    Planning for Density in a Driverless World

    Automobile-centered, low-density development was the defining feature of population growth in the United States for decades. This development pattern displaced wildlife, destroyed habitat, and contributed to a national loss of biodiversity. It also meant, eventually, that commutes and air quality worsened, a sense of local character was lost in many places, and the negative consequences of sprawl impacted an increasing percentage of the population. Those impacts led to something of a shift in the national attitude toward sprawl. More people than ever are fluent in concepts of “smart growth,” “new urbanism,” and “green building,” and with these tools and others, municipalities across the country are working to redevelop a central core, rethink failing transit systems, and promote pockets of density. Changing technology may disrupt this trend. Self-driving vehicles are expected to be widespread within the next several decades. Those vehicles will likely reduce congestion, air pollution, and deaths, and free up huge amounts of productive time in the car. These benefits may also eliminate much of the conventional motivation and rationale behind sprawl reduction. As the time-cost of driving falls, driverless cars have the potential to incentivize human development of land that, by virtue of its distance from settled metropolitan areas, had been previously untouched. From the broader ecological perspective, each human surge into undeveloped land results in habitat destruction and fragmentation, and additional loss of biological diversity. New automobile technology may therefore usher in better air quality, increased safety, and a significant threat to ecosystem health. Our urban and suburban environments have been molded for centuries to the needs of various forms of transportation. The same result appears likely to occur in response to autonomous vehicles, if proactive steps are not taken to address their likely impacts. Currently, little planning is being done to prepare for driverless technology. Actors at multiple levels, however, have tools at their disposal to help ensure that new technology does not come at the expense of the nation’s remaining natural habitats. This Article advocates for a shift in paradigm from policies that are merely anti-car to those that are pro-density, and provides suggestions for both cities and suburban areas for how harness the positive aspects of driverless cars while trying to stem the negative.     Wireless vehicular cooperative systems have been identified as an attractive solution to improve road traffic management, thereby contributing to the European goal of safer, cleaner, and more efficient and sustainable traffic solutions. V2V-V2I communication technologies can improve traffic management through real-time exchange of data among vehicles and with road infrastructure. It is also of great importance to investigate the adequate combination of V2V and V2I technologies to ensure the continuous and costefficient operation of traffic management solutions based on wireless vehicular cooperative solutions. However, to adequately design and optimize these communication protocols and analyze the potential of wireless vehicular cooperative systems to improve road traffic management, adequate testbeds and field operational tests need to be conducted. Despite the potential of Field Operational Tests to get the first insights into the benefits and problems faced in the development of wireless vehicular cooperative systems, there is yet the need to evaluate in the long term and large dimension the true potential benefits of wireless vehicular cooperative systems to improve traffic efficiency.     Case study based approach to integration of sustainable design analysis, performance and building information modelling

    This paper presents a case study based research of both the method and technology for integration of sustainable design analysis (SDA) and building information modelling (BIM) within smart built environments (SBE). Level 3 BIM federation and integration challenges are recognised and improvements suggested, including issues with combining geometry and managing attribute data. The research defines SDA as rapid and quantifiable analysis of diverse sustainable alternatives and ‘what if’ scenarios posed by a design team and client during the early stages of the project, where the benefits of correct decisions can significantly exceed the actual investment required. The SDA concept and BIM integration findings are explained through a convergence from conceptualisation to calculation stages, emphasising the importance of an iterative over a linear approach. The approach allowed for a multitude of “what if” scenarios to be analysed, leading to more informed sustainable solutions at the right stages of the project development, with a generally lower level of detail (LOD) and computational/modelling effort required. In addition, the final stage of Building Regulations Part L compliance calculations was reached with a lot greater level of certainty, in terms of its requirements. Finally, a strategy for long term performance monitoring and evaluation of the building design in terms of its environmental sustainability is presented, via integration between BIM and SBE (Smart Built Environment) technologies

In order to achieve this goal in a global manner, new technologies are required as the robotic one. But Public entities unknown the possibilities offered by this technology to get solutions to their needs. In this paper the development of the Innovative Public Procurement instruments is explained, specifically the process PDTI (Public end Users Driven Technological Innovation) as a driving force of robotic research and development and offering a list of robotic urban challenges proposed by European cities that have participated in such a process.     Analysis of the Natura 2000 Networks in Sweden and Spain

    In this paper the main differences between Natura 2000 Network in Sweden and Spain are analyzed. Comparing different documents at different levels: European, national and regional, the author aims to understand which strategies have been taken in both countries regarding the implementation, management, funding and social reactions of Natura 2000 Network and verify whether in a common Europe the differences in the understanding of environmental common policy are decisive and define the implementation process. The results can clearly show that such differences occur in practically the total issues analyzed. Sweden could be characterized by its orderly and homogeneous implementation process with a close communication between public administration and stakeholders that have influenced all the process. As a result its Natura 2000 Network has marked differences on distribution and size in its Natura sites. Spain, however, shows a heterogeneous and complicated process characterized for both the disinformation due to the lack of communication with the stakeholders and controversial legislative measures which caused social reactions against this network. In contrast it seems that the criteria followed for the sites selection were less influenced by stakeholders. As a conclusion environmental Directives transpositions are being fulfilled with different criteria having as a result significant differences in their final objective
