    Striking the Balance: US Army Force Posture in Europe, 2028—A Study Sponsored by the Office of the Secretary of the Army

    Within the context of Europe, the US Army must develop a force posture that best navigates the tensions between deterring or defeating armed conflict at an acceptable cost, successfully competing below armed conflict, and maintaining global responsiveness and institutional flexibility through the global operating model and dynamic force employment. While Russia’s economy, and consequently military capability will likely shrink over the next 10 years, which can make them more dangerous as the Kremlin continues to try to punch above its weight. The ideal force posture needs to accomplish a range of on-going and contingency missions and also be adaptive enough to remain viable despite any number of potential swings in resources, military balance, or the domestic politics of allies. This study recommends five possible strategic approaches and specifies what conditions and priorities optimize each. The principal investigators recommend investing in a multidomain alliance. This strategic approach enables the joint force and multinational partners to get the most of their capabilities and makes the best use of the Army’s top modernization priorities, such as long-range fires in a way that alters the strategic balance of a theater to avert a potentially catastrophic, albeit low probability, scenario of armed conflict. More importantly, this strategic approach is far more stable in a crisis, as it does not place policymakers in having to rush this critical, escalatory capability into theater at a moment of high tension.     Life cycle cost modelling as an aircraft design decision support tool

    This report summarizes the work that has been carried out as part of the FLAVIIR project, a 5 year research program looking at technologies for future unmanned air vehicles. A novel classification of aircraft product definition is utilised and a framework to estimate the life cycle cost of aircraft using the product definition is presented. The architecture to estimate the life cycle cost and the associated models are described.The acquisition costs are estimated using a hierarchical structure and a discrete simulation model is used to estimate the maintenance and operation costs. The acquisition cost model uses an object oriented approach with libraries of materials and processes integrated into the cost model. Risk analysis is performed to identify the important design parameters and uncertainty in the model. The acquisition cost model developed has the capability to estimate the costs of aircraft structures manufactured using metal-based materials as well as non-metal-based materials.The discrete event simulation model estimates the operation and maintenance costs of a fleet of aircraft using the mission characteristics, aircraft performance and the logistics data as input. The aircraft performance parameters are calculated by using aerodynamic analysis along with performance analysis models and the simulation model utilises a novel methodology to link aircraft performance with survivability analysis for estimating the maintenance costs.A framework is presented in which the cost models developed can be integrated into the conceptual design process to facilitate the comparison between different configurations. The usage of the life cycle cost framework as a decision support tool is outlined and three case studies are presented which include composites vs metals trade-off analysis, optimisation studies and web deployment for real time cost estimation. The novel contributions of this research are outlined and interesting avenues for future research that can be pursued are identified

    A concurrent design facility architecture for education and research in multi-disciplinary design of complex systems

    Engineering design processes applied in the industry focuses more towards a concurrent approach rather than traditional sequential design, because of its potential to improve lead-time, quality and reducing cost. In Concurrent Design (CD) or concurrent engineering (CE), all elements of the product life cycle are included and considered simultaneously during the design process. CE is also known as Collaborative Engineering. Over the last two decades, industries have applied a dedicated CD environment, representing an infrastructure of integrated hardware and software, where multi-disciplinary design teams work together collaboratively on a specific project. Graduates moving into engineering design will become more involved in CD and the use of so-called Concurrent Design Facilities (CDF). Therefore, universities need to adopt their design curriculums and expose students to CD principles to make them work-ready for this new environment. The objectives of this thesis are to investigate the design engineering education approaches in universities, with a focus on aerospace engineering, and to identify the requirements for a concurrent design facility specifically for design education and research. The thesis gives give special attentions to the design of concurrent design facility that are low-cost, adaptable, and easy to use and its role in the overall design curriculums
