Foreign Direct Investments in Business Services: Transforming the Visegrád Four Region into a Knowledge-based Economy?
Foreign direct investments (FDIs) in the service sector are widely attributed an important role in bringing more skill-intensive activities into the Visegrad Four (V4). This region—comprising Poland, the Czech Republic, Hungary and Slovakia—relied heavily on FDIs in manufacturing, which was often found to generate activities with limited skill content. This contribution deconstructs the chaotic concept of “business services” by analysing the actual nature of service sector activities outsourced and offshored to the V4. Using the knowledge-based economy (KBE) as a benchmark, the paper assesses the potential of service sector outsourcing in contributing to regional competitiveness by increasing the innovative capacity. It also discusses the role of state policies towards service sector FDI (SFDI). The analysis combines data obtained from case studies undertaken in service sector outsourcing projects in V4 countries. Moreover, it draws on interviews with senior employees of investment promotion agencies and publicly available data and statistics on activities within the service sector in the region. It argues that the recent inward investments in business services in the V4 mainly utilize existing local human capital resources, and their contribution to the development of the KBE is limited to employment creation and demand for skilled labour

Integrated Transport Strategies: A New Initiaitve, or a Return to the 1960’s?
A recurring theme in the debate on urban transport policy in the last few years has
been the appropriateness of developing Integrated Transport Strategies as a basis
for identifying solutions to current and future urban transport problems. Their
proponents, including a growing number of local authorities, see them as a means of
ensuring that each element of transport policy complements the others. Those who
argue against them, and particularly the Department of Transport, have likened
them to the gramd and unattainable, blueprints produced by 1960s land use -
transport studies. This paper draws on experience with such studies in London,
Birmingham and Edinburgh to assess the strengths and weaknesses of the approach
now being adopted, to suggest ways in which it might be further developed, and to
identify, in the light of experience to date, those elements of policy which might
most effectively contribute to the solution of transport problems
Strengthening America's Best Idea: An Independent Review of the National Park Service's Natural Resource Stewardship and Science Directorate
NRSS requested that an independent panel of the National Academy conduct a review of its effectiveness in five core functions, its relationships with key internal stakeholders, and its performance measurement system. Among other things, the National Park Service's Natural Resource Stewardship and Science Directorate (NRSS) is responsible for providing usable natural and social science information throughout the National Park Service (NPS). NRSS leadership requested this review of the directorate's performance on five core functions, its relationships with key internal NPS stakeholders, and its performance measurement system.Main FindingsThe panel determined that NRSS is a highly regarded organization that provides independent, credible scientific expertise and technical information. The panel also found that NRSS and NPS have additional opportunities to advance natural resource stewardship throughout the Service. If implemented, the panel's eight major recommendations will: (1) help the Service respond to the parks' environmental challenges while raising public awareness about the condition of these special places; (2) strengthen NRSS as an organization; (3) promote scientifically based decision-making at the national, regional, and park levels; and (4) improve the existing performance measurement system
The impact of events on annual reporting disclosures
Burchell, Club and Hopwood (1985) considered that “little is known of how...wider social forces can impinge upon and change accounting” (p.382). This study identifies six political forces that may have instigated changes in accounting practice and annual reporting of a New Zealand electricity entity. Based on the literature (Hopwood, 1983, 1990; Napier, 1989; Gray and Haslam, 1990; Thomson, 1993) it is expected that significant changes in the environment in which the entity operates will effect changes in reporting. The study compares the annual report disclosures of an Electricity Supply Authority on a yearly basis from 1970 to 2001 - a 18 year period with little significant environmental impact in the electricity industry with a period of intense activity in the following 14 years. The study found considerable evidence that the change from a local body accountable to electors/consumers to a public company accountable to shareholders, led to a greater emphasis on profits and earnings per share as a means of measuring performance. It identifies specific changes in accounting practice that support this view as well as a period of “big bath” accounting, decreasing disclosure of commercially sensitive information, and the increasing use of dramatic presentation in the annual report
Regional integrated infrastructure scoping study
The purpose of the study is to consider how the Region should take infrastructure forward in an integrated way at a strategic level and to help scope further work to inform the RSS 2009 Update. It is envisaged that this scoping study is the first part of a major work stream for the Assembly to enable infrastructure to influence future locational decisions and develop a better understanding of the impact of higher levels of growth on the Region’s infrastructure
