    Resource allocation in mobile edge cloud computing for data-intensive applications

    Rapid advancement in the mobile telecommunications industry has motivated the development of mobile applications in a wide range of social and scientific domains. However, mobile computing (MC) platforms still have several constraints, such as limited computation resources, short battery life and high sensitivity to network capabilities. In order to overcome the limitations of mobile computing and benefit from the huge advancement in mobile telecommunications and the rapid revolution of distributed resources, mobile-aware computing models, such as mobile cloud computing (MCC) and mobile edge computing (MEC) have been proposed. The main problem is to decide on an application execution plan while satisfying quality of service (QoS) requirements and the current status of system networking and device energy. However, the role of application data in offloading optimisation has not been studied thoroughly, particularly with respect to how data size and distribution impact application offloading. This problem can be referred to as data-intensive mobile application offloading optimisation. To address this problem, this thesis presents novel optimisation frameworks, techniques and algorithms for mobile application resource allocation in mobile-aware computing environments. These frameworks and techniques are proposed to provide optimised solutions to schedule data intensive mobile applications. Experimental results show the ability of the proposed tools in optimising the scheduling and the execution of data intensive applications on various computing environments to meet application QoS requirements. Furthermore, the results clearly stated the significant contribution of the data size parameter on scheduling the execution of mobile applications. In addition, the thesis provides an analytical investigation of mobile-aware computing environments for a certain mobile application type. The investigation provides performance analysis to help users decide on target computation resources based on application structure, input data, and mobile network status

    Knowledge Management As an Economic Development Strategy

    The United States is shifting to an information economy. Productive capability is no longer completely dependent on capital and equipment; information and knowledge assets are increasingly important. The result is a new challenge to the practice of local economic development. In this information economy, success comes from harnessing the information and knowledge assets of a community and from helping local businesses succeed in the new environment. Knowledge Management (KM) can provide the tools to help economic development practitioners accomplish that task. KM is a set of techniques and tools to uncover and utilize information and knowledge assets -- especially tacit knowledge. Economic development organizations can use KM tools to enhance external communications of local companies including marketing and to promote internal communications within local businesses and help companies capture tacit knowledge. More importantly, they can use those tools to uncover and develop local intellectual assets, including helping develop information products, and helping identify entrepreneurial and business opportunities. KM tools are also useful in developing local economic clusters. Finally, these tools can be used to enhance external knowledge sharing among the economic development community and to capture and share tacit knowledge within an economic development organization

    Electronic fraud detection in the U.S. Medicaid Healthcare Program: lessons learned from other industries

    It is estimated that between 600and600 and 850 billion annually is lost to fraud, waste, and abuse in the US healthcare system,with 125to125 to 175 billion of this due to fraudulent activity (Kelley 2009). Medicaid, a state-run, federally-matchedgovernment program which accounts for roughly one-quarter of all healthcare expenses in the US, has been particularlysusceptible targets for fraud in recent years. With escalating overall healthcare costs, payers, especially government-runprograms, must seek savings throughout the system to maintain reasonable quality of care standards. As such, the need foreffective fraud detection and prevention is critical. Electronic fraud detection systems are widely used in the insurance,telecommunications, and financial sectors. What lessons can be learned from these efforts and applied to improve frauddetection in the Medicaid health care program?
