    Natural resources conservation management and strategies in agriculture

    This paper suggests a holistic framework for assessment and improvement of management strategies for conservation of natural resources in agriculture. First, it incorporates an interdisciplinary approach (combining Economics, Organization, Law, Sociology, Ecology, Technology, Behavioral and Political Sciences) and presents a modern framework for assessing environmental management and strategies in agriculture including: specification of specific “managerial needs” and spectrum of feasible governance modes (institutional environment; private, collective, market, and public modes) of natural resources conservation at different level of decision-making (individual, farm, eco-system, local, regional, national, transnational, and global); specification of critical socio-economic, natural, technological, behavioral etc. factors of managerial choice, and feasible spectrum of (private, collective, public, international) managerial strategies; assessment of efficiency of diverse management strategies in terms of their potential to protect diverse eco-rights and investments, assure socially desirable level of environmental protection and improvement, minimize overall (implementing, third-party, transaction etc.) costs, coordinate and stimulate eco-activities, meet preferences and reconcile conflicts of individuals etc. Second, it presents evolution and assesses the efficiency of diverse management forms and strategies for conservation of natural resources in Bulgarian agriculture during post-communist transformation and EU integration (institutional, market, private, and public), and evaluates the impacts of EU CAP on environmental sustainability of farms of different juridical type, size, specialization and location. Finally, it suggests recommendations for improvement of public policies, strategies and modes of intervention, and private and collective strategies and actions for effective environmental protection

    Recent measurements in the North Atlantic confirm that the thermohaline circulation driving the Gulf Stream has come to a stand. Oceanographic monitoring over the last 50 years already showed that the circulation was weakening. Under the influence of the large inflow of melting water in Northern Atlantic waters during last summer, it has now virtually stopped. Consequently, the KNMI and the RIVM estimate the average . In this essay we will explore how such a new risk profile affects the distribution of risks among societal groups, and the way in which governing institutions need to adapt in order to be prepared for situations of rapid but unknown change. The next section will first introduce an analytical perspective, building upon the Risk Society thesis and a proposed model of ‘institutional flocking’.temperature to decrease by 3°C in the next 15 years

Middleware resolves heterogeneity and facilitates communication and coordination of distributed components. Existing middleware products enable software engineers to build systems that are distributed across a local-area network. State-of-the-art middleware research aims to push this boundary towards Internet-scale distribution, adaptive and reconfigurable middleware and middleware for dependable and wireless systems.     Improving water resource management in Bangladesh

    As populations expand and make various uses of water, its growing scarcity becomes a serious issue in developing countries such as Bangladesh. Water can no longer be considered a totally free resource and plans must be developed for its efficient use through better management and rules that preserve everybody's access to it and interest in its development. Because it is a common resource, its development and management should involve all beneficiaries. The government's role in this process is to establish the ground rules for water use and conservation through a policy and legal framework and a monitoring system that ensure its continued safety of supply to--and responsible water use by--every sector and user in the economy. National water policy must set the ground rules for allocation to different users, water rights, pricing, and environmental safety. Bangladesh's water strategy should start with a national water policy that spells out key objectives such as priority of use by critical economic sectors, approaches to water pricing and cost recovery for development, and shared public- and private-sector water management. An apex public planning organization is needed to perform overall planning for water resources and to advise the National Water Counsel on policy and legislation.
