Ecosystem Approach to Fisheries and Aquaculture: Implementing the FAO Code of Conduct for Responsible Fisheries

This publication provides guidance on how to implement the FAO Code of Conduct for Responsible Fisheries (CCRF) using an ecosystem approach to fisheries and aquaculture. The CCRF is a voluntary code covering all aspects of the management and development of fisheries and is designed to ensure sustainable development without adversely affecting the livelihoods of local communities that share the same resources as the fisheries. The authors outline the basic principles of the CCRF, describe concrete steps to be taken to use the ecosystem approach effectively, and recommend certain institutional changes and reforms that will be necessary if the potential of the ecosystem approach is to be realized in the Asia-Pacific region. The most significant reform needed is a paradigm shift in policy from one that is production oriented to one that is benefits oriented (social and economic). There is evidence that this is already being undertaken in the region with efforts being made to limit access, reduce the number of fishing vessels and introduce community-based rights systems. Stakeholder participation is essential and existing legal instruments and practices that interact with or impact fisheries may also need to be reconsidered, and adjustments made where necessary. In the future, it may even be necessary to regulate the inter-sectoral interactions and impacts through primary legislation. To promote broader adoption and implementation of the ecosystem approach by member countries, a wide range of regional activities is suggested by the authors including a media campaign, the building of fishery alliances among countries and capacity building in fishery agencies

The improved management of small-scale cage culture in Asia: final technical report

The purpose of the project is to develop sustained small-scale cage fish culture in inland and coastal waters through improved understanding of the social, institutional and resource environment of resource poor groups. Two Asian countries, Bangladesh (inland systems) and Vietnam (marine), were studied with this workshop bringing together both sides of the project together with representatives of collaborative institutions, government departments and universities. Addressing the overall aim of producing guidelines for the planning and extension of cage aquaculture in Asia a combination of group work and plenary discussion was conducted producing the following outputs. 1) An assessment of cage aquaculture potential, 2) Development options for small-scale cage culture, 3) A review of tools and methodologies and 4) Policy initiatives for sustainable cage culture development. Key issues raised were the use of outputs as a guide to be adapted to regional circumstances to facilitate farmer and extension worker discussion and not as a rigid methodology. The degree of linkage between development, research and government institutions was also considered a crucial factor in benefiting the research and development of cage culture at the local, regional and national level and vital in affecting the future policies by both development and government institutions. Uganda aquaculture value chains: strategic planning mission report

This report presents the findings and recommendations of a strategic planning mission to reevaluate the feasibility of WorldFish implementing a fish value chain research program in Uganda under the CGIAR Research Program on Livestock and Fish (L&F). The over-arching goal of L&F is to increase productivity of small-scale livestock and fish systems so as to increase availability and affordability of meat, milk and fish for poor consumers and, in doing so, to reduce poverty through greater participation by the poor along animal source food value chains. This will be achieved by making a small number of carefully selected animal source food value chains function better, for example by identifying and addressing key constraints and opportunities (from production to consumption), improving institutional arrangements and capacities, and supporting the establishment of enabling pro-poor policy and institutional environments

The 18 papers contained in this volume represent a substantive contribution to the literature on the topic of gender and fisheries.
