    Getting In On the Act: How Arts Groups are Creating Opportunities for Active Participation

    Arts participation is being redefined as people increasingly choose to engage with art in new, more active and expressive ways. This movement carries profound implications, and fresh opportunities, for the nonprofit arts sector.We are in the midst of a seismic shift in cultural production, moving from a "sit-back-and-be-told culture" to a "making-and-doing-culture." Active or participatory arts practices are emerging from the fringes of the Western cultural tradition to capture the collective imagination. Many forces have conspired to lead us to this point. The sustained economic downturn that began in 2008, rising ticket prices, the pervasiveness of social media, the roliferation of digital content and rising expectations for self-guided, on-demand, customized experiences have all contributed to a cultural environment primed for active arts practice. This shift calls for a new equilibrium in the arts ecology and a new generation of arts leaders ready to accept, integrate and celebrate all forms of cultural practice. This is, perhaps, the defining challenge of our time for artists, arts organizations and their supporters -- to embrace a more holistic view of the cultural ecology and identify new possibilities for Americans to engage with the arts.How can arts institutions adapt to this new environment?Is participatory practice contradictory to, or complementary to, a business model that relies on professional production and consumption?How can arts organizations enter this new territory without compromising their values r artistic ideals?This report aims to illuminate a growing body of practice around participatory engagement (with various illustrative case studies profiled at the end) and dispel some of the anxiety surrounding this sphere of activity

    Selection Bias in News Coverage: Learning it, Fighting it

    News entities must select and filter the coverage they broadcast through their respective channels since the set of world events is too large to be treated exhaustively. The subjective nature of this filtering induces biases due to, among other things, resource constraints, editorial guidelines, ideological affinities, or even the fragmented nature of the information at a journalist's disposal. The magnitude and direction of these biases are, however, widely unknown. The absence of ground truth, the sheer size of the event space, or the lack of an exhaustive set of absolute features to measure make it difficult to observe the bias directly, to characterize the leaning's nature and to factor it out to ensure a neutral coverage of the news. In this work, we introduce a methodology to capture the latent structure of media's decision process on a large scale. Our contribution is multi-fold. First, we show media coverage to be predictable using personalization techniques, and evaluate our approach on a large set of events collected from the GDELT database. We then show that a personalized and parametrized approach not only exhibits higher accuracy in coverage prediction, but also provides an interpretable representation of the selection bias. Last, we propose a method able to select a set of sources by leveraging the latent representation. These selected sources provide a more diverse and egalitarian coverage, all while retaining the most actively covered events

    The interaction between non-governmental organisations and marginalized communities to build self-sustaining capacity to transfer, absorb and use building technologies in indigenous housing

    Different organisations outside the public and private sectors, such as non governmental organisations (NGOs), are involved in generating, introducing, and promoting capacity building and technology, particularly in marginal areas of less developed countries (Farrington and Biggs, 1990). Non-governmental organizations have become important players in the field of social development, with increased expectations shifting to NGOs as the “Magic bullet” to fix some of the on-going developmental problems of developing countries (Edwards and Fowler, 2002). NGOs use strategies such as capacity building to promote self-reliance. Capacity building is an important strategy for fostering sustainable social, political and economic development. Accordingly, grass root communities are said to be an important section of the community capable of transforming the state and society (Fisher, 1997). Hence, the reason many NGOs work with marginalised communities who have been marginalized by the either the market or deprived of social infrastructure. Previous research to date has tended to focus on NGOs activities in communities. However, little attention has been paid to how such strategies and organisation could fit with the community’s needs, especially in housing which is a major problem in developing countries. This paper proposes that many development initiatives by NGOs to build self-sustaining capacity to transfer, absorb and use building technologies in indigenous housing are hindered by inadequate interaction with the beneficiary communities. This paper gives a synthesis of literature review on the background of NGOs and capacity building as a strategy for self-reliance. The paper offers an in-depth understanding of this phenomenon, which will allow certain questions to be raised regarding the interaction with marginalised communities. This study is important because it adds to existing literature and opens up a whole new debate on NGO/ community interaction. This paper argues that capacity building ought to be incorporated with the needs and culture of the community and special attention paid to participatory process

    A Quantitative Approach to Understanding Online Antisemitism

    A new wave of growing antisemitism, driven by fringe Web communities, is an increasingly worrying presence in the socio-political realm. The ubiquitous and global nature of the Web has provided tools used by these groups to spread their ideology to the rest of the Internet. Although the study of antisemitism and hate is not new, the scale and rate of change of online data has impacted the efficacy of traditional approaches to measure and understand these troubling trends. In this paper, we present a large-scale, quantitative study of online antisemitism. We collect hundreds of million posts and images from alt-right Web communities like 4chan's Politically Incorrect board (/pol/) and Gab. Using scientifically grounded methods, we quantify the escalation and spread of antisemitic memes and rhetoric across the Web. We find the frequency of antisemitic content greatly increases (in some cases more than doubling) after major political events such as the 2016 US Presidential Election and the "Unite the Right" rally in Charlottesville. We extract semantic embeddings from our corpus of posts and demonstrate how automated techniques can discover and categorize the use of antisemitic terminology. We additionally examine the prevalence and spread of the antisemitic "Happy Merchant" meme, and in particular how these fringe communities influence its propagation to more mainstream communities like Twitter and Reddit. Taken together, our results provide a data-driven, quantitative framework for understanding online antisemitism.     Volunteer tourism : the new ecotourism?

    One of the more recent forms of tourism to emerge is what has become known as Volunteer Tourism, the practice of individuals going on a working holiday, volunteering their labour for worthy causes. While volunteering is a well-established activity, the combination with tourism is relatively new and has already changed considerably over a very short period. This paper reviews the process by which volunteer tourism has developed, focusing on its transformation from an individual altruistic endeavour to a more commercial form of conventional tourism. The paper reviews the growth in number of websites devoted to volunteer tourism, and discusses the changes that have taken place in the content and focus of these websites, the locations used as destinations and the organisations they represent over the last two decades. It is apparent that over the last two decades the organisations offering volunteer tourist vacations have increasingly focused their attention on conventional commercial tourism markets which is a similar pattern of evolution to that of ecotourism. The paper concludes that volunteer tourism is likely to become increasingly diverse in scale, distribution and focus in the future, in the same way as ecotourism has broadened its market and appeal, but in so doing, will lose more of the distinctive features that characterized its initial form

    Challenging assumptions of the enlargement literature : the impact of the EU on human and minority rights in Macedonia

    This article argues that from the very start of the transition process in Macedonia, a fusion of concerns about security and democratisation locked local nationalist elites and international organisations intoa political dynamic that prioritised security over democratisation. This dynamic resulted in little progress in the implementation of human and minority rights until 2009, despite heavy EU involvement in Macedonia after the internal warfare of 2001. The effects of this informally institutionalised relationship have been overlooked by scholarship on EU enlargement towards Eastern Europe, which has made generalisations based on assumptions relevant to the democratisation of countries in Eastern Europe, but not the Western Balkans
