    Regulating privatized rail transport

    Traditionally, transport regulation has been viewed as an exercise in second-best optimization, acknowledging the existence of huge information problems. Then the rail industry was deeply restructured worldwide to halt erosion of the sector's share of transportation markets. Restructuring took different forms in different countries, ranging from simple reorganization measures to extreme restructuring -with the private sector increasingly participating in the sector and with the provision of infrastructure separated from the provision of services. The authors argue that regulation of the rail industry cannot remain unaffected by these changes. New regulatory scenarios and issues have emerged. For example, contracts have to be defined for private participation and quality surveillance instruments must be defined. Traditional price controls have to be adapted to, and mechanisms designed to manage and plan infrastructure investments in, the new environment. Restructuring has brought new problems, too. Where licenses have been used, for example, several concessionaires have been unable to meet the objectives spelled out in the concession contract. Contracts should be flexible enough to take account of novel situations that may affect company performance. And yet, for the system to be credible, there cannot be systematic, unjustified deviations from the franchise objectives. Regulation of the sector should be simple and flexible, with license contracts designed to include the private sector and with industry organization adapted to local circumstances. Regulation should be governed by principles that foster competition and market mechanisms, wherever possible. At the same time, it should provide a stable legal and institutional framework for economic activity.     Track geometry deteriorates with traffic flow, thus it needs to be regularly restored using tamping or other method. As the deterioration is mainly in the vertical direction this aspect has been widely studied and models for its analysis developed, however, the lateral deterioration of track is not as well understood. This research aims to develop a method that can be used to analyse and predict the lateral deterioration of railway track caused by traffic flows, and investigate the influences of different railway vehicles, running speeds, traffic types and wheel/rail contact conditions

    Railway freight transport and logistics: Methods for relief, algorithms for verification and proposals for the adjustment of tunnel inner surfaces

    In Europe, the attention to efficiency and safety of international railway freight transport has grown in recent years and this has drawn attention to the importance of verifying the clearance between vehicle and lining, mostly when different and variable rolling stock types are expected. This work consists of defining an innovative methodology, with the objective of surveying the tunnel structures, verifying the clearance conditions, and designing a retrofitting work if necessary. The method provides for the use of laser scanner, thermocameras, and ground penetrating radar to survey the geometrical and structural conditions of the tunnel; an algorithm written by the authors permits to verify the clearances. Two different types of works are possible if the inner tunnel surfaces interfere with the profile of the rolling stock passing through: modification of the railroad track or modification of the tunnel intrados by mean milling of its lining. The presented case study demonstrates that the proposed methodology is useful for verifying compatibility between the design vehicle gauge and the existing tunnel intrados, and to investigate the chance to admit rolling stocks from different states. Consequently, the results give the railway management body a chance to perform appropriate measurements in those cases where the minimum clearance requirements are not achieved

    Infrastructure networks and the competitiveness of the economy

    This paper aims to examine how technical infrastructure networks may contribute to improving the competitiveness of the Hungarian economy. Consequently, our main question will be to establish how certain networks or sectors can promote competitiveness of the entire economy rather than how they could be more competitive in their own field. In the macroeconomic or regional sense competitiveness is interpreted as the entirety of safeguards and preconditions that provide a long term basis for success in a competitive market environment. The review of the economic, social, institutional and facility preconditions of competitiveness has highlighted that practically every component must be backed by a good system of relations: both strong, balanced internal relations promoting co-operation and external relations to assure outward linkages. Despite the above correlation, it would be a fallacy to assume that infrastructure networks as linking elements in general are factors per se improving competitiveness. In accordance with the level of development of the economy, the key forms of activity and the realistically attainable objectives, different linkages and service needs become key for the development of the economy in different stages

    Principles of computer simulation design for the needs of improvement of the raw materials combined transport system

    This article is focused on computer simulation design for raw materials transportation. The creation of a simulation model of the combined transport system for the raw materials transportation has its own problematic parts. In general, these are parts, which represent transport nodes, i.e. parts of the system in which raw materials are reloaded from one vehicle to another. The given operations are in practice dependent on the preparedness of all transportation means, which participate in it. To locate operations of reloading of the raw materials from one vehicle to another and the check of the preparedness of the vehicles of the reloading in the simulation system is more demanding because it is necessary to take into consideration several aspects, such as an existence of a vehicle with raw materials, an existence of a vehicle to which it is to be reloaded a suitable freeloader, and so on. The article focuses on defining a procedure and correct steps at the creation of the simulation computer model of the combined raw materials transport system in the EXTENDSIM simulation system based on specific data from a real transport system. As is clear from the proposed procedure of the creation of the combined raw material transport system, as a check element of the transport system preparedness, it is suitable to use the "Gate" block and its features in the EXTENDSIM simulation system. As transpires from the results of simulation of the combined raw material transport system, about 322,000 tons of raw materials at 90-96% with the use of all vehicles is transported during the year.Web of Science23217416

    Improverail aims are to further support the establishment of railway infrastructure management in accordance with Directive 91/440, as well as the new railway infrastructure directives, by developing the necessary tools for modelling the management of railway infrastructure; by evaluating improved methods for capacity and resources management, which allow the improvement of the Life Cycle Costs (LCC) calculating methods, including elements related to vehicle - infrastructure interaction and external costs; and by improving data background in support of charging for use of railway infrastructure.     The purpose of this paper is to examine the relevance of economic theory to the rail privatisation proposals contained in the Railways Act 1993. After a review of the latest rail privatisation literature four major themes emerged: (1) Contestability and Barriers to Entry. (2) Franchising. (3) Vertical Integration. (4) Horizontal Integration. Following a short review of the rail privatisation proposals the paper presents each theme in the context of the proposals. In conclusion, we highlight a number of future issues which will require monitoring and research in the future. In particular, we identify a number of hypotheses, put forward by both those in favour and against the Government's proposals, that should be tested

    Recent changes in the global rail industry: facing the challenge of increased flexibility

    This paper discusses how the current trend towards increased private participation in the rail industry is reshaping the way in which Governments should address the main regulatory challenges arising from the particular economic and technical characteristics of this industry. We review the role of railroads in the last two decades and examine the characteristics of the most relevant processes of private participation around the world. The lessons learned from these changes suggest that many of the traditional regulatory paradigms in this industry are being replaced by more flexible schemes of public intervention. Although this change does not fully preclude direct participation by the Government, it seems that the traditional monopolistic rail company is dead as the dominant model around the world, and new forms, such as franchises or concessions competing on the tracks are progressively gaining relevance

In addition, included in this paper are discussions on train operating forms, railway traffic control and train dispatching problems, rail yard technical schemes and performance of terminals, as well as timetable design. A description of analytical methods, simulation techniques and specific computer packages for analysing and evaluating the behaviour of rail systems and networks is also provided
