    Assessing eLearning systems success in Nigeria: an application of the DeLone and McLean Information Systems Success Model

    Aim/Purpose: This study is based on the DeLone and McLean's Information Systems Success (D & M ISS) model, which was modified to determine the success factors re-sponsible for the acceptance of an e-learning system called Canvas by students of a Nigerian University. Background: The adoption of eLearning has been under studied within the context of devel-oping countries. There have been calls in the literature for further research from a developing country perspective. This study attempts to fill this knowledge gap by investigating the factors responsible for students' adoption of eLearning in a Nigerian University. Methodology: The study was built on the premise that system quality (SQ), service quality (ServQ) and information quality (IQ) are determinants of behavioral intention to use Canvas and user satisfaction of Canvas, both of which in turn influence the actual usage of Canvas. Responses from 366 students were analyzed with AMOS 22 using structural equation model (SEM) to test the relationships be-tween the constructs of the proposed model. Contribution: The study contributes to the research gap about the paucity of studies in the adoption of eLearning in developing countries that have placed emphasis on the use of eLearning systems or on the software quality attributes of the sys-tems under investigation. Findings: The results partially supported the effect of the quality antecedents on behav-ioral intention and user satisfaction of students. There was full support for the relationship between behavioral intention and user satisfaction of students on their actual usage of Canvas. Recommendations for Practitioners: The level of significance of the constructs identified in the study will guide the formulation of strategies and methods that could further enhance the adoption of eLearning systems in developing countries, specifically Nigeria. Recommendation for Researchers: Theoretically, the study contributes to the body of knowledge on eLearning adoption by empirically validating the DeLone and McLean model in a different context, specifically sub-Saharan Africa. Future Research: Future research could investigate the factors that influence instructors' behav-ioral intentions to use eLearning applications and also the effect that the in-structors have on students' adoption of eLearning

    Usersa Training: The Predictor of Successful eLearning in HEIs

    Research reveals over and over that the successful development and use of eLearning systems in higher education institutions (HEIs) are squarely anchored on the roles of users in the development and use phases of an eLearning project. At the development level, researchers suggest that all decisions and implementation must be user-centric by constantly scanning the diversity of ever-changing user-needs. While use level requires effective user-training and then sustained technical support that is available 24/7. However, user training is central issue for the project and organizational (university) management in terms of its contents, processes and followup. This paper aims at unfolding the nature and implications of user-training in the background of eLearning practices in HEIs particularly, in developing countries like Pakistan. Extensive literature have been surveyed to bring together diverse ideas, findings and comments of researchers about the nature, problems and solutions of user-training in the background of higher education thereby reducing it into a theoretical model of user-training

    Strategies for embedding eLearning in traditional universities: drivers and barriers

