    Global-Scale Resource Survey and Performance Monitoring of Public OGC Web Map Services

    One of the most widely-implemented service standards provided by the Open Geospatial Consortium (OGC) to the user community is the Web Map Service (WMS). WMS is widely employed globally, but there is limited knowledge of the global distribution, adoption status or the service quality of these online WMS resources. To fill this void, we investigated global WMSs resources and performed distributed performance monitoring of these services. This paper explicates a distributed monitoring framework that was used to monitor 46,296 WMSs continuously for over one year and a crawling method to discover these WMSs. We analyzed server locations, provider types, themes, the spatiotemporal coverage of map layers and the service versions for 41,703 valid WMSs. Furthermore, we appraised the stability and performance of basic operations for 1210 selected WMSs (i.e., GetCapabilities and GetMap). We discuss the major reasons for request errors and performance issues, as well as the relationship between service response times and the spatiotemporal distribution of client monitoring sites. This paper will help service providers, end users and developers of standards to grasp the status of global WMS resources, as well as to understand the adoption status of OGC standards. The conclusions drawn in this paper can benefit geospatial resource discovery, service performance evaluation and guide service performance improvements.Comment: 24 pages; 15 figure

    The impact of location of the uptake of telephone based healthcare

    Telephone healthcare systems have been put forward as a key strategy to overcome geographical disadvantage, however, evidence has suggested that usage decreases with increasing rurality. This research aimed to identify geographical high and low areas of usage of NHS Direct, a leading telephone healthcare provider worldwide to determine if usage is influenced by rurality. National call data was collected (January, 2011) from the NHS Direct Clinical Assessment System for all 0845 4647 calls in England, UK (N=360,137). Data extracted for analysis included; unit postcode of patient, type of call, date of call, time of call and final disposition. Calls were mapped using GIS mapping software using full postcode, aggregated by population estimate by local authority to determine confidence intervals across two thresholds by call rate. Uptake rate Output Area Classification (OAC) group profiles was performed using the chi-square goodness of fit. The majority of calls were ‘symptomatic’ (N=280,055; 74.8%) i.e. calls that were triaged by an expert nurse, with the remaining 25.2% of calls health/ medicine information only (N=94,430). NHS Direct were able to manage through self-care advice and health information 43.5 of all calls made (N=99,367) with no onward referral needed. Geographical pattern of calls were highest for more urbanised areas with significant higher call usage found in larger cities. Lower observed usage was found in areas that are more rural of which were characterised by above average older populations. This was supported by geo-segmentation, which highlighted that rural and older communities had the lowest expected uptake rate. There is a variation of usage of NHS Direct relating to rurality, which suggests that this type of service has not been successful in reducing accessible barriers. However, geographical variations are likely to be influenced by age. There is a need for exploratory to determine the underlying factors that contribute to variation in uptake of these services particularly older people who reside in rural communities. This will have worldwide implications as to how telephone based healthcare is introduced

    Planning Support Systems: Progress, Predictions, and Speculations on the Shape of Things to Come

    In this paper, we review the brief history of planning support systems, sketching the way both the fields of planning and the software that supports and informs various planning tasks have fragmented and diversified. This is due to many forces which range from changing conceptions of what planning is for and who should be involved, to the rapid dissemination of computers and their software, set against the general quest to build ever more generalized software products applicable to as many activities as possible. We identify two main drivers – the move to visualization which dominates our very interaction with the computer and the move to disseminate and share software data and ideas across the web. We attempt a brief and somewhat unsatisfactory classification of tools for PSS in terms of the planning process and the software that has evolved, but this does serve to point up the state-ofthe- art and to focus our attention on the near and medium term future. We illustrate many of these issues with three exemplars: first a land usetransportation model (LUTM) as part of a concern for climate change, second a visualization of cities in their third dimension which is driving an interest in what places look like and in London, a concern for high buildings, and finally various web-based services we are developing to share spatial data which in turn suggests ways in which stakeholders can begin to define urban issues collaboratively. All these are elements in the larger scheme of things – in the development of online collaboratories for planning support. Our review far from comprehensive and our examples are simply indicative, not definitive. We conclude with some brief suggestions for the future

    Online Store Locator: An Essential Resource for Retailers in the 21st Century

    Most retailers use their websites and social media to increase their visibility, while potential customers get information about these retailers using the Internet on electronic devices. Many papers have previously studied online marketing strategies used by retailers, but little attention has been paid to determine how these companies provide information through the Internet about the location and characteristics of their stores. This paper aims to obtain evidence about the inclusion of interactive web maps on retailers’ websites to provide information about the location of their stores. With this purpose, the store locator interactive tools of specialty retailers’ websites included in the report “Global Powers of Retailing 2015” are studied in detail using different procedures, such as frequency analysis and word clouds. From the results obtained, it was concluded that most of these firms use interactive maps to provide information about their offline stores, but today some of them still use non-interactive (static) maps or text format to present this information. Moreover, some differences were observed among the search filters used in the store locator services, according to the retailer’s specialty. These results provided insight into the important role of online store locator tools on retailers’ websites

There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone

    Distance, multimedia and web delivery in surveying and GIS courses at the University Of Southern Queensland

    [Abstract]: The University of Southern Queensland has been involved with the distance education of surveying courses for over 25 years. In recent times, staff of the Surveying and Land Information Discipline, and the University as a whole, have embarked on multimedia enhancement and web delivery of curricula. This paper examines some of the initiatives undertaken to enhance the delivery of educational materials and discusses some of the issues involved in the effective delivery of distance education materials. The significant experience in the delivery of traditional educational materials has proven to be an advantage in the repackaging and enhancement of teaching materials. Delivery of education to off-campus students requires a significant support infrastructure which is often not recognised by new entrants into the flexible delivery arena. Traditional support mechanisms such as phone, fax and standard media (eg. videos, audio tapes etc) are being replaced by email, ‘electronic’ discussion groups, CDs and internet resources. These enhancements, when developed professionally, require a significant commitment of resources and expertise and often require a team approach to their design and development. Access by off-campus students to internet services and affordable software packages also require careful consideration in the design and offering of distance education materials

    Using a knowledge-based approach: the way healthy communities make decisions

    The planning for Knowledge Cities faces significant challenges due to the lack of effective information tools. These challenges are magnified while planning healthy communities. The Australian Health Information Council (AHIC) concluded in its last report that health information needs to be shared more effectively (AHIC, 2008). Some research justifies the use of Decision Support Systems (DSS) as an E-planning tool, particularly in the context of healthy communities. However, very limited research has been conducted in this area to date, especially in terms of evaluating the impact of these tools on decision-makers within the health planning practice. The paper presents the methodological instruments which were developed to measure the impact of the E-planning tool (i.e., Health Decision Support System [HDSS])) on a group of health planners, namely, the Logan Beaudesert Health Coalition (LBHC). The paper is focused on the culture in which decisions were made before and after the intervention of the HDSS. Subsequently, the paper presents the observed impact of the HDSS tool, to facilitate a knowledge-based decision-making approach. This study is an attempt to make some contribution to the Knowledge Cities literature in the context of planning healthy communities by adopting E-planning tools
