    Multi-dimensional, multi-national, multi-faceted hydrographic training: the Nippon Foundation GEBCO training program at the University of New Hampshire

    Hydrographic training entered a new era when students arrived at the University of New Hampshire in August of 2004 to form the first class of the Nippon Foundation GEBCO (General Bathymetric Chart of the Oceans) training program. Born out of the need to replenish GEBCO’s aging human material, and of the desire to spread deep ocean mapping capabilities more widely throughout the world, the program attracted applications from 57 students in over thirty countries. The seven selected each had post graduate training and several years experience, but differed in that three were hydrographers, two geologists and two oceanographers. Classes planned for the next two years will bring in a further fourteen students. The UNH program had been selected as the closest match to the general course requirements GEBCO considered that ocean bathymetrists should have. Subjects include all types of depth measurements, oceanography, acoustics, tides, plate tectonics, sea floor morphology, ocean basins, sedimentary processes, hydrothermal-thermal processes, gravity-magnetic relationships to seafloor fabrics, positioning and geodesy, maps and charts, IHO standards, GIS, data bases, gridding, contouring, spatial statistics, and the history of GEBCO and ocean mapping. These are taught at the graduate level as part of the graduate degree program at UNH. In this paper, the experiences that participants from the different backgrounds underwent are recounted with the overall goal of improving the general education required to map the floors of the deep ocean. Recommendations are made regarding the prior preparation of students entering the program, the content and intensity of courses comprising the program, and follow-up actions to solidify the learning experience.     The present and future use of satellites to locate offshore platforms and relay data from in situ sensors to shore was examined. A system of the ARGOS type will satisfy the increasing demand for oceanographic information through data relay and platform location. The improved ship navigation provided by the Global Positioning System (GPS) will allow direct observation of currents from underway ships. Ocean systems are described and demand estimates on satellite systems are determined. The capabilities of the ARGOS system is assessed, including anticipated demand in the next decade

    Police SWAT teams and Military Special Forces face mounting pressure and challenges from adversaries that can only be resolved by way of ever more sophisticated inputs into tactical operations. Lethal Autonomy provides constrained military/security forces with a viable option, but only if implementation has got proper empirically supported foundations. Autonomous weapon systems can be designed and developed to conduct ground, air and naval operations. This monograph offers some insights into the challenges of developing legal, reliable and ethical forms of autonomous weapons, that address the gap between Police or Law Enforcement and Military operations that is growing exponentially small.     CONTAINER TRANSPORTATION NETWORK EQUILIBRIUM ANALYSIS CONSIDERING DRAFT OF VESSEL

    This paper analyzes container transportation network equilibrium considering draft of vessels. Concept of load factor (ďż˝) of ship is included in the model. Three players are considered, i.e. port administrator, ship companies (carriers), and shippers. Interaction of these players leads to Nash equilibrium problem. The result of the model calculation indicates that Hong Kong and Singapore port dominates container throughput in the world and the big vessel (3000 - 6000 TEU) is dominant in these ports. Conversely, the smaller port with depth less than 15 m dominated by 1000 TEU vessels. The result is inline with the reality. The other finding from the study is 6000 TEU vessels can enter port with depth less than 15 m such as port of Shanghai. Again, it is inline with reality.     Traffic Analysis for the Calibration of Risk Assessment Methods

    In order to provide some measure of the uncertainty inherent in the sorts of charting data that are provided to the end-user, we have previously proposed risk models that measure the magnitude of the uncertainty for a ship operating in a particular area. Calibration of these models is essential, but the complexity of the models means that we require detailed information on the sorts of ships, traffic patterns and density within the model area to make a reliable assessment. In theory, the ais system should provide this information for a suitably instrumented area. We consider the problem of converting, filtering and analysing the raw ais traffic to provide statistical characterizations of the traffic in a particular area, and illustrate the method with data from 2008-10-01 through 2008-11-30 around Norfolk, VA. We show that it is possible to automatically construct aggregate statistical characteristics of the port, resulting in distributions of transit location, termination and duration by vessel category, as well as type of traffic, physical dimensions, and intensity of activity. We also observe that although 60 days give us suffi- cient data for our immediate purposes, a large proportion of it—up to 52% by message volume—must be considered dubious due to difficulties in configuration, maintenance and operation of ais transceivers
