    Cultural matter in the development of an interactive multimedia self-paced educational health program for aboriginal health workers

    Aboriginal and Torres Strait islander health workers are key providers of primary health services to Aboriginal communities especially in remote and rural areas. They are often overloaded with competing demands. There has been limited attention given to the maintenance and ongoing enhancement of their skills and knowledge following the completion of formal training. A culturally appropriated interactive multimedia self-paced health program as a mechanism to improve the accessibility and the use of scientific data and information for health purposes is proposed as a basic method for better supporting Aboriginal and Torres Strait Islander primary health care workers in their practice locations. This paper explores different approaches for the development of a culturally appropriate interactive multimedia educational health program for Aboriginal and Torres Strait islander health workers and it also explore cultural matters concerning program development in the light of existing literature

    Indigenous Knowledge-Sharing Interventions in Australia and the Use of Information and Communication Technology: A Scoping Review

    Indigenous peoples in Australia are subject to significant disadvantages both socio-economically and in health, education and service provision. Knowledge-sharing interventions, including those with an information and communications technology (ICT) base, have the potential to address these challenges. Interventions occur against a background of an ancient culture with distinctive ways of knowing and doing, including storytelling, art and performance. This study documents the results of a scoping review of interventions that have been undertaken in this context. It considers the outcomes of these interventions, the extent to which Indigenous ways of knowing were accounted for and whether ICT was involved. Our review of the peer-reviewed literature located two prior reviews and seven primary studies. All of the primary studies were about health interventions; of these, all those that reported positive outcomes only had incorporated Indigenous ways of knowing, some in innovative ways. Only two studies used ICT as their main vehicle. This article provides a base for further work by documenting the current status of the field and identifying the gaps, such as the scarcity of non-health and ICT-based studies. The cases identified provide useful insights for those with an interest in developing future initiatives

    This article examines the design of digital indigenous knowledge archives. In a discussion of the distinction between indigenous knowledge and western science, a decentred perspective is developed, in which the relationship between different local knowledges is explored. The particular characteristics of indigenous knowledges raise questions about if and how these knowledges can be managed. The role of technology in managing indigenous knowledges is explored with examples from fieldwork in India and Kenya and from web-based databases and digital archives. The concept of contact zone is introduced to explore the space in which different knowledges meet and are performed, such as indigenous knowledge and the technoscientific knowledge of the database. Design for the contact zone, this article proposes, is an intra-active and adaptive process for in creating databases that are meaningful for indigenous knowers. The meta-design approach is introduced as a methodology, which may provide indigenous knowers tools for self-representation and self-organisation through design

    The Use of ICT to preserve Australian Indigenous Culture and Language – a Preliminarily Proposal Using the Activity Theory Framework

    Propinquity between Australian Indigenous communities’ social structures and ICT purposed for cultural preservation is a modern area of research; hindered by the ‘digital divide’ thus limiting plentiful literature in this field in theoretical or practical applications. Consequently, community consultations become mandatory for deriving empirical and effective processes and outcomes in successful culture and language preservation and teaching of Indigenous culture in Aboriginal Australian communities. Analysis of a literature review has identified ICT as the best provision method to immortalize and teach cultural knowledge and language for Indigenous Australians determined by the accessibility of ICT’s, the capacity of Aboriginal Australians to learn to use ICT and in some instances, the increased cost effectivity for multi-community communications and meetings from geographically dispersed land councils to use ICT. This research examines the effectiveness and outputs of culturally conscious, end-user driven ICT development and implementation into contemporary Indigenous Australian social structures and communities

    AIATSIS has compiled this bibliography on Indigenous governance as part of its Indigenous Governance Building: Mapping current and future research and practical resource needs project. It is to be read in conjunction with an AIATSIS bibliography on free, prior and informed consent, engagement and consultation, and other bibliographies relating to various aspects of Indigenous governance which have been included in the following pages and are also available via the project webpage linked above. The term ‘governance’ is wide reaching and it has not been possible to cover all Indigenous governance related topics comprehensively. Within the context of this project governance is broadly defined as a cultural construct where the principles and standards of what constitutes ‘good’, ‘good enough’, ‘strong’, ‘legitimate’, ‘ineffective’, ‘corrupt’ or ‘bad’ governance are informed by culturally-based values, traditions and ideologies; and vary significantly between different societies. There is no end-point goal of ‘perfect’ governance that will eventually be achieved in the future. Rather, governance is adaptive according to context and circumstances. This means it may swing between effectiveness and dysfunction. It is to be found as much in people’s daily self-determined practices, processes and relationships, as it is in visible structures and formal institutions

    Diversity, Recognition, Respect: Embedding Indigenous Services at the State Library of New South Wales, Australia

    The State Library of New South Wales (NSW) holds significant collections of material relating to the history and experiences of Indigenous people in Australia. These collections are a vital resource for Indigenous people and communities, particularly in relation to language and cultural revitalisation. As Australia’s oldest library, with its origins dating back to 1826, the State Library aims to inform, educate and inspire with the services it provides online, on site and on tour. In 2014, the Library renewed its focus and commitment to Aboriginal and Torres Strait Islander people and communities by establishing a team dedicated to developing Indigenous services for the Library. This paper provides a case study of the Library developing a Business Plan (2014) for Indigenous services. It will describe the research and engagement process undertaken to develop the plan and to progress Indigenous priorities as core business of the Library. The building of long-term and meaningful relationships with Indigenous people and communities, through ongoing consultation will be discussed. Speakers will share information on strategies for embedding Indigenous library services through a respectful recognition of Indigenous culture and history. In doing this the paper will aim to promote a two-way learning process - where libraries can engage in ongoing capacity building for staff to feel competent and empowered
