    Norm-based and commitment-driven agentification of the Internet of Things

    There are no doubts that the Internet-of-Things (IoT) has conquered the ICT industry to the extent that many governments and organizations are already rolling out many anywhere,anytime online services that IoT sustains. However, like any emerging and disruptive technology, multiple obstacles are slowing down IoT practical adoption including the passive nature and privacy invasion of things. This paper examines how to empower things with necessary capabilities that would make them proactive and responsive. This means things can, for instance reach out to collaborative peers, (un)form dynamic communities when necessary, avoid malicious peers, and be “questioned” for their actions. To achieve such empowerment, this paper presents an approach for agentifying things using norms along with commitments that operationalize these norms. Both norms and commitments are specialized into social (i.e., application independent) and business (i.e., application dependent), respectively. Being proactive, things could violate commitments at run-time, which needs to be detected through monitoring. In this paper, thing agentification is illustrated with a case study about missing children and demonstrated with a testbed that uses different IoT-related technologies such as Eclipse Mosquitto broker and Message Queuing Telemetry Transport protocol. Some experiments conducted upon this testbed are also discussed

    Zagzebski on Rationality

    This paper examines Linda Zagzebski’s account of rationality, as set out in her rich, wide-ranging, and important book, Epistemic Authority: A Theory of Trust, Authority, and Autonomy in Belief. We briefly describe the account that she offers and then consider its plausibility. In particular, in the first section we argue that a number of Zagzebski’s claims with regard to rationality require more support than she offers for them. Moreover, in the second section, we contend that far from offering Zagzebski a quick way of dealing with radical scepticism, her account of rationality actually seems to be particularly vulnerable to this problem

    The Political Economy of Conditionality: An Empirical Analysis of World Bank Enforcement

    Traditional aid conditionality has been attacked as ineffective in part because aid agencies--notably the World Bank--often fail to enforce conditions. This pattern undermines the credibility of conditionality, weakening incentives to implement policy reforms. The standard critique attributed this time inconsistency to bureaucratic factors within the aid agency such as pressure to lend, defensive lending, or short-sighted altruism. Pressure from powerful donors provides another potential explanation for lax enforcement. This paper presents and empirical analysis of the political economy of conditionality enforcement in international organizations using the case of the World Bank and the United States. The analysis examines panel data on World Bank disbursements to 97 countries receiving structural adjustment loans between 1984 and 2005. Using macroeconomic variables to measure compliance and UN voting as an indicator of alignment with the U.S., this paper presents evidence that the World Bank enforces structural adjustment conditions more vigorously in countries not aligned with the United States.

    Towards a Systematic Repository of Knowledge About Managing Collaborative Design Conflicts

    Increasingly, complex artifacts such as cars, planes and even software are designed using large-scale and often highly distributed collaborative processes. A key factor in the effectiveness of these processes concerns how well conflicts are managed. Better approaches need to be developed and adopted, but the lack of systematization and dissemination of the knowledge in this field has been a big barrier to the cumulativeness of research in this area as well as to incorporating these ideas into design practice. This paper describes a growing repository of conflict management expertise, built as an augmentation of the MIT Process Handbook, that is designed to address these challenges.

    Upheaval in the Boardroom: Outside Director Public Resignations, Motivations, and Consequences

    We investigate the motives and circumstances surrounding outside directors\u27 decisions to publicly announce their board resignations. Directors who leave quietly are in their mid-sixties and professional directors, i.e., retirees, who are retiring entirely from professional life. Directors who announce their resignation are in their mid-fifties and active professionals. Half the time they say they are leaving because they are busy. These directors leave from firms with some weakness in their performance, but with no overt manifestations of cronyism such as excessive compensation of either the CEO or directors. The other half of the time directors leave while publicly criticizing the firm. These directors are finance professionals who were members of the audit and compensation committees. They resign from firms with weak boards and financial performance with evidence that managers have manipulated earnings upwards. Public criticism appears to pressure these boards to make management changes associated with improved stock price performance. We conclude that while such public resignations are motivated by the reputational concerns of directors, they can act as a disciplining device for poor board performance
