    Disruption Management of Rolling Stock in Passenger Railway Transportation

    This paper deals with real-time disruption management of rolling stock in passenger railway transportation. We present a generic framework for modeling disruptions in railway rolling stock schedules. The framework is presented as an online combinatorial decision problem where the uncertainty of a disruption is modeled by a sequence of information updates. To decompose the problem we propose a rolling horizon approach where only rolling stock decisions within a certain time horizon from the time of rescheduling are taken into account. The schedules are then revised as the situation progresses and more accurate information becomes available. We extend an existing model for rolling stock scheduling to the specific requirements of the real-time case and apply it in the rolling horizon framework. We perform computational tests on instances constructed from real life cases and explore the consequences of different settings of the approach for the trade-off between solution quality and computation time

    Train Wrecks and Track Attacks: An Analysis of Attempts by Terrorists and Other Extremists to Derail Trains or Disrupt Rail Transportation

    Attempts to sabotage rails and deliberately derail passenger trains have a long history in conventional and guerrilla warfare as well as during some particularly bitter labor disputes in the past. Since the 1970s, political fanatics have become a major adversary. Terrorists have sought to derail trains to achieve high-casualty events, while anarchists and issue oriented extremists have attacked rails to attract attention to their causes and impose economic damage. In this report, we examine the more than a thousand attempts to derail trains and to attack rail infrastructure to discern overall patterns and trends. We then look at four subsets of attacks in greater detail: those by India’s Maoist guerrillas; those by separatist insurgents in Thailand; those by various jihadist groups worldwide; and those by an assemblage of anarchists, environmental and similar cause-oriented extremists in Europe. How do these adversaries compare in terms of tactics, success rates, lethality, and other factors? Do their different objectives and circumstances affect their actions? Perhaps most important, is there evidence that they become more effective and lethal over time

    Algorithmic Support for Railway Disruption Management

    Disruptions of a railway system are responsible for longer travel times and much discomfort for the passengers. Since disruptions are inevitable, the railway system should be prepared to deal with them effectively. This paper explains that, in case of a disruption, rescheduling the timetable, the rolling stock circulation, and the crew duties is so complex that solving them manually is too time consuming in a time critical situation where every minute counts. Therefore, algorithmic support is badly needed. To that end, we describe models and algorithms for real-time rolling stock rescheduling and real-time crew rescheduling that are currently being developed and that are to be used as the kernel of decision support tools for disruption management. Furthermore, this paper argues that a stronger passenger orientation, facilitated by powerful algorithmic support, will allow to mitigate the adverse effects of the disruptions for the passengers. The latter will contribute to an increased service quality provided by the railway system. This will be instrumental in increasing the market share of the public transport system in the mobility market.

    Service excellent will produce satisfaction for customers. Many companis now are providing the best service to get consumers satisfaction. This research is to find out the implementation of service excellent provided by the frontliner officer PT KAI Commuter Jabodetabek at Klender Baru Station in East Jakarta. The research conducted through qualitative method from January to February 2017. Frontliner officer who became the main service at PT KCJ in Klender Baru Station is divided into several parts including: Officer Counters, Announcer, Passager Service and Inside Security Officer (PKD). The results show that PT KCJ has a good service procedure, and also shown through the report that PT KJC has less complaint from the passenger. Nevertheless, service excellent implementation is still facing the obstacles, such as train travel disturbance, queue at the counter, and lack of seats to wait for the train.     Balancing operating revenues and occupied refurbishment costs 1: problems of defining project success factors and selecting site planning methods

    In planning the refurbishment of railway stations the spatial needs of the contractor and of the ongoing business stakeholders have to be balanced. A particular concern is the disruptive effect of construction works upon pedestrian movement. RaCMIT (Refurbishment and Customer Movement Integration Tool) was a research project aimed at addressing this problem. The objective of the research was to develop a decision protocol facilitating optimisation of overall project value to the client's business. This paper (the first of two) presents a framework for considering public disruption in occupied refurbishment using two case studies in large railway stations as examples. It briefly describes new tools which (combined with existing techniques) assist decision making in the management of disruption. It links strategic with sitebased decision making and suggests how public disruption may be treated as a variable to be jointly optimised along with traditional criteria such as time, cost and quality. Research observations as well as current literature suggest that for overall decision-making, opportunities may be lost (under current practice) for minimising joint project cost/revenue disruption, and, for spatio-temporal site decision-making, effective and efficient tools now exist to model both sides of the construction site boundary

    The 1995 Attempted Derailing of the French TGV (High-Speed Train) and a Quantitative Analysis of 181 Rail Sabotage Attempts, MTI Report 09-12

    On August 26, 1995, the Saturday of the final and busiest weekend of France’s summer holiday season, terrorists attempted to derail the TGV (Train à Grande Vitesse) between Lyon and Paris by planting a bomb. Fortunately, their crude triggering mechanism failed to detonate the bomb, and subsequent analysis indicates that even had the bomb gone off, the explosion would not have derailed the train. The TGV episode, one of a continuing series of case studies by the Mineta Transportation Institute, points to a continuing problem: Since 1995, terrorists have attempted to derail trains on at least 144 occasions. Because of the expansion of high-speed rail systems in Europe, Asia, and North America, where 15 high-speed rail projects are in preparation or under way in the United States alone, this case study has been expanded to include a chronology and statistical analysis of attempted derailments worldwide. This analysis examines the geographic distribution of the attempts, the methods used by the saboteurs, and the outcomes. Although based on a small universe of events, it underscores both the attractiveness to terrorists of attacking transportation systems—a successful attack can result in high body counts, significant disruption, dramatic images, and enormous publicity, all things sought by terrorists—and the difficulties of achieving success

    Formulating a Strategy for Securing High-Speed Rail in the United States, Research Report 12-03

    This report presents an analysis of information relating to attacks, attempted attacks, and plots against high-speed rail (HSR) systems. It draws upon empirical data from MTI’s Database of Terrorist and Serious Criminal Attacks Against Public Surface Transportation and from reviews of selected HSR systems, including onsite observations. The report also examines the history of safety accidents and other HSR incidents that resulted in fatalities, injuries, or extensive asset damage to examine the inherent vulnerabilities (and strengths) of HSR systems and how these might affect the consequences of terrorist attacks. The study is divided into three parts: (1) an examination of security principles and measures; (2) an empirical examination of 33 attacks against HSR targets and a comparison of attacks against HSR targets with those against non-HSR targets; and (3) an examination of 73 safety incidents on 12 HRS systems. The purpose of this study is to develop an overall strategy for HSR security and to identify measures that could be applied to HSR systems currently under development in the United States. It is hoped that the report will provide useful guidance to both governmental authorities and transportation operators of current and future HSR systems
