    Working as one: a road map to disaster resilience for Australia

    This report offers a roadmap for enhancing Australia’s disaster resilience, building on the 2011 National Strategy for Disaster Resilience. It includes a snapshot of relevant issues and current resilience efforts in Australia, outlining key challenges and opportunities. Overview Natural disasters cause widespread disruption, costing the Australian economy 6.3billionperyear,andthosecostsareprojectedtoriseincrementallyto6.3 billion per year, and those costs are projected to rise incrementally to 23 billion by 2050. With more frequent natural disasters with greater consequences, Australian communities need the ability to prepare and plan for them, absorb and recover from them, and adapt more successfully to their effects. Enhancing Australian resilience will allow us to better anticipate disasters and assist in planning to reduce losses, rather than just waiting for the next king hit and paying for it afterwards. This report offers a roadmap for enhancing Australia’s disaster resilience, building on the 2011 National Strategy for Disaster Resilience. It includes a snapshot of relevant issues and current resilience efforts in Australia, outlining key challenges and opportunities. The report sets out 11 recommendations to help guide Australia towards increasing national resilience, from individuals and local communities through to state and federal agencies

    Governance Struggles and Policy Processes in Disaster Risk Reduction: A Case Study from Nepal

    In the neo-liberal climate of reduced responsibility for the state, alongside global platforms established to implement the Hyogo Framework for Action, a new arena opens for a multitude of stakeholders to engage in disaster risk reduction (DRR). The key role that the state can play in instituting effective DRR tends to receive little attention, yet in situations where the state apparatus is weak, such as in Nepal, it becomes evident that integrating DRR into development is a particularly challenging task. Due to the political situation in Nepal, progress has been stalled in providing a legislative context conducive to effective DRR. This paper traces the evolution of key DRR initiatives that have been developed in spite of the challenging governance context, such as the National Strategy for Disaster Risk Management and the Nepal Risk Reduction Consortium. Informed by in-depth interviews with key informants, the argument is made that the dedicated efforts of national and international non-governmental organisations, multilateral agencies and donors in mainstreaming DRR demonstrate that considerable progress can be made even where government departments are protective of their own interests and are slow to enact policies to support DRR. The paper suggests however, that without stronger engagement of key political actors the prospects for further progress in DRR may be limited. The findings have implications for other post-conflict countries or weak states engaging in DRR

    Accredited qualifications for capacity development in disaster risk reduction and climate change adaptation

    Increasingly practitioners and policy makers working across the globe are recognising the importance of bringing together disaster risk reduction and climate change adaptation. From studies across 15 Pacific island nations, a key barrier to improving national resilience to disaster risks and climate change impacts has been identified as a lack of capacity and expertise resulting from the absence of sustainable accredited and quality assured formal training programmes in the disaster risk reduction and climate change adaptation sectors. In the 2016 UNISDR Science and Technology Conference on the Implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, it was raised that most of the training material available are not reviewed either through a peer-to-peer mechanism or by the scientific community and are, thus, not following quality assurance standards. In response to these identified barriers, this paper focuses on a call for accredited formal qualifications for capacity development identified in the 2015 United Nations landmark agreements in DRR and CCA and uses the Pacific Islands Region of where this is now being implemented with the launch of the Pacific Regional Federation of Resilience Professionals, for DRR and CCA. A key issue is providing an accreditation and quality assurance mechanism that is shared across boundaries. This paper argues that by using the United Nations landmark agreements of 2015, support for a regionally accredited capacity development that ensures all countries can produce, access and effectively use scientific information for disaster risk reduction and climate change adaptation. The newly launched Pacific Regional Federation of Resilience Professionals who work in disaster risk reduction and climate change adaptation may offer a model that can be used more widely

The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations.     Professional doctorates: applicability to the construction industry in increasing societal resilience to disasters

    With the increase in occurrence of high impact disasters, the role of Higher Education Institutes (HEIs) in enhancing the disaster related knowledge and skills of construction professionals is highly recognised. HEIs are expected to contribute to both theory and practice in the development of societal resilience to disasters through the development of curricular and modules to update the knowledge and skills that employees have obtained in the past. Doctoral education is identified as one of the methods in upgrading the knowledge of the construction professionals in this regard. Due to the shortcomings of the traditional doctoral programmes in addressing the needs of the industry and professionals, professional doctorates have become increasingly recognised. As such professional doctoral programmes have been considered as more appropriate in developing knowledge and skills of the construction professionals. Accordingly, a EU funded project, CADRE, aims to develop and test an innovative professional doctoral programme that integrates professional and academic knowledge in the construction industry to develop societal resilience to disasters. As part of this project, the paper aims to analyse the applicability of professional doctorates to the construction industry in developing societal resilience. Based on an extensive review of literature, paper introduces the concept of professional doctoral programmes and its applicability to the construction industry in developing societal resilience

    Disaster Resilience Education and Research Roadmap for Europe 2030 : ANDROID Report

    A disaster resilience education and research roadmap for Europe 2030 has been launched. This roadmap represents an important output of the ANDROID disaster resilience network, bringing together existing literature in the field, as well as the results of various analysis and study projects undertaken by project partners.The roadmap sets out five key challenges and opportunities in moving from 2015 to 2030 and aimed at addressing the challenges of the recently announced Sendai Framework for Disaster Risk Reduction 2015-2030. This roadmap was developed as part of the ANDROID Disaster Resilience Network, led by Professor Richard Haigh of the Global Disaster Resilience Centre (www.hud.ac.uk/gdrc ) at the School of Art, Design and Architecture at the University of Huddersfield, UK. The ANDROID consortium of applied, human, social and natural scientists, supported by international organisations and a stakeholder board, worked together to map the field in disaster resilience education, pool their results and findings, develop interdisciplinary explanations, develop capacity, move forward innovative education agendas, discuss methods, and inform policy development.     Partnerships for Sustainable Development Goals 2016

    This present document is the fourth edition of a report that has been prepared by the Division for Sustainable Development of UN-DESA as a follow up the Rio+20 Conference in 2012, as an effort to provide status of progress multi-stakeholder partnerships and voluntary commitments have in realizing sustainable development. This current 2016 edition reviews a number of action networks and multi-stakeholder partnerships, with a particular focus on how they support the theme of the 2016 High-level Political Forum on Sustainable Development (HLPF) - "Ensuring that no one is left behind". Information in the report is largely based on submissions from the Partnerships for SDGs online platform, which was originally developed following the Rio+20 Conference in 201. The platform was recently redesigned ahead of the adoption of 2030 Agenda for Sustainable Development at the United Nations Sustainable Development Summit in September 2015
