    Developing countries and the future of the Kyoto Protocol

    Developing countries will need to be involved if a future international agreement is to be effective in slowing climate change. Under the Kyoto Protocol’s first commitment period (2008-12), developing countries have not got emissions targets, and the United States have opted out. Whether the Kyoto Protocol will live and have ‘teeth’ in future depends on negotiations which are due to formally begin in 2005. Current conflicting positions between developing countries, the United States, and Europe appear entrenched, but progress could be made towards cooperation if developing countries’ interests are paid heed and a balance on equity issues is achieved. This paper interprets some of the politics and economics surrounding developing country participation in international climate policy, including future emissions targets, the Clean Development Mechanism (CDM), and adaptation to climate change.Climate policy, Kyoto Protocol, international environmental negotiations, developing countries.

    Developing Attorneys for the Future: What Can We Learn From the Fast Trackers?

    Leaders in law firms tend to be those attorneys who thrive in a law firm environment from the beginning—successful associates who become successful partners. Later, they are asked to be the leaders of practice areas, committees and, ultimately, part of senior management. While high-performing associates may not be formally promoted to leadership positions for some time, it is important to understand what makes them—as young associates—stand out from their peers. Who are these future leaders, and what qualities predict their advancement in a law firm environment? These are the questions we set out to explore. To date, little empirical work exists on the characteristics and behaviors of high-potential associates—how to recognize them from the beginning and how to develop them. Instead, law students continue to be hired most commonly based on the law school they attended and their GPA, under the assumption that law school and GPA are related to future performance as an attorney. Transcript and resume review are typically accompanied by a series of 30-minute interviews consisting of questions that vary from candidate to candidate. Consequently, hiring decisions result from a combination of the reputation of the law school attended, GPA, and the interviewing partners’ gut feeling

    The voluntary and community sector in Blyth Valley - developing a vision for the future

    1. Sustainable Cities Research Institute has produced this report following research carried out on behalf of Blyth Valley Local Strategic Partnership. The research involved documentary analysis, case studies, and interviews and focus groups involving key players within the Voluntary and Community Sector (VCS). 2. The VCS is regarded as a significant contributor to the area’s economy and a key service delivery agent. Broadly defined, it contributes about 3.8% of regional GDP and employs an estimated 4.4% of the region’s workforce. An estimated 40,000 organisations are thought to be active in the region. 3. A number of external pressures influencing the sector were identified: the need to engage with LSPs and play a full part in other local and regional networks; the need to respond to changes in governance structures; funding changes such as the end of SRB funding; and the need for strong infrastructure organisations to support the sector and enhance communication systems. 4. Contributors identified the following strengths of Blyth Valley VCS: good partnership working; dedicated volunteers; flexibility and speed of response; valuable training provision; high quality community centres; excellent community links, including involving hard to reach people; value for money; and diversity within the sector. 5. However, it was thought that the following areas could be improved upon: the relationship with the LSP; some community buildings being underused; heavy reliance on a few key staff and volunteers; structural issues, which can result in duplication of resources; heavy demands in terms of time, resources and skills; inflexible monitoring systems; the problems of short-term funding; level of social economy activity; and the need to promote the sector. 6. A number of aspirations were identified for the sector: better funding arrangements and more long-term funding; developing the infrastructure by building more centres outside Blyth town; more centralised organisational support for VCS agencies; more social economy activity, and closer working between agencies. 7. The preferred option for the future of the VCS was the development of a new infrastructure organisation that can, where appropriate, incorporate the existing infrastructure organisations and provide support to the sector as a whole. It was thought that the option of establishing this new organisation as a Development Trust should be further explored. 8. The new organisation could act as a ‘One Stop Shop’ providing advice and support on fundraising, management, human resources, health and safety, insurance, and training. It could also lend weight to funding applications; help to develop more sustainable relationships with the Council and LSP, thus freeing the Community Development Team to develop its strategic role; enhance levels of co-ordination within the sector; and develop a dedicated research facility for the sector. 9. To minimise the range of concerns expressed about how the process of change is to be managed, it is recommended that the next step should be to commission a feasibility study that will explore the various options regarding the process of change - and the establishment of the new organisation - in greater detail. 10. This report will be launched at an event held for Blyth Valley VCS in Spring 2004

    Developing Future UK Energy Performance Standards: The St Nicholas Court project, Final Report

    The St Nicholas Court Project was set up to explore the implications of an enhanced energy performance standard for new housing for the design, construction and performance of timber framed dwellings. The energy performance standard, EPS08, is modelled on proposals made by the DETR in June 2000 for a possible review of Part L of the Building Regulations in the second half of the present decade. The overall goal of the project was to support the next revision of Part L through an enhanced body of qualitative and quantitative evidence on options and impacts. The seeds of the project were contained in a report – Towards Sustainable Housing - commissioned by Joseph Rowntree Foundation at the start of the last review of this part of the Building Regulations. The project itself has been based on the St Nicholas Court Development which involves the design and construction of a group of 18 low energy and affordable dwellings on a brown field site in York (see site plan below). The research project was established in two stages. Initial funding was provided by the Joseph Rowntree Foundation in the spring of 1999. This ensured the involvement of the research team from the outset of the development process. Additional funding was provided from late 2000 by the Housing Corporation and by the DETR through the Partners in Innovation programme (responsibility for which now lies with the DTI). The research project was originally divided into five phases – project definition, design, construction, occupation, and communication and dissemination. Delays in site acquisition initially allowed the design phase to be extended, but ultimately forced the abandonment of the construction and occupation phases, and the scaling down of the communication and dissemination phase. Despite the delays, the development itself will now go ahead, with construction starting in mid-2003

    Short urban food chains in developing countries: signs of the past or of the future?

    The paper investigates the role and future of short food chains supplying cities in developing countries. It is based on a conceptual framework on proximity (mostly used in developed countries and tested here in developing contexts), surveys in Vietnam on the organisation of vegetable chains supplying urban markets, as well as surveys in Africa and secondary empirical data. In line with the predictions of spatial economics, short food chains are dominant in the supply of perishable produce, e.g. leafy vegetables in Vietnam, as in a number of cities of Africa and Asia. There are instances where farmers and consumers are active in taking advantage of regular interactions, especially to promote food quality and safety, in a context of growing concerns on the part of consumers for their health.
