    Issues in Trade and Protectionism

    There is widespread concern that the United States and the rest of the world are descending into a round of protectionism and a trade war reminiscent of what the world experienced in the Great Depression. Such concerns are both overblown and misplaced. In the short term, the main concern in the United States and rest of the world should be to promote an increase in demand through whatever means necessary. For the longer term, there has been an excessive fixation on protection for merchandise trade. Other areas, most notably alternative intellectual property regimes and freer trade in highly paid professional services, offer much larger potential gains than further reductions in barriers to trade in goods.Free Trade, trade, protectionism

    The IMF and Economic Recovery: Is Fund Policy Contributing to Downside Risks?

    The IMF’s most recent World Economic Outlook (WEO), published last week, projects world economic growth will slow, from 4.8 percent in 2010 to 4.2 percent next year. Throughout the report, there are numerous concerns expressed about the “fragility” of the global economic recovery. The Acting Chair of the Executive Board states that “[t]he recovery is losing momentum temporarily during the second half of 2010 and will likely remain weak in the first half of 2011, as extraordinary policy stimulus is gradually withdrawn.” In view of the report and its findings, one might expect a strong bias towards continuing fiscal stimulus in weak economies, and a bias against fiscal consolidation. However, this paper finds that the IMF continues to support pro-cyclical policies in some countries, fiscal consolidation in many others, and clearly does not support central bank financing of fiscal stimulus – even in countries such as the United States – where the threat of high inflation is very remote.IMF

    Relationship among research collaboration, number of documents and number of citations. A case study in Spanish computer science production in 2000-2009.

    This paper analyzes the relationship among research collaboration, number of documents and number of citations of computer science research activity. It analyzes the number of documents and citations and how they vary by number of authors. They are also analyzed (according to author set cardinality) under different circumstances, that is, when documents are written in different types of collaboration, when documents are published in different document types, when documents are published in different computer science subdisciplines, and, finally, when documents are published by journals with different impact factor quartiles. To investigate the above relationships, this paper analyzes the publications listed in the Web of Science and produced by active Spanish university professors between 2000 and 2009, working in the computer science field. Analyzing all documents, we show that the highest percentage of documents are published by three authors, whereas single-authored documents account for the lowest percentage. By number of citations, there is no positive association between the author cardinality and citation impact. Statistical tests show that documents written by two authors receive more citations per document and year than documents published by more authors. In contrast, results do not show statistically significant differences between documents published by two authors and one author. The research findings suggest that international collaboration results on average in publications with higher citation rates than national and institutional collaborations. We also find differences regarding citation rates between journals and conferences, across different computer science subdisciplines and journal quartiles as expected. Finally, our impression is that the collaborative level (number of authors per document) will increase in the coming years, and documents published by three or four authors will be the trend in computer science literature

    Constructing experimental indicators for Open Access documents

    The ongoing paradigm change in the scholarly publication system ('science is turning to e-science') makes it necessary to construct alternative evaluation criteria/metrics which appropriately take into account the unique characteristics of electronic publications and other research output in digital formats. Today, major parts of scholarly Open Access (OA) publications and the self-archiving area are not well covered in the traditional citation and indexing databases. The growing share and importance of freely accessible research output demands new approaches/metrics for measuring and for evaluating of these new types of scientific publications. In this paper we propose a simple quantitative method which establishes indicators by measuring the access/download pattern of OA documents and other web entities of a single web server. The experimental indicators (search engine, backlink and direct access indicator) are constructed based on standard local web usage data. This new type of web-based indicator is developed to model the specific demand for better study/evaluation of the accessibility, visibility and interlinking of open accessible documents.     In this work, we propose a new approach for discovering various relationships among keywords over the scientific publications based on a Markov Chain model. It is an important problem since keywords are the basic elements for representing abstract objects such as documents, user profiles, topics and many things else. Our model is very effective since it combines four important factors in scientific publications: content, publicity, impact and randomness. Particularly, a recommendation system (called SciRecSys) has been presented to support users to efficiently find out relevant articles

    The reactive event processing language, that is developed in the context of this project, has been called DEAL in previous documents. When we chose this name for our language it has not been used by other authors working in the same research area (complex event processing). However, in the meantime it appears in publications of other authors and because we have not used the name in publications yet we cannot claim that we were the first to use it. In order to avoid ambiguities and name conflicts in future publications we decided to rename our language to Dura which stands for “Declarative uniform reactive event processing language”. Therefore the title of this deliverable has been updated to “Dura – Concepts and Examples”

    Coatings in Photovoltaic Solar Energy Worldwide Research

    This paper describes the characteristics of contributions that were made by researchers worldwide in the field of Solar Coating in the period 1957–2019. Scopus is used as a database and the results are processed while using bibliometric and analytical techniques. All of the documents registered in Scopus, a total of 6440 documents, have been analyzed and distributed according to thematic subcategories. Publications are analyzed from the type of publication, field of use, language, subcategory, type of newspaper, and the frequency of the keyword perspectives. English (96.8%) is the language that is most used for publications, followed by Chinese (2.6%), and the rest of the languages have a less than < 1% representation. Publications are studied by authors, affiliations, countries of origin of the authors, and H-index, which it stands out that the authors of China contribute with 3345 researchers, closely followed by the United States with 2634 and Germany with 1156. The Asian continent contributes the most, with 65% of the top 20 affiliations, and Taiwan having the most authors publishing in this subject, closely followed by Switzerland. It can be stated that research in this area is still evolving with a great international scientific contribution in improving the efficiency of solar cells
