    Organizational knowledge transfer through creation, mobilization and diffusion: A case analysis of InTouch within Schlumberger

    There is a paucity of theory for the effective management of knowledge transfer within large organisations. Practitioners continue to rely upon ‘experimental’ approaches to address the problem. This research attempts to reduce the gap between theory and application, thereby improving conceptual clarity for the transfer of knowledge. The paper, through an in-depth case analysis conducted within Schlumberger, studies the adoption of an intranet-based knowledge management (KM) system (called InTouch) to support, strategically align and transfer knowledge resources. The investigation was undertaken through the adoption of a robust methodological approach (abductive strategy) incorporating the role of technology as an enabler of knowledge management application. Consequently, the study addressed the important question of translating theoretical benefits of KM into practical reality. The research formulates a set of theoretical propositions which are seen as key to the development of an effective knowledge based infrastructure. The findings identify 30 generic attributes that are essential to the creation, mobilisation and diffusion of organisational knowledge. The research makes a significant contribution to identifying a theoretical and empirically based agenda for successful intranet-based KM which will be of benefit to both the academic and practitioner communities. The paper also highlights and proposes important areas for further research

    Public sector management accounting in emerging economies: A literature review

    This paper reviews public sector management accounting (PSMA) research in emerging economies (EEs) and suggests ways forward. A political economy approach to management accounting and development is adopted to analyze the findings of the papers reviewed. Our review covers the past two decades and is based on 69 papers published in international accounting and public administration journals. We find that different development phases give rise to distinctive types of management accounting practice, which often do not live up to expectations owing to local politics and other socio-economic factors. Although the quantity of PSMA research on EEs is growing, there is a need for future research that addresses how management accounting practices in the public sector in EEs are impacted by the interplay between the public management programmes of international donor agencies and the political, economic and cultural contexts of EEs. In order to capture these complex socio-political and socio-cultural contexts, solid theoretical foundations are recommended, relying especially on critical and social theories, as well as on qualitative research such as case studies

    Dueling Stakeholders and Dual-Hatted Systems Engineers: Engineering Challenges, Capabilities and Skills in Government Infrastructure Technology Projects

    An earlier version of this work was presented at the EGOS 2008 Summer Colloquium.Engineering projects that support government enterprises face substantial challenges due to demands from diverse stakeholders and rapidly-changing technologies. In this paper, we present findings from analysis of five case studies of systems engineering projects for large government enterprises. We focus on what can be learned from systems engineers, their essential role, and their engineering practices. As they work to establish interoperability across pre-existing and new technologies - thereby evolving infrastructure - the engineers commonly face “agonistic” tensions between groups of stakeholders. Temporal pacing conflicts are especially prevalent, such as those between stakeholder groups concerned with fast-paced streams of innovation and stakeholder groups concerned with current operations. In response, many engineers are following an evolutionary approach, developing new capabilities for managing projects and individual professional skill sets. The engineers’ adaptive response can be understood as incremental modularization and re/integration of technologies and associated practices across organizational (stakeholder) boundaries. Additionally, engineers are developing new skills of influence to support these capabilities for addressing stakeholder tensions. We close by discussing implications of our findings for the management of infrastructure technology projects, emergent design and engineering of organizational infrastructure, and the changing role of systems engineers

    This paper, the second out of two about the Cuban biotech sector and vaccine industry, gives an account of the creation, organization, and management mechanisms of the technoeconomic networks of the Cuban biotech sector and vaccine industry, by applying the concept of techno-economic evaluations developed by Michel Callon. It also seeks to explain the apparent paradox about shifting the emphasis of the biotech sector from that of targeting a ‘modern’ disease pattern to that of a’ traditional’ one that was identified in the first paper. Centralized and participatory decision making processes seem to facilitate close coordination and cooperation between the different research and development centers. Some companies have understood this and thus they have successfully developed their activities by building their business in a strategic way. In the same way, others failed due to lack of vision and coherence. The strategic thinking capacity, that has led them to success, has been reflected specially in their human resources strategies – positive effects generator on long term. What do they mean and what do these strategies consist of? The main purpose of this article consists in the analysis of information both from the online environment and literature reviews referring to this subject.     A Laboratory for Relevance: Findings and Recommendations from the Arts Innovation Fund

    Starting in 2006, a group of leading California arts institutions set out to innovate with new ways of working in the 21st century. With support from the Arts Innovation Fund of The James Irvine Foundation, they approached the challenge of innovation in a variety of ways, with a wide range of objectives and results. Across the board, the experimentation process prompted organizational reflection and change. Most grantees developed new levels of adaptive capacity, an attribute that many thought leaders believe will be essential for arts organizations, and the arts sector as a whole, to thrive into the future. After a strategic qualitative review of the innovation projects pursued by organizations participating in the Arts Innovation Fund, the Slover Linett evaluation team offers the following report with its insights and recommendations