    This paper addresses the question: how can elearning be embedded in traditional universities so that it contributes to the transformation of the university? The paper examines elearning strategies in higher education, locating the institutional context within the broader framework of national and international policy drivers which link elearning with the achievement of strategic goals such as widening access to lifelong learning, and upskilling for the knowledge and information society. The focus will be on traditional universities i.e. universities whose main form of teaching is on-campus and face-to-face, rather than on open and distance teaching universities, which face different strategic issues in implementing elearning. Reports on the adoption of elearning in traditional universities indicate extensive use of elearning to improve the quality of learning for on-campus students, but this has not yet translated into a significant increase in opportunities for lifelong learners in the workforce and those unable to attend on-campus. One vision of the future of universities is that ‘Virtualisation and remote working technologies will enable us to study at any university in the world, from home’. However, this paper will point out that realisation of this vision of ubiquitous and lifelong access to higher education requires that a fully articulated elearning strategy aims to have a ‘transformative’ rather than just a ‘sustaining’ effect on teaching functions carried out in traditional universities. In order words, rather than just facilitating universities to improve their teaching, elearning should transform how universities currently teach. However, to achieve this transformation, universities will have to introduce strategies and policies which implement flexible academic frameworks, innovative pedagogical approaches, new forms of assessments, cross-institutional accreditation and credit transfer agreements, institutional collaboration in development and delivery, and, most crucially, commitment to equivalence of access for students on and off-campus. The insights in this paper are drawn from an action research case study involving both qualitative and quantitative approaches, utilising interviews, surveys and focus groups with stakeholders, in addition to comparative research on international best practice. The paper will review the drivers and rationales at international, national and institutional level which are leading to the development of elearning strategies, before outlining the outcomes of a case study of elearning strategy development in a traditional Irish university. This study examined the drivers and barriers which increase or decrease motivation to engage in elearning, and provides some insights into the challenges of embedding elearning in higher education. While recognising the desirability of reaching out to new students and engaging in innovative pedagogical approaches, many academic staff continue to prefer traditional lectures, and are sceptical about the potential for student learning in online settings. Extrinsic factors in terms of lack of time and support serve to decrease motivation and there are also fears of loss of academic control to central administration. The paper concludes with some observations on how university elearning strategies must address staff concerns through capacity building, awareness raising and the establishment of effective support structures for embedding elearning

    Pragmatic meta analytic studies: learning the lessons from naturalistic evaluations of multiple cases

    This paper explores the concept of pragmatic meta‐analytic studies in eLearning. Much educational technology literature focuses on developers and teachers describing and reflecting on their experiences. Few connections are made between these experiential ‘stories’. The data set is fragmented and offers few generalisable lessons. The field needs guidelines about what can be learnt from such single‐case reports. The pragmatic meta‐analytic studies described in this paper have two common aspects: (1) the cases are related in some way, and (2) the data are authentic, that is, the evaluations have followed a naturalistic approach. We suggest that examining a number of such cases is best done by a mixed‐methods approach with an emphasis on qualitative strategies. In the paper, we overview 63 eLearning cases. Three main meta‐analytic strategies were used: (1) meta‐analysis of the perception of usefulness across all cases, (2) meta‐analysis of recorded benefits and challenges across all cases, and (3) meta‐analysis of smaller groups of cases where the learning design and/or use of technology are similar. This study indicated that in Hong Kong the basic and non‐interactive eLearning strategies are often valued by students, while their perceptions of interactive strategies that are potentially more beneficial fluctuate. One possible explanation relates to the level of risk that teachers and students are willing to take in venturing into more innovative teaching and learning strategies

    ELearning and the Lisbon strategy: an analysis of policy streams and policy-making

    Under the Lisbon strategy, education and training form an essential element of the social pillar which aims to modernise the European social model through investment in human resources and combating social exclusion. Up to 2004, elearning was promoted as a key element in achieving the strategy especially through the Elearning Action Plan (2004-2006). This paper will analyse the process through which elearning emerged as a policy measure in implementing the Lisbon strategy. Using Kingdon’s policy streams metaphor (Kingdon, 1995), this paper will outline the policy and problem streams which coalesced in the late 1980s, opening a ‘policy window’, and which pushed distance learning onto the EU political agenda in the early 1990s. These included the accretion of ‘soft law’ around the area of vocational education and training since the Treaty of Rome in 1957; the challenges offered by the emerging new information technologies, declining industries and changing demands for skills; the adoption of distance learning systems at national level to redress disadvantage, and to provide flexible, high-quality and cost-effective access to higher education to adults who were unable to attend on-campus; and the role of the Commission, policy entrepreneurs and networks in promoting distance education as a solution to the major social and economic problems facing Europe. The Treaty of Maastricht committed the EU to supporting education and training in the community, and in particular, to ‘encouraging the development of distance education’ (Art 126 changed to Art 149 in Amsterdam, Nice and Lisbon Treaties). A series of implementation programmes in the 1990s, including Socrates, Tempus and Phare, funded distance learning initiatives in the EU and accession countries. With the development of the Internet and web technologies, elearning came to replace distance education in the EU discourse. The paper will conclude with some observations on the current role of elearning policy within the Lisbon strategy

