However, many countries around the world are still in the pilot phase promoted and regulated by government agencies. This is the case in Colombia, where the assignment of the first 5G band is planned for the third quarter of 2021. By analyzing the results of the pilot phase and the roadmap of the Colombian Ministry of Information and Communication Technologies (MinTIC), we can determine the main issues, which contribute to the deployment of 5G mobile technology as well as the plans to achieve a 5G stand-alone network from 4G networks. This is applicable to other countries in Latin America and the world. Then, our objective is to synthesize and share the most important concepts of 5G mobile technology such as the MIMO (multiple input/multiple output) antenna, RAN (Radio Access Network), C-RAN (Centralised-RAN), and frequency bands, and evaluate the current stage of its introduction in Colombia.AUIP (Iberoamerican University Association for Postgraduate Studies

    Mobile apps for cognitive restructuring: a review and comparative analysis

    Cognitive restructuring is a central component of cognitive behavioral therapy (CBT) and thought records have for decades been a widely used method for helping clients to identify, evaluate, and modify dysfunctional thoughts. The widespread adoption of mobile technology along with changing habits and expectations of therapy clients have led to the development of numerous mobile apps aimed at replicating this core aspect of CBT. This review identifies, describes, and compares current CBT apps that include digitized versions of thought records. Searches of the Apple App Store, Android Google Play Store, published literature, and relevant websites yielded 19 apps that were reviewed and compared with respect to their representation and sequencing of common cognitive restructuring elements. The apps were also compared across a variety of variables of likely relevance to practicing clinicians, including cost, data security, empirical support, user reviews, provision of additional clinical tools, and the involvement of mental health professionals in their development. The review aims to be a resource for practicing clinicians interested in selecting a cognitive restructuring app that replicates paper-based thought records in digital form. Following a discussion of limitations of the current review, recommendations and future directions are described

    Social Media for Cities, Counties and Communities

    Social media (i.e., Twitter, Facebook, Flickr, YouTube) and other tools and services with user- generated content have made a staggering amount of information (and misinformation) available. Some government officials seek to leverage these resources to improve services and communication with citizens, especially during crises and emergencies. Yet, the sheer volume of social data streams generates substantial noise that must be filtered. Potential exists to rapidly identify issues of concern for emergency management by detecting meaningful patterns or trends in the stream of messages and information flow. Similarly, monitoring these patterns and themes over time could provide officials with insights into the perceptions and mood of the community that cannot be collected through traditional methods (e.g., phone or mail surveys) due to their substantive costs, especially in light of reduced and shrinking budgets of governments at all levels. We conducted a pilot study in 2010 with government officials in Arlington, Virginia (and to a lesser extent representatives of groups from Alexandria and Fairfax, Virginia) with a view to contributing to a general understanding of the use of social media by government officials as well as community organizations, businesses and the public. We were especially interested in gaining greater insight into social media use in crisis situations (whether severe or fairly routine crises, such as traffic or weather disruptions)

    Improving Beneficiary Feedback Mechanisms for Refugees

    This review looks at beneficiary feedback mechanisms in humanitarian contexts. The review was asked to focus on three areas in relation to beneficiary feedback mechanisms: best practice, impacts of feedback approaches, and the use and impact of digital technology on beneficiary-agency relationships. A number of case studies and examples from international non-governmental organisations and agencies are used to demonstrate different feedback mechanisms and lessons learned from the implementation of these. Some of these case studies include information on ‘impact’, however, it was found that impacts were often limited to the activity and programme level and few demonstrated sustained or substantial impact higher up within organisations or in strategic decision-making. Attribution to feedback mechanisms is also difficult. Although the use of digital technologies in humanitarian contexts is now common practice, little literature or evidence could be found around the impact of these on beneficiary-agency relationships. This is an emerging area where more research is urgently needed
