiated, sustained, and delegitimized. The model offers a set of gen- eralisable mechanisms that can benefit investigations of ADMâs consequences. Our findings contribute to the literature of unintended consequences of ADM and demonstrate to practi- tioners the importance of setting up robust governance infrastructures for ADM programmes.J.K. Understanding Effective Use in the (Post)-Implementation Phase of Information Systems
Organizational information systems (IS) must be used effectively to maximize their benefits for the overall organization. However, their complexity creates significant challenges for conducting the IS project of an implementation in such a way that users are subsequently enabled to use a system effec-tively. The challenge is also present in the post-implementation phase whenever employees have to learn how to use a system effectively for a given task and develop their own adaptations. Thus, this thesis presents a research effort on the means that effect usersâ perception and ability to use a system effec-tively during an IS project as well as in the phase of use in post-implementation. Thereby this thesis provides a more detailed understanding of the concept of effective use and the conditions that enable effective use of IS. The analysis of IS projects contributes to research on the ambiguous and subjective nature of the evaluation of IS project success and explores the configuration of user involvement and participation in implementation projects that is most likely to be related to project success. The results of the analysis show that the participation of the appropriate users in the requirements analysis phase is most often related with IS users that feel enabled to use an IS effectively. Research on the IS use in the post-implementation phase presented in this thesis provides more detailed conceptual development of the relationship of user behaviors such as learning, user adaptation, and workarounds with effective use and thereby extents the nomological net of theory of effective use (Burton-Jones & Grange, 2013). Results of further analysis show that workarounds can positively affect the use of an implemented IS. Finally, this thesis contributes an operationalization of the concept of effective use based on the initial conceptualization by Burton-Jones and Grange (2013). This answers a call for research on richer concep-tualizations of IS use. In sum, these findings add to research on concept of IS use and user behaviors that influence the effective use of IS. Therefore, they enable a more detailed understanding of the concept of effective use and allow future researchers to extent and refine the nomological net of effec-tive use. Practitioners may also employ these new measures to measure the effectiveness of their efforts to improve the effective use of IS. They also benefit from the insights on the perception of IS success in organization and appropriate phases and forms of user participation in IS projects

Rethinking the risk matrix
So far risk has been mostly defined as the expected value of a loss, mathematically PL (being P the probability of an adverse event and L the loss incurred as a consequence of the adverse event). The so called risk matrix follows from such definition.
This definition of risk is justified in a long term âmanagerialâ perspective, in which it is conceivable to distribute the effects of an adverse event on a large number of subjects or a large number of recurrences. In other words, this definition is mostly justified on frequentist terms. Moreover, according to this definition, in two extreme situations (high-probability/low-consequence and low-probability/high-consequence), the estimated risk is low. This logic is against the principles of sustainability and continuous improvement, which should impose instead both a continuous search for lower probabilities of adverse events (higher and higher reliability) and a continuous search for lower impact of adverse events (in accordance with the fail-safe principle).
In this work a different definition of risk is proposed, which stems from the idea of safeguard: (1Risk)=(1P)(1L). According to this definition, the risk levels can be considered low only when both the probability of the adverse event and the loss are small.
Such perspective, in which the calculation of safeguard is privileged to the calculation of risk, would possibly avoid exposing the Society to catastrophic consequences, sometimes due to wrong or oversimplified use of probabilistic models. Therefore, it can be seen as the citizenâs perspective to the definition of risk
Factors Affecting the Adoption of Cloud Computing in Saudi Arabiaâs Government Sector
In an economic recession, cloud computing technology can play a significant role in public organisations and private sector companies since it decreases the cost of using information technology (IT) services besides offering several other benefits. Cloud computing technology is not currently used extensively in the public sector organisations, specifically in the case of Saudi Arabia for various reasons and factors. The aim of this study is to identify and understand these factors that may affect the adoption of cloud computing in the Saudi government sector; to understand the theoretical background of this problem by proposing a conceptual model; and to help and guide the Saudi government organisations to adopt cloud computing by proposing a practical implementation roadmap.
This study has used a mixed-method research approach which consists of two phases in collecting and analysing the data. The first phase, an online survey was conducted and theoretically designed based on the literature survey. 169 respondents participated from four government organisations, the educational sector, and independent consultants. The quantitative analyses of the data were processed from descriptive and one-way frequency statistics to inferential and regression analysis. Nineteen hypotheses were tested. The quantitative data were analysed to identify the factors that may affect the adoption of cloud computing and to measure the significance of these factors. Based on that, the hypotheses of this research were tested and verified.
The second phase, a qualitative study was conducted by using a multiple case study approach. The qualitative data were collected by conducting interviews with key people in the government organisations in order to analyse deeply and understand the nature of the problem then to find the potential solution that will lead to the adoption of cloud computing. Four Saudi organisations were chosen to participate in this study. The data were analysed by using a thematic analysis approach. The examined factors were classified into three main categories: the organisational and technological context; the environmental and external pressures; and the perceived benefits.
This study contributes to the knowledge by: conducting a comprehensive survey of the literature that lead to identifying the potential factors that may affect the adoption of cloud computing; the study also found a theoretical model lacking that addressed the influences and challenges in the adoption of cloud computing and proposes a novel conceptual model that helps to better understand these factors; moreover, a practical roadmap is developed to guide the government organisations to adopt cloud computing in an effective efficient way in order to bridge the gap between theory and practice.
The findings of this study are sequentially divided into two stages. Institutional use of information technologies in city planning agencies: implications from Turkish metropolitan municipalities

It focuses on nature of implementation in organizational settings that are becoming increasingly important. A further motivation point for this study is to reveal the different discourses (managerial/political/emotional etc.) in the cycle of implementation. The assumption behind this interest is that IT and other technologies are not value-neutral and these tools have the possibility of shaping the goals and agenda of the planning profession.As a part of methodology of the thesis, a comprehensive literature survey was completed around the theoretical issues that constitutes the framework of IT/IS adoption in organizations with a particular reference to urban planning and management. The statements and research questions were tested in the planning departments of selected metropolitan municipalities (Ankara, Izmir, and Bursa) that are experiencing information technologies and systems in various implementation stages. The research strategy was based on a variety of qualitative approaches, including two different types of closed questionnaire-based surveys and semi-structured/unstructured interviews. To measure the success/failure degree of the planning technologies used in the case study organizations in the 'user' dimension of the study, DeLone and McLean.s (1992) IS Success Model and Heeks'(1999) ITPOSMO model were used.Case study research revealed the current stands of ICT implementation in urban planning departments of local governments. It was also evaluated planning practitioner.s commitment and dependence towards computerized planning tools in working practice. In a more exploratory context, a progressive research agenda for ICT implementation in public planning agencies was developed based on the implications of empirical research and literature-based analysis
SPATIAL TRANSFORMATION PATTERN DUE TO COMMERCIAL ACTIVITY IN KAMPONG HOUSE
ABSTRACT Kampung houses are houses in kampung area of the city. Kampung House oftenly transformed into others use as urban dynamics. One of the transfomation is related to the commercial activities addition by the house owner. It make house with full private space become into mixused house with more public spaces or completely changed into full public commercial building. This study investigate the spatial transformation pattern of the kampung houses due to their commercial activities addition. Site observations, interviews and questionnaires were performed to study the spatial transformation. This study found that in kampung houses, the spatial transformation pattern was depend on type of commercial activities and owner perceptions, and there are several steps of the spatial transformation related the commercial activity addition.
