    Department of Homeland Security Science and Technology Directorate: Developing Technology to Protect America

    In response to a congressional mandate and in consultation with Department of Homeland Security's (DHS) Science and Technology Directorate (S&T), the National Academy conducted a review of S&T's effectiveness and efficiency in addressing homeland security needs. This review included a particular focus that identified any unnecessary duplication of effort, and opportunity costs arising from an emphasis on homeland security-related research. Under the direction of the National Academy Panel, the study team reviewed a wide variety of documents related to S&T and homeland security-related research in general. The team also conducted interviews with more than 200 individuals, including S&T officials and staff, officials from other DHS component agencies, other federal agencies engaged in homeland security-related research, and experts from outside government in science policy, homeland security-related research and other scientific fields.Key FindingsThe results of this effort indicated that S&T faces a significant challenge in marshaling the resources of multiple federal agencies to work together to develop a homeland security-related strategic plan for all agencies. Yet the importance of this role should not be underestimated. The very process of working across agencies to develop and align the federal homeland security research enterprise around a forward-focused plan is critical to ensuring that future efforts support a common vision and goals, and that the metrics by which to measure national progress, and make changes as needed, are in place

    Unmanned systems interoperability standards

    Over the past several years, there has been rapid growth in the development and employment of unmanned systems in military and civilian endeavors. Some military organizations have expressed concern that these systems are being fielded without sufficient capabilities to interoperate with existing systems. Despite recognition of this requirement, interoperability efforts remain diverse and disjointed across the United States and internationally. The Naval Postgraduate School (NPS), Monterey, California, was sponsored by the U.S. Office of the Secretary of Defense (OSD) Joint Ground Robotics Enterprise (JGRE) in Fiscal Year 2016 (FY16) to explore (1) enhancement of robotics education; (2) improved representation of robotic systems in combat simulations; and (3) interoperability standards for military robotics systems. This report discusses work performed in FY16 to identify current and emerging interoperability standards for unmanned systems, including interactions of robotic systems with command and control (C2) and simulation systems. The investigation included assessment of the applicability of standardization activities in the Simulation Interoperability Standards Organization (SISO) in its development of the Phase 1 Coalition Battle Management Language (C-BML) and currently in-progress Command and Control Systems - Simulation Systems Interoperation (C2SIM) standardization efforts.     Exploratory Inquiry: Disparate Air Force Base Area Network Architectures

    Joint Vision 2020, the Department of Defense (DoD) blueprint for development and transformation, identifies information and technology as critical enablers for our nation\u27s military and calls for the development of a joint force capable of integrated information sharing to provide decision superiority, the ability to make and implement better decisions before enemies can react (DoD, 2000). Networks have been identified as the single most important element for transforming our current military forces. Ironically, Air Force base-level communications networks have been identified as a weakness. This research follows the qualitative approach to increases the current understanding of base level communications networks by conducting a multiple site comparative case study that includes practitioner interviews at four locations and the examination of existing literature and documented trip reports. This study determines if base- level networks are disparate, isolates sources of disparity, identifies advantages and disadvantages of disparity, and recommends an appropriate course of action. This research is significant for members of the Air Force, DoD, and private citizens. Air Force networks support close to three-quarters of a million users, including active duty service members, Air Force Reserves, Air National Guard, civilians, and embedded contract employees (McCarter, 2003). In addition to potentially affecting many people and the larger DoD network, base-level networks provide support to deployed warfighters and provide the environment to train, organize and equip our forces. Additionally, these networks provide critical information to key decision makers

    Joint Doctrine Ontology: A Benchmark for Military Information Systems Interoperability

    When the U.S. conducts warfare, elements of a force are drawn from different services and work together as a single team to accomplish an assigned mission. To achieve such unified action, it is necessary that the doctrines governing the actions of members of specific services be both consistent with and subservient to joint Doctrine. Because warfighting today increasingly involves not only live forces but also automated systems, unified action requires that information technology that is used in joint warfare must be aligned with joint doctrine. It requires also that the separate information systems used by the different elements of a joint force must be interoperable, in the sense that data and information that is generated by each element must be usable (understandable, processable) by all the other elements that need them. Currently, such interoperability is impeded by multiple inconsistencies among the different data and software standards used by warfighters. We describe here the on-going project of creating a Joint Doctrine Ontology (JDO), which uses joint doctrine to provide shared computer-accessible content valid for any field of military endeavor, organization, and information system. JDO addresses the two previously mentioned requirements of unified action by providing a widely applicable benchmark for use by developers of information systems that will both guarantee alignment with joint doctrine and support interoperability

    Accelerating positive change in electronic records management: an empirical toolkit of solutions

    The AC+erm project aims to investigate and critically explore issues and practical strategies for accelerating positive change in electronic records management. The project’s focus is on designing an organisational-centred architecture from three perspectives: people, process and technology. This paper introduces the project, describes the methodology (a systematic literature review, e-Delphi studies and colloquia) and presents solutions for improving ERM developed from the people and process e-Delphi responses. ERM is particularly challenging and the solutions offered by the Delphi participants are numerous, and range in scale and complexity. The only firm conclusion that one can draw is that the majority of the solutions are people-focussed ones. The Cynefin framework is introduced as one approach for providing a conceptual overview to our findings on ERM. The sample solutions presented in this paper provide a toolkit of ‘probes’ and ‘interventions’ for practical application in organisations

    Composable M&S web services for net-centric applications

    Service-oriented architectures promise easier integration of functionality in the form of web services into operational systems than is the case with interface-driven system-oriented approaches. Although the Extensible Markup Language (XML) enables a new level of interoperability among heterogeneous systems, XML alone does not solve all interoperability problems users contend with when integrating services into operational systems. To manage the basic challenges of service interoperation, we developed the Levels of Conceptual Interoperability Model (LCIM) to enable a layered approach and gradual solution improvements. Furthermore, we developed methods of model-based data engineering (MBDE) for semantically consistent service integration as a first step. These methods have been applied in the U.S. in collaboration with industry resulting in proofs of concepts. The results are directly applicable in a net-centric and net-enabled environment