    Learning from the past and looking at the future. Closing the evaluation-revision-implementation cycle in an elearning module

    This paper will outline the importance of implementing an instructional design model which incorporates a continuous cycle of evaluation, revision and implementation. The context is a case study of a distance learning module which was first presented in 1993 as an introductory module for students taking an Oscail BA programme. As the majority of Oscail students are adults returning to education after a long period of absence from formal education, providing learners with a supportive learning environment which would ease re-entering the educational world has always been one of Oscail’s key goals. Between 1993 and 2002, the Introductory Module was offered in the traditional distance education format and was subject to regular evaluation and revision (Lorenzi, MacKeogh and Fox, 2004; MacKeogh and Lorenzi, 2005). By early 2000, the wider accessibility of technology encouraged Oscail to combine the need to prepare students for university study with the development of e-learning skills. In 2002 the Introductory Module was reconstituted as the SPEL (Student Passport for E-learning) module and was presented for three years. A review of the module in 2006 indicated shortfalls in what is described in the literature as the bolt-on ‘skills approach’ which makes use of ‘a set of atomized skills – removed from subject specific domains’ (Lea & Street, 1998: 158). This prompted a rethink of the overall approach to preparing students for study, and resulted in a decision to adopt an embedded approach to e-skills development. It was hoped that a task-based approach to applying skills to subject specific activities would improve the quality of the learning experience and ultimately result in better retention rates. A review of the implementation of the embedded approach in the first year reveals that while students reported an increase in skills development over the module, and identified a number of positive features, the approach did not succeed in increasing retention. Detailed evaluation including surveys of tutors and students as well as online focus groups have identified a number of factors which militated against the achievement of some of the goals of the module. These included the scheduling of activities, workload, a shorter than usual academic year, insufficient tutor training and student induction, and administrative support. This paper will start with a brief overview of instructional design systems and the models used by Oscail in developing its elearning programmes. We will then outline the way in which through a cycle of implementation, evaluation and revision, the original introductory module evolved into a full year-long module comprising an embedded portfolio of study skills tasks. We will describe the outcomes of the embedded SPEL programme and will outline the evaluation process that has led to further revisions. We will discuss the specific issues that have emerged from the evaluations and will show what measures have been put in place to overcome the difficulties encountered. We will conclude with some observations on the changing roles of stakeholders in the context of new elearning approaches

    Open Educational Resources and Practices

    In the last few years, Open Educational Resources (OER) have gained much attention. From January 2006 to December 2007 the Open e-Learning Content Observatory Services (OLCOS), a project co-funded by the European Commission under the eLearning Programme, explored how OER can make a difference in teaching and learning. The project aimed at promoting OER through different activities and products such as a European OER roadmap and OER tutorials. In this paper we present some results of the roadmap which provides an overview of the OER landscape and describes possible pathways towards a higher level of production, sharing and usage of OER. Moreover, the roadmap provides recommendations on required measures and actions to support decision making at the level of educational policy and institutions.The roadmap emphasises that the knowledge society demands competencies and skills that require innovative educational practices based on open sharing and the evaluation of ideas, fostering creativity and teamwork among the learners. Collaborative creation and sharing among learning communities of OER is regarded as an important catalyst of such educational innovations.The OLCOS project also developed free online tutorials for practitioners. The objective of these tutorials is supporting students and teachers in the creation, re-use and sharing of OER. To promote hands-on work, the tutorials advise on questions such as the following: How to search for OER? Which materials may be re-used and modified? How to produce and license own OER? The tutorials will be accessible and, potentially, will evolve beyond the end of the OLCOS project, because they are published on an open and successful Wiki based platform (Wikieducator.org) and can be updated by anybody.Originally published in eLearning Papers, No 7.
