'How are we progressing towards achieving sustainable development in the EU's desired knowledge society?' Current lists of indicators, indices and assessment tools, which have been developed for measuring and displaying performance at different spatial levels, show that progress has been made. However, there are still a very large number of indicators, perhaps the majority, most specifically those which relate to social and political issues, that are difficult to capture. Issues such as intergenerational equity, aesthetics and governance come into this category. 'How is it possible to measure these and capture their full meaning and represent this back meaningfully to disparate groups of stakeholders in a society?' Developing Digital Competences. Work learn trajectories in Italian School System
The work based learning is the core European dispositions on educational and training issue and a pillar of the Europe 2020 strategy (EUCOM 2009/C119/02). Therefore, the educational system has to increase the quality of standards and learning results in order to response adequately to competence needs and to permit the successful entrance of the youth in the world of work. The SWA is a coherent reaction. Indeed, the current literature lead to reflect on the SWA as a new prospective of school and world of work relationship (Arlotti and Barberis 2015), and as a resolution for the skills mismatch (Caputo and Capecchi 2016; Froy, Giguere, Hofer, 2009; A. Green, Hasluck, Hogarth, Reynolds, 2003). In a context which needs a different school that provides different types of skills, it is desirable that a policy instrument such as the SWA â became mandatory by the reform âLa Buona Scuolaâ (Law 107/2015) â is included in the scientific debate, especially for its potential to contribute to renewal of the school system. Many authors encourage the scientific debate regarding the question to clarify the peculiar characteristics of the SWA model in Italy and to begin effective reflection on its revolutionary impact for the school system. According to Tino and Fideli (2015), the SWA is a process, not only as an experience, a fundamental methodology to promote the knowledge of the world of work and the development of competences (professional and citizenship) thanks to the interconnection between formal-informal learning and creative combination process between theory and practice
Organization of Processes Digitization and e-Invoicing Services for an Effective Digital Transformation of Public Sector
The article tries to describe a model of analysis to evaluate and measure real benefits and organizational effects arising from the process of paper digitization and e-invoicing for the Italian Public Administrations. The analysis is focused also on the interaction between citizens, professionals, companies and the Italian public administrations. The approach at the basis of the investigation highlights several critical traits of the digitization activity and delivers an analysis that displays how those difficulties brought forward by motivational and involvement factors. The digital transformation in the Public sector can give several opportunities from the organizational point of view, but at the same time can propose some complex difficulties for the delivering of effective services and for the innovation development

Adult education in Malta : challenges and prospects
Lifelong learning has long been a topic of discussion in Malta but, as this article shows, barriers to participation continue to exist. This article outlines the historical and economic changes that have led Malta to its present situation where adult education largely focuses on employment skills. Although available through a variety of channels, challenges still need to be met to ensure the participation of groups such as women, older people and immigrants. This article advocates a national strategy for adult education within which a balance is struck between learning for employment and learning as a public good.peer-reviewe
How âinstitutionalizationâ can work. Structuring governance for digital transformation in Italy
Public policy scholars have recently focused on the
mechanisms accounting for the sustainability of major
policy changes. Among the strategies by which policy
entrepreneurs may try to avoid future backlash institutionalization
is certainly one of the most used. Yet, it
can foster ossification and eventually jeopardize policy
effectiveness. Such a potential trade-off
between institutionalization
and long-term
effectiveness is particularly
intense in policies concerning technological innovation
because the necessity to create winning coalitions can
undermine the required absorption capacity needed by
government to engage the innovation ecosystems. This
paper explores such a trade-off
with a case study on the
Italian policy for public sector's digital transformation.
The case is theoretically promising because over three
decades institutionalization has always represented the
main overall strategy adopted by policymaker, but only
the 2016 initiative emerged as a âsuccess.â In this sense,
the case study can focus on the mechanisms activated
by policy entrepreneurs to trigger and entrench change
Between reason of state and reason of market: the developments of internet governance in historical perspective
âNo sovereignty, no elected government, no authority, no bordersâ. It was exactly
twenty years ago, John Perry Barlow proclaimed his Declaration of the Independence of
Cyberspace. And those were his keywords. Today, we can say that the development of
Internet governance as a global policy arena is the answer to the questions that Barlow
believed irrelevant to the proper development of cyberspace. If founding myths
about an ungovernable, borderless, and intangible Internet have been demolished,
what power relations have emerged in the Internet governance arena? What are the
ideas âor the normative valuesâ that sustain and legitimize the political role of governmental
and nongovernmental actors? And, finally, is the multi-stakeholder model
capable of grasping the real conflicts over political power, or is it part of those conflicts,
a narrative supporting specific interests and coalitions? The main aim of this
article is to consider these issues by analysing the developments of political conflicts
over Internet governance, from the IAHC to WSIS, until recent processes such as the

consideraba irrelevantes precisamente por lo que al desarrollo del ciberespacio se
referĂa. Una vez que los mitos fundadores de un Internet sin confines, inmaterial y falto
de estructuras de gobierno han sido derrotados, ÂżcuĂĄles son las relaciones de poder que
han emergido en el campo del dominio del Internet? ÂżCuĂĄles son las ideas âo los valores
normativosâ que sostienen y legitiman el papel polĂtico de los actores gubernamentales
y no gubernamentales? AdemĂĄs, Âżel modelo multi-stakeholder sabe distinguir los
conflictos de poder reales, o Ă©l mismo parte de esos conflictos, como un discurso de
