    The topic that will be studied in this paper regarding collaborative governance is a decision-making approach, in the form of a series of joint activities in which partners produce common goals and strategies and share responsibility for sharing resources. Collaborative governance focuses on solving problems that occur with a partnership, synergy and mutual trust approach. Collaborative governance in Jakarta is implemented in technological transformation from analog to digital processes which is manifested in digitizing the quality of public services. This topic is interesting for study because it is motivated by the results of Stephen Page's research in 2020, a human resources development consulting agency based in London, England, stating that collaboration is the dominant factor and much needed for improving public services.Phenomena that occur in public services in Jakarta include service discrimination, the lack of certainty about time and costs and the low level of public satisfaction with public services, which raises the question of what concrete steps the Jakarta government will take to address these public service problems. The Office of Communication, Information and Statistics (Diskominfotik) created a main platform for implementing Smart City in Jakarta, an integrated digital service innovation, which is a novelty for the rise of the spirit of digital transformation with the hashtag #Collaboration City#.Sourced from the Jakarta Smart City Annual Report 2022, the empirical conditions seen in the field illustrate that digitalization of public services has used data as the main force to provide services that are right on target. Since 2022, more than 60 integrated public service digital applications have served 24,870 public complaints and 338,039 Jakarta resident IDs have been successfully verified.The conclusion is that Jakarta has implemented collaborative governance in the process of drafting public policies so that it has succeeded in improving the quality of public services

    Smart mobility: opportunity or threat to innovate places and cities

    The concept of the “smart mobility” has become something of a buzz phrase in the planning and transport fields in the last decade. After a fervent first phase in which information technology and digital data were considered the answer for making mobility more efficient, more attractive and for increasing the quality of travel, some disappointing has grown around this concept: the distance between the visionarypotentialthatsmartness is providingis too far from the reality of urban mobility in cities. We argue in particular that two main aspects of smart mobility should be eluded: the first refers to the merely application to technology on mobility system, what we called the techo-centric aspect; the second feature is the consumer-centric aspect of smart mobility, that consider transport users only as potential consumers of a service. Starting from this, the study critics the smart mobility approach and applications and argues on a“smarter mobility” approach, in which technologies are only oneaspects of a more complex system. With a view on the urgency of looking beyond technology and beyond consumer-oriented solutions, the study arguments the need for a cross-disciplinary and a more collaborative approach that could supports transition towards a“smarter mobility” for enhancing the quality of life and the development ofvibrant cities. The article does not intend to produce a radical critique of the smart mobility concept,denying a priori its utility. Our perspectiveisthat the smart mobility is sometimes used as an evocativeslogan lacking some fundamental connection with other central aspect of mobility planning and governance. Main research questions are: what is missing in the technology-oriented or in the consumers-oriented smart mobility approach? What are the main risks behind these approaches? To answer this questions the paper provides in Section 2 the rationale behind the paper;Section 3 provides a literature review that explores the evolution on smart mobility paradigm in the last decades analysing in details the “techno-centric”and the “consumer-centric” aspects. Section 4proposes an integrated innovative approach for smart mobility, providing examples and some innovative best practices in Belgium. Some conclusions are finally drawnin Section 5, based on the role of smart mobility to create not only virtual platforms but high quality urban places

    WP3 Policy Mapping, Review and Analysis

    This report presents the mapping, review and analysis of the most relevant LLL policies for young adults in Glasgow City Region and Aberdeen/ Aberdeenshire. The report first reviews the national Scottish LLL policies which influence the implementation of LLL for young adults in the two regions under study. This report provides findings and analysis to comply with the H2020 YOUNG_ADULLLT Research Project, Work Package 3 (WP3). We have used the requirements and guidance in the WP3 proposal to select two appropriate Functional Regions (FRs): The Glasgow City Region and Aberdeen/Aberdeenshire. These FRs provide a focus for the WP3 mapping but also frame the other data gathering for the YOUNG_ADULLLT project. The mapping has provided material to facilitate an understanding of the policy landscape, including the different policy sectors of the two FRs set in the national context. The mapping required the selection of three detailed examples of LLL/Skills policies with their associated material actions in each of the two FRs. Currently, we have mapped four in each FR. Our mapping reflects the distinctiveness of Scottish public policy in that national policies provide the main framework for regional and locally devolved enactment and associated actions

    Summary of the First Workshop on Sustainable Software for Science: Practice and Experiences (WSSSPE1)

    Challenges related to development, deployment, and maintenance of reusable software for science are becoming a growing concern. Many scientists’ research increasingly depends on the quality and availability of software upon which their works are built. To highlight some of these issues and share experiences, the First Workshop on Sustainable Software for Science: Practice and Experiences (WSSSPE1) was held in November 2013 in conjunction with the SC13 Conference. The workshop featured keynote presentations and a large number (54) of solicited extended abstracts that were grouped into three themes and presented via panels. A set of collaborative notes of the presentations and discussion was taken during the workshop. Unique perspectives were captured about issues such as comprehensive documentation, development and deployment practices, software licenses and career paths for developers. Attribution systems that account for evidence of software contribution and impact were also discussed. These include mechanisms such as Digital Object Identifiers, publication of “software papers”, and the use of online systems, for example source code repositories like GitHub. This paper summarizes the issues and shared experiences that were discussed, including cross-cutting issues and use cases. It joins a nascent literature seeking to understand what drives software work in science, and how it is impacted by the reward systems of science. These incentives can determine the extent to which developers are motivated to build software for the long-term, for the use of others, and whether to work collaboratively or separately. It also explores community building, leadership, and dynamics in relation to successful scientific software

    Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia

    With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city? This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a ‘smart city’. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities

    Information commons planning: Strategic and operational considerations

    This session will introduce you to planning issues and operational elements that you will need to consider when implementing an Information Commons. The planning process, service models, collaboration issues and relationship building will be discussed in context of a case study of the University of Auckland Library’s Information Commons Group. The Information Commons Group consists of the large purpose built Kate Edger Information Commons (established in 2003) on the City Campus, the smaller Grafton Information Commons (established in 2004) on the Medical Campus and the library-based Epsom Information Commons (established in 2006) on the Education Campus. The group comprises three models of co-location, collaboration, integration and innovation successfully operating within the same IT, service and staffing infrastructure. These student-centered learning facilities provide proactive integrated learning support in a collaborative, interdisciplinary physical and virtual learning environment
