    Developing an undergraduate software engineering degree

    As those who have done it can attest, developing an undergraduate degree in software engineering is a daunting and challenging task, and there have been instances where a department has tried, but failed to get its program approved. A strong desire to develop a program in software engineering together with interested faculty may not be enough to build a credible degree, let alone a curriculum that will be approved by all the administrative and State organizations who may have a say in it .This panel brings together a group whose experience in developing software engineering degrees at their respective institutions may be helpful to those thinking about doing so. Each member of the group will describe his/her experiences in developing an undergraduate program in software engineering and address key issues and problems that should be considered in any such effort. There will also be ample opportunity for interaction among the participants

    Information technology and computer science programs: How do we relate?

    In this panel session, the relationship between computer science programs and information technology programs at universities that house both will be explored. People outside the computing disciplines often find the distinction between these programs confusing. The panelists, who have experience with both types of program, will discuss strategies for differentiating the programs in the eyes of administrators, for advising students into the correct program, and for maintaining focus and excellence in both computer science and information technology programs

    The University of New South Wales’ (UNSW’s) Faculty of Engineering is introducing a new process for designing and developing blended and fully online (distance) courses, as part of action research to support curriculum renewal. The process, referred to as CREWED (Curriculum Renewal and E-learning Workloads: Embedding in Disciplines), is being used to develop key courses that add flexibility to student progression pathways. By integrating the design of learning activities with the planning and organization of teaching and support work, CREWED addresses some of the known barriers to embedding innovative use of learning technologies within disciplines. CREWED incorporates key features of two course development models from the UK, one emphasising team building and the other emphasising pedagogical planning. It has been piloted in priority curriculum development projects, to ensure that the disciplinary organizational context is supportive. One pilot is a fully online distance version of a postgraduate course. The other is a blended version of an undergraduate course. Both are core (required) courses in accredited professional engineering degree programs and were previously available only in face-to-face mode. The UNSW pilots have confirmed the importance of articulating clear pedagogical models, and of planning ahead for the resources required to put these models into practice, as part of departmental capacity building, especially where teaching has primarily been treated as an individual classroom-based activity that competes with disciplinary research for academic staff time and resources

    Latin American perspectives to internationalize undergraduate information technology education

    The computing education community expects modern curricular guidelines for information technology (IT) undergraduate degree programs by 2017. The authors of this work focus on eliciting and analyzing Latin American academic and industry perspectives on IT undergraduate education. The objective is to ensure that the IT curricular framework in the IT2017 report articulates the relationship between academic preparation and the work environment of IT graduates in light of current technological and educational trends in Latin America and elsewhere. Activities focus on soliciting and analyzing survey data collected from institutions and consortia in IT education and IT professional and educational societies in Latin America; these activities also include garnering the expertise of the authors.     FOREIGN PROFESSIONALS AND DOMESTIC REGULATION

    Changes in demographics and patterns of investment in human capital are creating increased scope for international trade in professional services. The scope for mutually beneficial trade is, however, inhibited not only by quotas and discriminatory taxation, but also by domestic regulation -- including a range of qualification and licensing requirements and procedures. To illustrate the nature and implications of these regulatory impediments, this paper presents a detailed description of the regulatory requirements faced in the United States market by four types of Indian professionals: doctors, engineers, architects, and accountants. India is one of the largest exporters of skilled services, and the United States is one of the largest importers of skilled services, so these two countries reflect broader global trends. The paper argues that regulatory discrimination, for example through preferential recognition agreements, has implications both for the pattern of trade and for welfare. It presents some illustrative estimates that suggest the economic cost of regulations may be substantial.     Offshore education : offshore education in the wider context of internationalisation and ICT: experiences and examples from Dutch higher education

    This report presents a study on offshore education conducted by a consortium of Dutch higher education researchers and commissioned by the Digital University (DU). The study explored the extent to which Dutch higher education institutions are involved in offering their educational services abroad (offshore education). After thoroughly embedding offshore education in the wider contexts of internationalisation and ICT policies, the study particularly explores the practical experiences with a number of real-life offshore activities of Dutch higher education. As a warm-up to this report, a few interesting cases are briefly touched upon below

    The disjuncture of learning and recognition: credential assessment from the standpoint of Chinese immigrant engineers in Canada

    To better recognise foreign qualifications, many OECD countries have promoted liberal fairness epitomised by universal standards and institutional efficiency. This paper departs from such a managerial orientation towards recognition. Building on recognitive justice, it proposes an alternative anchoring point for recognition practices: the standpoint or everyday experiences of immigrants. This approach is illustrated with a qualitative study of the credential recognition practices of the engineering profession in Canada. From the standpoint of Chinese immigrants, the study identifies a disjuncture between credential recognition practices and immigrants’ career stage post-migration. Taking this disjuncture as problematic, it further pinpoints recognition issues such as redundancy and arbitrariness, a narrow focus on undergraduate education, and a deficit view of training from other countries. While some of these issues may be addressed by improving administrative procedures, others demand a participatory space allowing immigrants to become partners of assessment, rather than merely its objects.     Professionalism In The First Year Of A Software Engineering Curriculum

    Professionalism is an important part of any subject of study where graduates subsequently move into a professional career following their degree course. Most professional bodies therefore require accredited degree programmes to include this topic in the curriculum. The British Computer Society gives guidelines to institutions in the UK. These guidelines have been followed in the construction of the current Software Engineering Curriculum in the Department Of computer Science at the University of Sheffield. However it is unclear how effective the current form of presentation is. This report seeks to investigate this and look to possible ways of improving the presentation, particularly in the first year. I conclude that the most important factor in teaching professionalism; is the professionalism of the teachers. Students seem to learn these skills best by example, and therefore the greatest improvements are likely to be found by implementing common standards for teaching practice across the syllabus

    In the computer journals and tabloids, there have been a plethora of articles written about the software engineering field. But while advocates of the need for an engineering approach to software development, it is impressive how many authors have treated the subject of software engineering without adequately addressing the fundamentals of what engineering as a discipline consists of. A discussion is presented of the various related facets of this issue in a logical framework to advance the thesis that the software development process is necessarily an engineering process. The purpose is to examine more of the details of the issue of whether or not the design and development of software for digital computer processing systems should be both viewed and treated as a legitimate field of professional engineering. Also, the type of academic and professional level education programs that would be required to support a software engineering discipline is examined
