    Ubiquitous robust communications for emergency response using multi-operator heterogeneous networks

    A number of disasters in various places of the planet have caused an extensive loss of lives, severe damages to properties and the environment, as well as a tremendous shock to the survivors. For relief and mitigation operations, emergency responders are immediately dispatched to the disaster areas. Ubiquitous and robust communications during the emergency response operations are of paramount importance. Nevertheless, various reports have highlighted that after many devastating events, the current technologies used, failed to support the mission critical communications, resulting in further loss of lives. Inefficiencies of the current communications used for emergency response include lack of technology inter-operability between different jurisdictions, and high vulnerability due to their centralized infrastructure. In this article, we propose a flexible network architecture that provides a common networking platform for heterogeneous multi-operator networks, for interoperation in case of emergencies. A wireless mesh network is the main part of the proposed architecture and this provides a back-up network in case of emergencies. We first describe the shortcomings and limitations of the current technologies, and then we address issues related to the applications and functionalities a future emergency response network should support. Furthermore, we describe the necessary requirements for a flexible, secure, robust, and QoS-aware emergency response multi-operator architecture, and then we suggest several schemes that can be adopted by our proposed architecture to meet those requirements. In addition, we suggest several methods for the re-tasking of communication means owned by independent individuals to provide support during emergencies. In order to investigate the feasibility of multimedia transmission over a wireless mesh network, we measured the performance of a video streaming application in a real wireless metropolitan multi-radio mesh network, showing that the mesh network can meet the requirements for high quality video transmissions

    Optimized Handover and Resource Management: An 802.21 Based Scheme to Optimize Handover and Resource Management in Hybrid Satellite-Terrestrial Networks

    International audienceSatellite communications can provide fourth generation (4G) networks with large-scale coverage. However, their integration to 4G is challenging because satellite networks have not been designed with handover in mind. The setup of satellite links takes time, and so, handovers must be anticipated long before. This paper proposes a generic scheme based on the Institute of Electrical and Electronics Engineers 802.21 standard to optimize handover and resource management in hybrid satellite-terrestrial networks. Our solution, namely optimized handover and resource management (OHRM), uses the terrestrial interface to prepare handover, which greatly speeds up the establishment of the satellite link. We propose two mechanisms to minimize the waste of bandwidth due to wrong handover predictions. First, we leverage the support of 802.21 in the terrestrial access network to shorten the path of the signaling messages towards the satellite resource manager. Second, we cancel the restoration of the satellite resources when the terrestrial link rolls back. We use OHRM to interconnect a digital video broadcasting and a wireless 4G terrestrial network. However for the simulation tool, we use a WiMAX as the terrestrial technology to illustrate the schemes. The simulation results show that OHRM minimizes the handover delay and the signaling overhead in the terrestrial and satellite networks

    Prediction assisted fast handovers for seamless IP mobility

Numerous fast handover proposals in the literature have recently adopted a cross-layer approach to enhance movement detection functionality and make terminal mobility more seamless. Such fast handover protocols are dependent on an anticipated link-layer trigger or pre-trigger to perform pre-handover service establishment operations. This research identifies the practical difficulties involved in implementing this type of trigger and proposes an alternative solution that integrates the concept of mobility prediction into a reactive fast handover scheme

Assim, a norma IEEE 802.21 foi especificada de forma a facilitar e optimizar os procedimentos de handover entre diferentes tecnologias de acesso sem perda de conectividade. Para cumprir o seu propĂłsito, a norma disponibiliza serviços chamados Media Independent Handover e que permitem o controlo e a obtenção de informação de diferentes ligaçÔes. A configuração estĂĄtica destes serviços por parte do nĂł mĂłvel torna-se ineficiente devido aos mĂșltiplos cenĂĄrios possĂ­veis. Desta forma, o nĂł mĂłvel deve descobrir nĂłs da rede que providenciem serviços de mobilidade e as suas capacidade de uma forma dinĂąmica. Nesta dissertação, um conjunto de mecanismos para descoberta de serviços de handover independentes do acesso sĂŁo analisados, implementados e avaliados em termos de duração e quantidade de informação trocada. Um novo mecanismo de descoberta de entidades locais Ă© tambĂ©m proposto e avaliado, demonstrando que a sua utilização aumenta o desempenho e requer a troca de menos quantidade de informação.The recent proliferation of mobile nodes with multiple wireless interfaces, in addition to the creation of heterogeneous environments, created complex scenarios where network operators need to provide connectivity for di erent kinds of access networks. Therefore, the IEEE 802.21 standard has been speci ed to facilitate and optimize handover procedures between di erent access technologies in a seamless way. To ful l its purpose, it provides Media Independent Handover services which allow the control and gathering of information from di erent links. The static con guration of these services by the MN becomes ine cient due to the amount of possible scenarios. Thus, the MN must discover the network-supporting nodes and their capabilities in a dynamic way. In this work, a series of proposed Media Independent Handover discovery procedures are analyzed, implemented and evaluated in terms of duration and amount of exchanged information. In addition, a novel discovery procedure for local entities is proposed and evaluated, showing that its deployment increases the performance and requires less information exchanged
