    Discovery Is Never By Chance: Designing for (Un)Serendipity

    Serendipity has a long tradition in the history of science as having played a key role in many significant discoveries. Computer scientists, valuing the role of serendipity in discovery, have attempted to design systems that encourage serendipity. However, that research has focused primarily on only one aspect of serendipity: that of chance encounters. In reality, for serendipity to be valuable chance encounters must be synthesized into insight. In this paper we show, through a formal consideration of serendipity and analysis of how various systems have seized on attributes of interpreting serendipity, that there is a richer space for design to support serendipitous creativity, innovation and discovery than has been tapped to date. We discuss how ideas might be encoded to be shared or discovered by ‘association-hunting’ agents. We propose considering not only the inventor’s role in perceiving serendipity, but also how that inventor’s perception may be enhanced to increase the opportunity for serendipity.     Assessing Learning Through the Arts

    Within the past several decades, the emphasis in public education nationwide has steadily moved away from arts-rich and creativity based learning toward more standardized, test-based learning. In recent years, budget cuts and the "No Child Left Behind Act" have pushed the education climate even further toward high-stakes testing, narrowing curriculum. In line with this, Washington State has enacted the Washington Assessment of Student Learning standards, shifting local schools' priorities toward meeting test-based standards. At the same time, public education in Washington state faced significant budget cuts. By 2005, Washington ranked 42nd in the nation in public education spending.Public schools have had to cut many rich program offerings including in-school arts classes. In 2005, nearly 60 percent of Washington State principals reported one hour or less of music instruction per week in their schools. Worse yet, 60 percent of Seattle Public School elementary schools offered no visual arts program that same year.During this time, several existing organizations in King County and countless more practitioners were growing to meet a new demand for the arts gap through diverse, innovative programming both in and out of the school day. Seattle's nonprofit arts education organizations were natural advocates for more creative learning opportunities but remained somewhat disconnected from each other, lacking a cohesive, persuasive message to more effectively advocate for arts education. In response to these challenges, among others, seven of these regional nonprofit youth arts education organizations formed the Seattle Arts Education Consortium (Consortium), a collaborative, two-year project, in the summer of 2005.Reflecting on the work of the last two years, the Consortium offers several key findings and lessons learned related to both the process and the product. These findings may be an excellent resource to any group starting a similar process and especially for arts education programs hoping to elevate the rigor and public understanding of their programs' impacts. This report will also be useful to foundations interested in encouraging collaborations among their grantees.The sections that follow include descriptions of the process, outcomes and findings for each project activity including: Evaluation Planning & Implementation, Professional Development for Teaching Artists, Arts Education Communications & Messaging as well as What's Next for the Consortium

    Black swan: Synthesis and Future Research Directions

    This literature review attempts to synthesize existing research of black swan phenomenon. Using a systematic methodology, a total of 66 key articles are identified as relevant. A framework is developed for black swans, which studies theoretical aspects of black swans, black swans' effects and protection against black swans. The results show that there are only few black swan related studies and main focus should be creating a common theoretical ground work for black swan concept which should lead to more efficient prevention and protection studies, which is most vital study direction regarding black swans. The results also suggest that black swans work in complex and systematic manner and the effects can spread to other systems directly or indirectly. Study also highlights possible teleological aspects of black swan events. The study also notices that prior black swan related research which is not connected to current black swan research should be actively collected and added to current black swan research to eliminate potential unnecessary research.     Between June 2-4, 2011 Sabancı University School of Languages welcomed colleagues from 21 different countries to a collaborative exploration of the challenging and inspiring journey of learners and educators in the field of language education.\ud \ud The conference provided an opportunity for all stakeholders to share their views on language education. Colleagues met with world-renowned experts and authors in the fields of education and psychology, faculty and administrators from various universities and institutions, teachers from secondary educational backgrounds and higher education, as well as learners whose voices are often not directly shared but usually reported.\ud \ud The conference name, Eclipsing Expectations, was inspired by two natural phenomena, a solar eclipse directly before the conference, and a lunar eclipse, immediately after.     The Open Air Laboratories network, or OPAL, as it quickly became known, was launched in 2007 following a successful application to the Big Lottery Fund It was the first time that Big Lottery funding on this scale had been awarded to academic institutions. The University of Central Lancashire led by Dr Mark Toogood was responsible for understanding public engagement with OPAL. The Open Air Laboratories (OPAL)network is a nationwide partnership comprising of ten universities and five organisations with grants awarded totalling £14.4 million. • Over half a million people have participated in the OPAL programme. OPAL activities are carried out by people of all ages, backgrounds and abilities, including 10,000 people in ‘hard to reach’ communities. • OPAL opens people’s eyes to the natural world. Nearly half (44%) of OPAL survey participants said that this was the first time that they had carried out a nature survey. 90% of participants have learnt something new. • OPAL has the ability to change people’s behaviour. Almost half (43%) of respondents said OPAL had changed the way they thought about the environment and more than a third (37%) said they will change their behaviour towards it. • In addition to raising environmental awareness, OPAL also improves personal well-being by motivating people to spend time outdoors doing something positive, while connecting with people and nature
