    Healthcare PANs: Personal Area Networks for trauma care and home care

    The first hour following the trauma is of crucial importance in trauma care. The sooner treatment begins, the better the ultimate outcome for the patient. Generally the initial treatment is handled by paramedical personnel arriving at the site of the accident with an ambulance. There is evidence to show that if the expertise of the on-site paramedic team can be supported by immediate and continuous access to and communication with the expert medical team at the hospital, patient outcomes can be improved. After care also influences the ultimate recovery of the patient. After-treatment follow up often occurs in-hospital in spite of the fact that care at home can offer more advantages and can accelerate recovery. Based on emerging and future wireless communication technologies, in a previous paper [1] we presented an initial vision of two future healthcare settings, supported by applications which we call Virtual Trauma Team and Virtual Homecare Team. The Virtual Trauma Team application involves high quality wireless multimedia communications between ambulance paramedics and the hospital facilitated by paramedic Body Area Networks (BANs) [2] and an ambulance-based Vehicle Area Network (VAN). The VAN supports bi-directional streaming audio and video communication between the ambulance and the hospital even when moving at speed. The clinical motivation for Virtual Trauma Team is to increase survival rates in trauma care. The Virtual Homecare Team application enables homecare coordinated by home nursing services and supported by the patient's PAN which consists of a patient BAN in combination with an ambient intelligent home environment. The homecare PAN provides intelligent monitoring and support functions and the possibility to ad hoc network to the visiting health professionals’ own BANs as well as high quality multimedia communication links to remote members of the virtual team. The motivation for Virtual Homecare Team is to improve quality of life and independence for patients by supporting care at home; the economic motivation is to replace expensive hospital-based care with homecare by virtual teams using wireless technology to support the patient and the carers. In this paper we develop the vision further and focus in particular on the concepts of personal and body area networks

    Knowledge cluster formation in Peninsular Malaysia: The emergence of an epistemic landscape

    Knowledge clusters are central places within an epistemic landscape, i.e. in a wider structure of knowledge production and dissemination. They have the organisational capability to drive innovations and create new industries. Examples of such organisations in knowledge clusters are universities and colleges, research institutions, think tanks, government research agencies and knowledge-intensive firms with their respective knowledge workers. The following paper will look at Malaysia and its path towards a Knowledge-based economy. We first describe the development strategy of the Malaysian government which has emphasized cluster formation as one of its prime targets. We then provide evidence of the current state of knowledge cluster formation in Peninsular Malaysia and try to answer the following questions. If the formation of a knowledge cluster (especially in the ICT and multimedia industry) has been the government policy, what has been the result? Has Malaysia developed an epistemic landscape of knowledge clusters? Has the main knowledge cluster really materialised in and around Cyberjaya in the MSC Malaysia? Data collected from websites, directories, government publications and expert interviews have enabled us to construct the epistemic landscape of Peninsular Malaysia. Several knowledge clusters of a high density of knowledge producing institutions and their knowledge workers have been identified and described. The analysis of the knowledge output, measured in terms of scientific publications, patents and trademarks show that existing knowledge clusters have, indeed, been productive as predicted by cluster theory. On the other hand government designed development corridors do not always coincide with the distribution of knowledge assets. The analysis of our data pertaining to Cyberjaya, the MSC Malaysia and the “corridors” needs to be developed further to produce more robust results.Malaysia; Cyberjaya; knowledge and development; knowledge-based economy (KBE); knowledge clusters; knowledge corridors; epistemic landscape; development strategy

    Minutes of the following Workshops: • National Initiatives on Multimedia Content Description and Retrieval, Geneva, October 10th, 2007. • Metadata in Audio-Visual/Multimedia production and archiving, Munich, IRT, 21st – 22nd November 2007 Workshop in Geneva 10/10/2007 This highly successful workshop was organised in cooperation with the European Commission. The event brought together the technical, administrative and financial representatives of the various national initiatives, which have been established recently in some European countries to support research and technical development in the area of audio-visual content processing, indexing and searching for the next generation Internet using semantic technologies, and which may lead to an internet-based knowledge infrastructure. The objective of this workshop was to provide a platform for mutual information and exchange between these initiatives, the European Commission and the participants. Top speakers were present from each of the national initiatives. There was time for discussions with the audience and amongst the European National Initiatives. The challenges, communalities, difficulties, targeted/expected impact, success criteria, etc. were tackled. This workshop addressed how these national initiatives could work together and benefit from each other. Workshop in Munich 11/21-22/2007 Numerous EU and national research projects are working on the automatic or semi-automatic generation of descriptive and functional metadata derived from analysing audio-visual content. The owners of AV archives and production facilities are eagerly awaiting such methods which would help them to better exploit their assets.Hand in hand with the digitization of analogue archives and the archiving of digital AV material, metadatashould be generated on an as high semantic level as possible, preferably fully automatically. All users of metadata rely on a certain metadata model. All AV/multimedia search engines, developed or under current development, would have to respect some compatibility or compliance with the metadata models in use. The purpose of this workshop is to draw attention to the specific problem of metadata models in the context of (semi)-automatic multimedia search

    CHORUS Deliverable 3.3: Vision Document - Intermediate version

    The goal of the CHORUS vision document is to create a high level vision on audio-visual search engines in order to give guidance to the future R&D work in this area (in line with the mandate of CHORUS as a Coordination Action). This current intermediate draft of the CHORUS vision document (D3.3) is based on the previous CHORUS vision documents D3.1 to D3.2 and on the results of the six CHORUS Think-Tank meetings held in March, September and November 2007 as well as in April, July and October 2008, and on the feedback from other CHORUS events. The outcome of the six Think-Thank meetings will not just be to the benefit of the participants which are stakeholders and experts from academia and industry – CHORUS, as a coordination action of the EC, will feed back the findings (see Summary) to the projects under its purview and, via its website, to the whole community working in the domain of AV content search. A few subjections of this deliverable are to be completed after the eights (and presumably last) Think-Tank meeting in spring 2009
