W drugim punkcie artykuƂu omĂłwiono pojęcie oraz rodzaje zdolnoƛci innowacyjnej przedsiębiorstw. Zdolnoƛć innowacyjna przedstawiana jest w literaturze naukowej jako koncepcja zƂoĆŒona, wieloczynnikowa i wieloobszarowa, obejmująca wiele przyczyn o charakterze wewnętrznych i zewnętrznym organizacji, ze szczegĂłlną rolą dynamicznych zdolnoƛci, ktĂłre umoĆŒliwiają zarĂłwno podejmowanie innowacji o danym charakterze i skali, jak i ich efektywną realizację.     This paper introduce a list of desirable efficiency properties that any a patent system should have in order to enhance innovation, trade competitiveness, employment mobility and economic growth. We briefly overview the literature on patents and discuss the advantages and disadvantages of the present and recent proposals for the future of the European Union Patents System. In particular, we discuss the costinefficiencies observed in the current design of the EU Patent System based in a double structure layer divided in a central European Patent Office (EPO) and several nationalbased patent offices. This paper analyzes the likely backlashes of creating a third layer for a subñ€sample of EU countries.     The unique Chinese innovation pathways: lessons from Chinese small and medium sized manufacturing firms

    Many researchers equate the development of Chinese product innovation capabilities to Japanese and South Korean's development paths, that is, from imitation to innovation. Nonetheless, today many Chinese products have competed successfully in the global markets in terms of speed, cost, quality, and innovativeness. China's product innovation performance has gained the world's recognition. The performance of some industrial areas have also outperformed Japan and South Korea. This paper aims to understand and identify the unique phases of Chinese innovation. We collected empirical data from field studies and interviews with managers of ten small and medium enterprises (SMEs) in the Suzhou province of China. The research shows three unique Chinese innovation phases that are distinctive from the Japanese and South Korean. The results provided interesting insights into how Chinese SMEs in different industries cultivated their skills and knowledge under the three unique phases. We believe the findings contribute towards a better understanding of Chinese innovation in the context of China's evolving institutions and growing firm capabilities.     Foreign direct investment and the SME sector

    Purpose: Although foreign direct investment (FDI) and entrepreneurship are potential routes to recovery (Girma and Wakelin, 2001; Lyon et al., 2002), existing literature is divided on the relationship between the two. This study examines the influence of foreign investment on the local SME sector after the 2008 financial crisis. Design/methodology/approach: Local authority district data from Great Britain is used to examine the influence of foreign firm employment on the size of the local SME sector as a proportion of all firms, and foreign firm influence on firm births in the locality. In order to control for local geographical, infrastructural, and economic conditions regression analysis is used to examine the relationship between foreign business employment and indigenous business activities. Findings: The potential for technological spillovers and spinout activities appears to dominate with firm birth rates higher where there is greater foreign firm employment. However, there is also evidence of crowding out in relation to the existing SME sector, which is found to be reduced in size where foreign influence through employment is greater. Research Implications: The results here indicating a complementarity relationship between foreign influence on employment and firm births is important for policy makers looking to revive struggling local economies. However, the relevant support needs to be in place to maximise the benefit from the supply of new entrepreneurs generated. Originality/value: Unlike many other studies the relationship between the SME sector, firm births and foreign influence is considered at a local level and where economic conditions are more uncertain and economic recovery is less taken for granted.
