    IMPETUS: Implementing HELP in the Upper Ouémé basin

    Regional climate models that take into account land-use changes indicate that in the future, a general decrease in rainfall, together with prominent surface heating, can be expected for sub-Saharan Africa and the region north of the Sahara until 2050. Due to high population growth, land use changes rapidly and influences water availability and water demand. In this context, the research project IMPETUS (‘An Integrated Approach to the Efficient Management of Scarce Water Resources in West Africa’) offers a range of options for sustainable management of different components of the hydrological cycle. Target areas are the OuĂ©mĂ© basin in Benin and the DrĂąa catchment in Morocco. This paper concentrates on the OuĂ©mĂ© basin.Based on plausible scenarios of future economic, demographic, and climate developments, the effects of land use, land cover change, climate change, and demographic development on water availability and water demand are quantified. Scenarios of future water availability and water demand for the Upper OuĂ©mĂ© (Benin) catchment are discussed. To calculate water availability, the output of a regional climate model was linked to a hydrological model that also considered land use change calculated by a cellular automata model. Future water requirements were computed by linking population growth and per capita water demand, which was derived from a regional survey. Furthermore, the need for water for animal husbandry was considered.The results of the ‘business as usual’ scenario, combined with IPCC Scenarios A1B and B2, through the year 2045 are presented. The results reveal a significant decrease in water availability (surface water and groundwater) due to a decrease in rainfall and a significant increase in evapotranspiration. Although total water consumption increases strongly, it represents only about 0.5% of the yearly renewable water resources. Comparing these data, it may be concluded that water scarcity is not a problem in Benin. However, water availability shows high temporal variations due to the rainy and the dry seasons.     Framing effectiveness in impact assessment: Discourse accommodation in controversial infrastructure development

    There is ongoing debate about the effectiveness of impact assessment tools, which matters both because of the threat to future practice of the tools which are frequently perceived to be ineffective, and because of the disillusionment that can ensue, and controversy generated, amongst stakeholders in a decision context where opportunities for meaningful debate have not been provided. In this article we regard debate about the meaning of effectiveness in impact assessment as an inevitable consequence of increased participation in environmental decision-making, and therefore frame effectiveness based on an inclusive democracy role to mean the extent to which impact assessment can accommodate civil society discourse. Our aim is to investigate effectiveness based on this framing by looking at one type of impact assessment - environmental impact assessment (EIA) - in two controversial project proposals: the HS2 rail network in England; and the A4DS motorway in the Netherlands. Documentary analysis and interviews held with key civil society stakeholders have been deployed to identify discourses that were mobilised in the cases. EIA was found to be able to accommodate only one out of four discourses that were identified; for the other three it did not provide the space for the arguments that characterised opposition. The conclusion in relation to debate on framings of effectiveness is that EIA will not be considered effective by the majority of stakeholders. EIA was established to support decision-making through a better understanding of impacts, so its ineffectiveness is unsurprising when its role is perceived to be broader. However, there remains a need to map discourses in different decision contexts and to analyse the extent to which the range of discourses are accommodated throughout the decision process, and the role of impact assessment in those processes, before recommendations can be made to either improve impact assessment effectiveness, or whether it is simply perceptions of effectiveness that need to be improved

    Water use options for regional development : potentials of new water technologies in Central Northern Namibia

    The CuveWaters project relates the alignment and implementation of innovative water technologies to an Integrated Water Resources Management (IWRM) in the Cuvelai-Etosha-Basin, which lies in Central Northern Namibia. The aim here is to improve inhabitants’ living conditions by means of appropriate technical schemes and measures – particularly with a view to enhancing water supply and basic sanitation (incl. waste water disposal). A focal part of Cuve-Waters concerns the re-use of water, efficient use of water and utilisation of different water qualities for different purposes (multi-resource mix). With respect to urban conditions and the problems of adequate supply and sanitation, the prospect of a semi-decentralised infrastructure system is under investigation, a concept which includes rainwater utilisation as well as waste water collection and treatment. One major option for such systems, in which waste water is considered a valuable resource, is a washing house combining effective waste water collection (vacuum sewer) with high-tech separation techniques (generation of energy, nutrients and waste water processing). Cleaned waste water – free of bacteria, viruses or pathogens – and fertiliser from an anaerobic waste water treatment plant can be re-used for irrigation in small scale agriculture to enhance food security and/or generate alternative income through the marketing of fresh produce. Energy, in the form of biogas, can be used for cooking or lighting. On the rural sites of the study area, adequate water supply poses a major challenge, for which three technology options are investigated here: rainwater harvesting, solar-coupled desalination of brackish groundwater, and managed aquifer recharge. Suitable technology options are selected for different sites in a participatory process (cf. CuveWaters Project 2008a, CuveWaters Project 2008b). Thus, general aims of the project in terms of providing regional economic impetus and improving livelihoods are: - to link integrated water resources management to land issues, develop the technology needed to build capacity, and achieve better governance; - to bring together supply- and demand-driven approaches in developing the infrastructure; - to consider water as related to other resources (land, energy, nutrients) and other fields of sustainability such as poverty reduction, equality and regional development. From these project objectives arise the key questions driving the surveys documented in this paper: what impetus for regional development can be expected from the implementation of technological options selected for the CuveWaters project? What constraints and obstacles need to be considered here, particularly in terms of incorporating the technologies into strategies of IWRM? What conclusions can be drawn when it comes to the supervision of implementation (training, capacity building, governance)? After an introduction the economic and social situation in the Cuvelai-Etosha Basin along with the conditions for urban agriculture is outlined. This is followed by the discussion of the potentials for water-related activities in the region, taking into account additional water uses and the operation and development of infrastructures, whilst investigating the potentials of urban agriculture for Central Northern Namibia. Finally, these potentials are summarized and conclusions pertaining to flanking measures for technical implementation are drawn

    Change, Choice, and Commercialization: Backpacker Routes in Southeast Asia

    South-East Asia has the oldest and largest backpacker trails. This paper examines the geographies of such flows, drawing upon the largest survey to date of backpackers in Asia using qualitative research to survey the key changes from the 1970s to the 2000s. Backpacker trails have changed significantly and new routes have emerged including the ‘northern trail’ (Bangkok - Cambodia - Vietnam - Laos). It is to be expected that routes change as backpackers constantly seek new places, pioneering for later mass tourism. However, this paper suggests that using institutionalization as a framework, these changing trails and backpacker ‘choices’ can be seen as driven by growing commercialization and institutionalization. This then operates in combination with external variables (travel innovations - low cost airlines, and new transport networks); exogenous shock (political instability, terrorism); and growing regional competition from emerging destinations such as Vietnam and Cambodia
