    Report on the Information Retrieval Festival (IRFest2017)

    The Information Retrieval Festival took place in April 2017 in Glasgow. The focus of the workshop was to bring together IR researchers from the various Scottish universities and beyond in order to facilitate more awareness, increased interaction and reflection on the status of the field and its future. The program included an industry session, research talks, demos and posters as well as two keynotes. The first keynote was delivered by Prof. Jaana Kekalenien, who provided a historical, critical reflection of realism in Interactive Information Retrieval Experimentation, while the second keynote was delivered by Prof. Maarten de Rijke, who argued for more Artificial Intelligence usage in IR solutions and deployments. The workshop was followed by a "Tour de Scotland" where delegates were taken from Glasgow to Aberdeen for the European Conference in Information Retrieval (ECIR 2017

    Big data research has attracted great attention in science, technology, industry and society. It is developing with the evolving scientific paradigm, the fourth industrial revolution, and the transformational innovation of technologies. However, its nature and fundamental challenge have not been recognized, and its own methodology has not been formed. This paper explores and answers the following questions: What is big data? What are the basic methods for representing, managing and analyzing big data? What is the relationship between big data and knowledge? Can we find a mapping from big data into knowledge space? What kind of infrastructure is required to support not only big data management and analysis but also knowledge discovery, sharing and management? What is the relationship between big data and science paradigm? What is the nature and fundamental challenge of big data computing?     The Split Window Microwave Radiometer (SWMR) for hurricane wind speed measurement from space

    The monitoring of hurricanes demands considerable resources each year by the National Oceanic and Atmospheric Administration. Even with the extensive use of satellite and airborne probing of those storms, there is still much uncertainty involved in predicting landfall for timely evacuation of people subject to the threat. The concept of the Split Window Microwave Radiometer (SWMR) is to add an additional capability of remotely measuring surface winds to hopefully improve prediction capabilities or at least define the severity of the storm while it is far from land. Some of the present science and observational needs are addressed in this report as are remote sensing limitations which impact the design of a minimal system which can be launched into low earth orbit by a low cost launch system. This study has concluded that wind speed and rain rate maps of hurricanes can be generated with an X-Band radiometer system with an antenna whose aperture is 2 m on a side
