    Distributed autonomous GIS to form teams for public safety

    Public safety requires emergency response that is timely and effi-cient. This paper describes how to distribute the emergency call among those in the area so as to optimize their locations when called, and their expertise. The call will route to the next most qualified if those in the immediate vicinity cannot come. We de-scribe the system architecture and provide the algorithmic rules, as well as sketch an interface and propose how the completed system could be evaluated

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

Edited by Marco Macchi, László Monostori, Roberto PintoThis paper deals with the process of criticality analysis in overhead power lines, as a tool to improve maintenance, felling & pruning programs. Felling & pruning activities are tasks that utility companies must accomplish to respect the servitudes of the overhead lines, concerned with distances to vegetation, buildings, infrastructures and other networks crossings. Conceptually, these power lines servitudes can be considered as failure modes of the maintainable items under our analysis (power line spans), and the criticality analysis methodology developed, will therefore help to optimize actions to avoid these as other failure modes of the line maintainable items. The approach is interesting, but another relevant contribution of the paper is the process followed for the automation of the analysis. Automation is possible by utilizing existing companies IT systems and databases. The paper explains how to use data located in Enterprise Assets Management Systems, GIS and Dispatching systems for a fast, reliable, objective and dynamic criticality analysis. Promising results are included and also discussions about how this technique may result in important implications for this type of businesse

    Command and Control Systems for Search and Rescue Robots

    The novel application of unmanned systems in the domain of humanitarian Search and Rescue (SAR) operations has created a need to develop specific multi-Robot Command and Control (RC2) systems. This societal application of robotics requires human-robot interfaces for controlling a large fleet of heterogeneous robots deployed in multiple domains of operation (ground, aerial and marine). This chapter provides an overview of the Command, Control and Intelligence (C2I) system developed within the scope of Integrated Components for Assisted Rescue and Unmanned Search operations (ICARUS). The life cycle of the system begins with a description of use cases and the deployment scenarios in collaboration with SAR teams as end-users. This is followed by an illustration of the system design and architecture, core technologies used in implementing the C2I, iterative integration phases with field deployments for evaluating and improving the system. The main subcomponents consist of a central Mission Planning and Coordination System (MPCS), field Robot Command and Control (RC2) subsystems with a portable force-feedback exoskeleton interface for robot arm tele-manipulation and field mobile devices. The distribution of these C2I subsystems with their communication links for unmanned SAR operations is described in detail. Field demonstrations of the C2I system with SAR personnel assisted by unmanned systems provide an outlook for implementing such systems into mainstream SAR operations in the future

    Federated Robust Embedded Systems: Concepts and Challenges

    The development within the area of embedded systems (ESs) is moving rapidly, not least due to falling costs of computation and communication equipment. It is believed that increased communication opportunities will lead to the future ESs no longer being parts of isolated products, but rather parts of larger communities or federations of ESs, within which information is exchanged for the benefit of all participants. This vision is asserted by a number of interrelated research topics, such as the internet of things, cyber-physical systems, systems of systems, and multi-agent systems. In this work, the focus is primarily on ESs, with their specific real-time and safety requirements. While the vision of interconnected ESs is quite promising, it also brings great challenges to the development of future systems in an efficient, safe, and reliable way. In this work, a pre-study has been carried out in order to gain a better understanding about common concepts and challenges that naturally arise in federations of ESs. The work was organized around a series of workshops, with contributions from both academic participants and industrial partners with a strong experience in ES development. During the workshops, a portfolio of possible ES federation scenarios was collected, and a number of application examples were discussed more thoroughly on different abstraction levels, starting from screening the nature of interactions on the federation level and proceeding down to the implementation details within each ES. These discussions led to a better understanding of what can be expected in the future federated ESs. In this report, the discussed applications are summarized, together with their characteristics, challenges, and necessary solution elements, providing a ground for the future research within the area of communicating ESs

    A Robust Localization System for Inspection Robots in Sewer Networks †

    Sewers represent a very important infrastructure of cities whose state should be monitored periodically. However, the length of such infrastructure prevents sensor networks from being applicable. In this paper, we present a mobile platform (SIAR) designed to inspect the sewer network. It is capable of sensing gas concentrations and detecting failures in the network such as cracks and holes in the floor and walls or zones were the water is not flowing. These alarms should be precisely geo-localized to allow the operators performing the required correcting measures. To this end, this paper presents a robust localization system for global pose estimation on sewers. It makes use of prior information of the sewer network, including its topology, the different cross sections traversed and the position of some elements such as manholes. The system is based on a Monte Carlo Localization system that fuses wheel and RGB-D odometry for the prediction stage. The update step takes into account the sewer network topology for discarding wrong hypotheses. Additionally, the localization is further refined with novel updating steps proposed in this paper which are activated whenever a discrete element in the sewer network is detected or the relative orientation of the robot over the sewer gallery could be estimated. Each part of the system has been validated with real data obtained from the sewers of Barcelona. The whole system is able to obtain median localization errors in the order of one meter in all cases. Finally, the paper also includes comparisons with state-of-the-art Simultaneous Localization and Mapping (SLAM) systems that demonstrate the convenience of the approach.Unión Europea ECHORD ++ 601116Ministerio de Ciencia, Innovación y Universidades de España RTI2018-100847-B-C2

    Enhancing marine industry risk management through semantic reconciliation of underwater IoT data streams

    The “Rio+20” United Nations Conference on Sustainable Development (UNCSD) focused on the "Green economy" as the main concept to fight poverty and achieve a sustainable way to feed the planet. For coastal countries, this concept translates into "Blue economy", the sustainable exploitation of marine environments to fulfill humanity needs for resources, energy, and food. This puts a stress on marine industries to better articulate their processes to gain and share knowledge of different marine habitats, and to reevaluate the data value chains established in the past and to support a data fueled market that is going only to in the near future.The EXPOSURES project is working in conjunction with the SUNRISE project to establish a new marine information ecosystem and demonstrate how the ‘Internet of Things’ (IoT) can be exploited for marine applications. In particular EXPOSURES engaged with the community of stakeholders in order to identify a new data value chain which includes IoT data providers, data analysts, and harbor authorities. Moreover we integrated the key technological assets that couple OGC standards for raster data management and manipulation and semantic technologies to better manage data assets.This paper presents the identified data value chain along with the use cases for validating it, and the system developed to semantically reconcile and manage such data collections
