    The Trajectory of IT in Healthcare at HICSS: A Literature Review, Analysis, and Future Directions

    Research has extensively demonstrated that healthcare industry has rapidly implemented and adopted information technology in recent years. Research in health information technology (HIT), which represents a major component of the Hawaii International Conference on System Sciences, demonstrates similar findings. In this paper, review the literature to better understand the work on HIT that researchers have conducted in HICSS from 2008 to 2017. In doing so, we identify themes, methods, technology types, research populations, context, and emerged research gaps from the reviewed literature. With much change and development in the HIT field and varying levels of adoption, this review uncovers, catalogs, and analyzes the research in HIT at HICSS in this ten-year period and provides future directions for research in the field

    Network ethics and government to business relationships in Portugal

    The analysis of ethical issues in Internet-enabled marketplaces remains generally under-explored and this gap is even more prominent in practices associated with G2B networks. This paper argues that the application of Network Ethics to G2B relationships requires a focus on specific questions that arise from the evolution of the way government has come to interact with business. To this purpose, the paper starts by outlining the relevance of universal values to Network Ethics. The next section draws out and briefly discusses the most relevant ethical issues that arise in the rapidly changing context of G2B relationships. To provide an application and substantiate the claims of the paper, the development of public e-procurement in Portugal is presented and analysed in the scope of the background public policies for information society and e-government development in Portugal. It is shown that use of the Internet for e-procurement purposes is growing in Portugal and the main constraints and risks associated with further developments are laid out and discussed. Overall the theoretical analysis and the empirical case point to the growing importance of developing interoperability standards and promoting greater transparency and competition in public e-procurement. It is further argued that reliable analysis in terms of Internet-enabled marketplaces requires both a solid ethical framework and its application in conjunction with empirical knowledge of the situations being studied, and that only in this way can network ethics effectively contribute to the promotion of greater accountability and ethical behaviour on the ground

    TECHNOLOGY LEAPFROGGING IN EUROPEAN HEALTH SYSTEMS: POLICY IMPLICATIONS FOR THE DIGITAL DIVIDE

    The 27 Member States of the European Union are highly differentiated by population size, health expenditure, technology access and use, economic profile and demographics. This study builds on earlier digital-divide studies using a ICT and digital health taxonomy that positions countries as frontrunners (quartile 1), followers (quartile 2), leapfroggers (quartile 3), and laggards (quartile 4). The concept of technology leapfrogging is used to analyse the digital divide in Europe’s health systems. Results from multivariate statistical analysis show evidence of technology leapfrogging in some EU countries. However, digital health policy implications show a one-size-fits-all approach to digital health is unlikely to produce optimal outcomes. Rather, EU policy-makers will need to develop nuanced digital health policies which go beyond measuring technical imperatives

    The concept of information technology (IT) governance has become a trend in public organizations sector in most countries. However, the implementation of IT governance in Indonesia continues to face problems and challenges, including weak understanding and assessment processes activities based on IT implementation. In addition, empirical studies related to IT governance within public organizations in Indonesia are limited. The main objective of this study is to develop an IT governance model in public organizations in Gorontalo, Indonesia. This study adapted the Control Objective for Information and Related Technology (COBIT) model which conformed to the principles of management of IT resources that form the basis of IT governance in Indonesia by studying the contribution factors of implementation IT governance in public organizations. This study used quantitative and qualitative methods which involved questionnaires, interviews, observations and documents. Quantitative data was collected via questionnaires that were distributed to 367 and the return rate was 90.6 percent. This data was analyzed using Structural Equation Modeling (SEM) to validate the research model and test the proposed research hypotheses. Semi-structured interviews were used to obtain the management's views about IT governance activities and their implementation. Observations and documents analysis were used to observe how the activities and find data, information and resources for implementation of IT governance. The results show that the proposed model conforms to COBIT. The study also proves that COBIT together with the goal of and the principles of IT resource management that form the basis of IT governance in Indonesia has managed to enrich the model in describing understanding and implementation of IT governance. The results of this study contribute to knowledge to best practice of IT governance. This study can be used as a guide the best practice IT governance in Indonesia in the futur

    Cluster Analysis in Online Learning Communities: A Text Mining Approach

    This paper presents a theory-informed blueprint for mining unstructured text data using mixed- and multi-methods to improve understanding of collaboration in asynchronous online discussions (AOD). Grounded in a community of inquiry theoretical framework to systematically combine established research techniques, we investigated how AOD topics and individual reflections on those topics affect formation of clusters or groups in a community. The data for the investigation came from 54 participants and 470 messages. Data analysis combined the analytical efficiency and scalability of topic modeling, social network analysis, and cluster analysis with qualitative content analysis. The cluster analysis found three clusters and that members of the intermediate cluster (i.e., middle of three clusters) played a pivotal role in this community by expressing uncertainty statements, which facilitated a collective sense-making process to resolve misunderstandings. Furthermore, we found that participants’ selected discussion topics and how they discussed those topics influenced cluster formations.     Integration Through Education: Using ICT in Education to Promote the Social Inclusion of Refugees in Germany

    Social inclusion of refugees through Information and Communication Technologies (ICTs) has been gaining attention by researchers in the field of Information Systems. On a similar context, recent research has identified education among the main dimensions of integration and social inclusion of refugees. This study aims to uncover some of the benefits of ICT solutions related to education and digital learning in the context of the social inclusion of refugees. We study aspects of education, e-learning, and language learning by Syrian refugees in Germany as essential drivers of refugee integration and social inclusion into the host society. To fulfill our goal, we applied the qualitative research method and conducted 36 face-to-face interviews with Syrian refugees in Germany, with the main focus being on their use of educational and e-learning opportunities and how these services contribute to their social inclusion into the community. Our findings show a clear potential for education and e-learning as a means of social inclusion for Syrian refugees in Germany. The analysis of our findings is centered around the following dimensions: opportunities, challenges and obstacles, means, and learning formats. The benefits and opportunities of learning enable refugees to overcome some of the challenges and fulfill their needs towards the ultimate goal of being integrated and socially included in the host society. This study contributes to the field of Information Systems, in particular, how research findings can inform professional practices and policymakers on how to improve and develop our societies
